Relevance of the research topic. Internal and external threats, globalization processes necessitate the solution of an important scientific and applied problem of ensuring the national security of Ukraine. An important component of national security is social security, namely human security. The military aggression of the Russian Federation against Ukraine, the open war that began on February 24, 2022, became a new great challenge for the national, in particular, social security of Ukraine. The Russian invasion of Ukraine is part of the Russian-Ukrainian war waged by Russia in 2014. In the context of military aggression, the role and importance of further development of security knowledge in the broadest sense is growing. With the accumulation of knowledge, security science becomes a science - security science. This topic is also relevant in the context of further development of economic security, aimed at the need to address certain issues related to the social aspects of economic security of Ukraine in the face of military aggression. Formulation of the problem. Given the relevance and need for a comprehensive study of strengthening social security, especially in modern warfare, as well as the conceptual definition of mechanisms (tools) to ensure its need to study human social security as an object of study of economic security. Analysis of recent research and publications. Such scientists as: O. I. Baranovsky [1], T. G. Vasyltsiv [6], O. S. Vlasyuk [7], Z. B. Zhivko [9], G. V. Kozachenko [11], D. V. Nikitenko [14], S.V. Onishchenko [17], S.I. Pirozhkov [18] and others. Issues of social security of Ukraine, including human social security, are actively explored by Z. I. Galushka [5], V. A. Goshovska [8], O. A. Grishnova [20, 21], O. I. Ilyash [10], V. I. Kutsenko [12], O. M. Lyashenko [13], O. F. Novikova [15], V. O. Onishchenko [16], O. G. Sidorchuk [20], V. P. Udovichenko [12], Yu. M. Kharazishvili [21, 22] and others. The results of our own research on the problem of social security are given in [2-5]. Selection of unexplored parts of the general problem. Despite some developments in addressing these issues, the urgency and need to study and resolve them as soon as possible, issues of social security of Ukraine, in particular social security, have not yet become an independent and full object of research and considered mostly in fragments. research and is (should be) the object of research in economic security. Problem setting, research goals. The subject of research of the article is the theoretical and methodological and methodological aspects of the social component of economic security. The aim of the work is to reveal the essence and substantiate the theoretical foundations of human social security as an object of study of economic security. Method and methodology of the study. In the process of research, both general and special methods of scientific knowledge were used. In particular, scientific research methods were used: dialectical – to substantiate the definition apparatus and the content of theoretical positions; abstract-logical – to determine the essence of economic security; hypothetical-deductive – to build basic working hypotheses; system-structural analysis and synthesis – to identify the multilevel composition of social security and to reveal the role and place of human social security as an object of study of economic security. Field of application of results. The conclusions and results obtained in the article should be used in scientific activities and further research of current issues of human social security, in the educational and scientific process of higher education institutions in training specialists in specialty 8.18010014 "Management of financial and economic security" in the social component of economic security states, in particular, human social security. Conclusions. The role and place of social security in the system of national security in globalization threats, in particular, in the conditions of military aggression, is defined and revealed. The author's definition of economic security as a science that studies the laws of effective security of economic systems, timely detection, prevention and neutralization of real and potential, internal and external threats to the economic interests of relevant actors. Human social security is defined as the degree (level) of protection of vital socio-economic interests of man (person), his rights, freedoms and values from internal and external, real and potential threats.
Introduction. Numerous declarative official statements on the key role of education and scientific-pedagogical knowledge to ensure the well-being of the nation and the sustainable development of Russia in the modern world directly contradict the situation in this strategically significant social area. Thus, when merging two specialised academies (medical and agricultural sciences) with alma mater - the Russian Academy of Sciences (RAS), the Russian Academy of Education (RAE) was not included in the list of the elected representatives, which may indirectly demonstrate the "inferiority" of scientific pedagogy, calling into question its mission in the development of education. The aim of the article is to discuss the conditions and prerequisites for the possible loss of scientific status by pedagogy, its transformation into ideology and the replacement of pedagogical principles of education development by ideological ones. Methodology and research methods. In the course of the research, the methods of the system-based, retrospective and comparative analysis, synthesis and generalisation were employed. Results and scientific novelty. The author of the present publication considers and analyses the origins of scientific pedagogy and its essential definitions in the works of classical scholars - K. D. Ushinsky, L. N. Tolstoy, P. F. Kapterev, V. P. Vakhterov, K. N. Ventzel, etc. with contemporary interpretation of scientific status of pedagogical branch of knowledge. The paper highlights the impact on its reorganisation, content transformations