Die Transformation der Wirtschaft im Sinne der ökologischen Nachhaltigkeit erfordert umfangreiche Investitionen durch den Staat, Unternehmen und die privaten Haushalte. Wie diese Investitionen in angemessener Form durch den Staat stimuliert und gelenkt werden können, wird unter dem Schlagwort "Grüne Investitionsprogramme" kontrovers diskutiert. Das vorliegende Policy Paper diskutiert in diesem Kontext, wie ein grünes Investitionsprogramm (grIP) konzeptionell gefasst werden kann, welche Anforderungen an ein solches zu stellen sind, welche Herausforderungen mit der Ausgestaltung eines grünen Investitionsprogramms verbunden sind und welche konkreten Handlungsempfehlungen sich aus den gewonnenen Erkenntnissen für ein grünes Investitionsprogramm für Deutschland ableiten lassen. Im Rahmen eines jetzt aufzusetzenden grünen Investitionsprogramms lassen sich einige Handlungsfelder identifizieren, in denen mittels Staatsausgaben wie auch anderer Instrumente von grIP prioritär gehandelt werden sollte. Zentrale Bereiche grüner Investitionen sind die Infrastruktur zur Bereitstellung und Nutzung erneuerbarer Energien, die Verkehrswende, die Klimaneutralität im Gebäudesektor, die Dekarbonisierung industrieller Prozesse sowie der Naturkapitalerhalt und die Klimaanpassung. Von besonderer Dringlichkeit ist dabei der begleitende Abbau umwelt- und klimaschädlicher Subventionen, da diese die Effektivität und Effizienz der grünen Investitionen konterkarieren können. Nicht zuletzt muss ein erfolgreiches grIP auch die Wirkung der Maßnahmen in ihrem Zusammenspiel und im weiteren Policy-Mix im Blick haben, um so etwa konterkarierende Anreize ausschließen bzw. eindämmen und Synergien bei den Zielbeiträgen erkennen und berücksichtigen zu können.

Mientras tenía lugar la producción y estreno de "Bienvenido Mr. Marshall" (Luis García Berlanga, 1953), otros insignes representantes norteamericanos visitaban la pequeña localidad segoviana de Fuentidueña con un objetivo: adquirir su iglesia románica de San Martín. El ábside del templo era una excelente construcción idónea para completar una de las salas del museo The Cloisters (la sección de arte medieval del Metropolitan Museum of Art de Nueva York, erigida gracias a John D. Rockefeller Jr.). El director del citado museo, James J. Rorimer (integrante durante la II Guerra Mundial del conocido grupo Monuments Men del ejército estadounidense), retomó en 1952 una idea de 1935: adquirir y trasladar a Manhattan aquel ábside románico español. Halló entonces condiciones óptimas para llevar a cabo una iniciativa que en los años treinta resultó inviable. El nuevo horizonte venía dado por la dictadura franquista, en un momento en el cual esta trataba de salir del aislamiento internacional, contando para ello con el apoyo de Estados Unidos. ¿Cómo fue posible la exportación de un monumento nacional? Esa es la pregunta a la que tratan de dar respuesta las páginas de este libro. El acceso a documentación inédita, tanto en España como en Estados Unidos, ha permitido reconstruir los episodios que se sucedieron hasta la firma del acuerdo en 1957 y la final presentación del monumento en Nueva York en 1961, como una cesión absolutamente excepcional en el ámbito internacional. Los agentes que promovieron y facilitaron la operación, los pagos de diversa naturaleza que mediaron en el acuerdo, las fórmulas para sortear la legislación, los hilos movidos por representantes públicos y por respetados miembros de la élite cultural, así como las voces críticas, constituyen piezas clave de una historia que hasta ahora desconocíamos y era preciso desvelar
Die Daten umfassen die Transkripte, das Forschungsmodell sowie das erweiterte Forschungsmodell und das Codierungssystem aus MAXQDA. Dieses bildet die Grundlage für eine qualitative Inhaltsanalyse, welche im Rahmen der Dissertation "Sustainable Change – Betrachtung von Veränderungsprozessen auf dem Weg zu mehr Nachhaltigkeit an den Beispielen von Fußballvereinen und kommunalen Haushalten" durchgeführt wurde.

It is virtually a truism that companies should respond to situations of high complexity, dynamics and contingency with strategic management measures. Not least in turbulent VUCA-type environments, the company is well advised to use alternative scenarios for environmental forecasting. The so-called scenario technique is used for this purpose. Human modes of thought, judgment and action are often ambiguous and rarely univocal. Here, so-called expert (control) systems based on fuzzy control offer valuable help. Their core is rule inference resulting in fuzzy rule output. In many cases, however, managers are interested in receiving concrete recommendations for action that are as unambiguous as possible. To do so, they need to defuzzify the fuzzy output set. In this paper, we consider selected defuzzification procedures in the area of scenario management.