of political and social processes, as well as transformations of governmental management structures. It has been proved that the reforms of the Russian science carried out in recent years consistently lead to the loss of scientific status by pedagogy, to the loss of academic principle "science should be managed by scientists" and to the transformation of scientific institutions into subordinate structures. Contrary to the Article 13 of the Constitution of the Russian Federation, which states that "no ideology may be established as state or mandatory", there is a conversion of pedagogy into ideology. The classical pedagogical foundations evolutionary development inherent in scientific knowledge are deformed by current ideological attitudes, ifying the constitutional guarantee (Article 44) on freedom of literary, artistic, scientific, technical and other forms of creativity. The depoliticisation of educational sphere and pedagogical science was planned at the end of the 20th century but it was abandoned. Therefore, the author emphasises the importance of such process. Practical significance. The assessments and conclusions presented in the article create methodological prerequisites for developing a discussion about the mission of pedagogical science in modern Russian society, adjusting scientific reforms and, as a result, freeing education from ideological violence. ; Введение. Многочисленные декларативные официальные заявления о ключевой роли сферы образования и научно-педагогического знания в обеспечении благосостояния нации и устойчивого развития России в современном мире прямо противоречат ситуации, складывающейся в этой стратегически сверхзначимой социальной области. Так, при слиянии двух профильных академий (медицинских и сельскохозяйственных наук) с альма-матер -Российской академией наук (РАН) в число «избранных» не была включена Российская академия образования (РАО), что косвенно может свидетельствовать о «неполноценности» научной педагогики и ставит под сомнение ее миссию в развитии образования. Цель статьи - обсуждение условий и предпосылок возможной утраты педагогикой своего научного статуса, ее трансформации в идеологию и подмены педагогических принципов развития образования идеологическими. Методология и методы. В работе использовались методы системного, ретроспективного, сравнительного (компаративного) анализа, синтеза и обобщения. Результаты и научная новизна. Рассмотрены истоки научной педагогики и сопоставлены ее сущностные определения в трудах классиков - К. Д. Ушинского, Л. Н. Толстого, П. Ф. Каптерева, В. П. Вахтерова, К. Н. Вентцеля и др. -с современными трактовками научного статуса педагогической отрасли знания. Показано влияние на ее реорганизацию и содержательные преображения политических и социальных процессов, а также государственных структур управления. Доказывается, что проводимые в последние годы реформы российской науки последовательно ведут к потере педагогикой научного статуса, утрате академического принципа «наукой должны управлять ученые» и к превращению научных институтов в подведомственные структуры. Вопреки статье 13 Конституции Российской Федерации, утверждающей, что «никакая идеология не может устанавливаться в качестве государственной или обязательной», происходит конверсия педагогики в идеологию. Заложенные классиками основы педагогики, предусматривающие присущее научному знанию ее эволюционное самостоятельное развитие, деформируются под воздействием текущих идеологических установок, отменяя конституционную гарантию (статья 44) о свободе литературного, художественного, научного, технического и других видов творчества. Подчеркивается необходимость деполитизации образовательной сферы и педагогической науки, наметившаяся, но так и не состоявшаяся в конце ХХ века. Практическая значимость. Оценки и выводы автора создают методологические предпосылки для развертывания дискуссии о миссии педагогической науки в современном российском обществе, корректировке научных реформ и освобождении образования от идеологического насилия.

The aim of this dissertation is to examine the influence of the international actors i.e. the OSCE, Council of Europe, EU and Russia, on policy and legislative adaptation in two post-Soviet countries since 1991. These are Estonia and Ukraine. The central concept analysed in the dissertation is stateness. It is defined following Juan J. Linz and Alfred Stepan (1996) as congruence between the territorial definition and the right of citizenship in the state, which has the monopoly on the legitimate use of force in the territory, and an effective state bureaucracy. For the analysis, certain policy areas are chosen which operationalise the dimensions of stateness: monopoly on the use of force (borders, army and police), state identity (citizenship, national minorities and language), and basic administration (public administration, education and information). In the democratisation and state-building literature, stateness is a neglected concept, as is the international influence on it. Surprisingly so, as it is an important condition for state and regime stability, especially democracy. To address this gap, the dissertation clarifies the definition of the concept of stateness and analyses the international influence on it in the two countries. This dissertation centres on the impact of the international actors as the causal factor in consolidation of stateness. To investigate this, it analyses in a systematic manner the influence of their policy demands and expectations on adaptation (i.e. policy adoption and change) in the policy areas operationalising stateness in Estonia and Ukraine. As part of the analysis, it provides a detailed overview and comparison of the policy- and legislation-making in both countries after their independence in 1991. The method chosen is a cross-case comparison carried out according to a time-periodisation approach. The analysis illustrates the converging yet context-contingent impact of the international actors in the policy areas operationalising stateness. Therefore, the main finding confirms the emerging consensus in the literature that the international actors have an increasing yet differential impact in traditionally domestic policy areas. The dissertation's contribution is twofold. First is the theoretical and conceptual contribution to state-building in comparative European politics by clarifying the definition of the concept of stateness. Second is the empirical contribution by providing an applicable operationalisation of the concept through policy areas, which permits its empirical analysis. ; Avhandlingen undersöker det inflytande som olika internationella aktörer – såsom OSSE, Europarådet, EU och den Ryska Federationen – har utövat på två postsovjetiska stater, Estland och Ukraina. Mer specifikt är det sådant inflytande som rör utformningen av lagstiftning och policybeslut som hamnar i fokus, i relation till politikområden som kan kopplas till begreppet "stateness", det vill säga en stats förmåga att kontrollera sitt eget territorium och population, samt förmågan att fungera som en suverän stat bland andra stater i världen. De politikområden som undersöks i avhandlingen är kontrollen över landets gränser, statens våldsmonopol, politiken kring medborgarskap, minoritetsrättigheter och språkrättigheter, samt offentlig förvaltning, informationsspridning och utbildning. I forskningen om demokratisering och statsbyggande är den internationella aspekten av en stats förmåga till "stateness" underutforskad. Det tas för givet att "stateness" är en central förutsättning för en lyckad demokratisering och för regimstabilitet, men det tas också för givet att denna förmåga i allt väsentligt bestäms av inhemska faktorer. Denna avhandling lämnar ett bidrag till den existerande forskningen på området genom att undersöka vilken betydelse externa aktörer har för en stats förmåga till "stateness". Bidraget handlar både om att förtydliga begreppet "stateness" på ett teoretiskt plan, och om att empiriskt undersöka hur två postsovjetiska stater, i relation till externa aktörer, har kunnat hantera frågan om "stateness" i det egna landet, från 1991 och framåt. Den komparativa undersökningen visar att de externa aktörerna har en märkbar påverkan på Estlands och Ukrainas lagstiftning inom politikområden som rör medborgarskap och minoritetsrättigheter, i synnerhet i Estland, men att de externa aktörernas inflytande är mer blandat när det gäller lagstiftning kring språkfrågor och utbildningsfrågor. Undersökningen visar också att Ryssland, som en extern aktör, har kunnat påverka förmågan till "stateness" negativt när det gäller politikområdena informationsspridning och kontroll över statens gränser. For over 60 years, the Abnormal Toxicity Test (ATT) has been used as an important tool in safety control of some parenteral and veterinary products made from biological materials. In 2017, some of the members of the Pharmacopoeial Committee of the Eurasian Economic Union (EAEU) proposed not to include the ATT in the draft monographs of the EAEU Pharmacopoeia based on the decision of the European Pharmacopoeia Commission to suppress the test. However, this may not be achieved in Russia at this point, because some production sites that manufacture medicinal products for human and veterinary use have not fully implemented GMP principles yet. The main aim of the ATT is to detect any toxicity above the pre-determined acceptable level. The unacceptable toxicity levels can manifest themselves in higher mortality rates or unexpected intoxication effects in laboratory animals. This test makes it possible to detect abnormal (high) toxicity of a medicinal product which may be associated with degradation products or undesirable impurities resulting from changes of the production technology, which are not mentioned in specification documents related to production, transportation, and storage. In 2016—2017 12 batches of veterinary products, including vaccines and sera, were found to be noncompliant, and the Federal Service for Surveillance in Healthcare rejected 16 batches of medicinal products in 2016—2019. The aim of the study was to analyse current approaches to the ATT in the Russian and foreign pharmacopeias, and to develop a programme for phasing out the ATT use depending on the nature and pharmacological properties of medicinal products. Comparative analysis of the monographs of the world leading pharmacopeias showed that the State Pharmacopoeia of the Russian Federation has the most stringent test conditions. As an alternative to suppressing the ATT the authors suggest a phased approach to reduce the use of this test. They determined groups of medicinal products whose pharmacological properties allow for the suppression of the test. The proposed approach to phasing out the use of ATT will make it possible to use the test effectively and reduce the number of performed tests, but will still ensure drug safety. The suppression of the ATT can not be achieved without a comprehensive detailed research by quality control specialists and further discussion by all interested parties. ; В течение более 60 лет тест на аномальную токсичность используется как один из важных показателей при контроле качества безопасности парентеральных медицинских и ветеринарных препаратов, получаемых из субстанций биологического происхождения. В 2017 г. на заседании Фармакопейного комитета Евразийского экономического союза (ЕАЭС) было предложено не включать тест на аномальную токсичность в проект Фармакопеи ЕАЭС, основанием для данной дискуссии послужил отказ Европейской фармакопеи от данного испытания. Однако на территории нашей страны в настоящее время подобный шаг не может быть реализован, так как не все производственные площадки для производства медицинских и ветеринарных препаратов полностью отвечают международным требованиям GMP Основной целью проведения теста на аномальную токсичность является выявление токсичности препарата, превышающей установленный ранее допустимый уровень, контролируемый по повышению летальности или по неожидаемым (нерегламентированным) явлениям интоксикации животных. Данное испытание позволяет определить аномальную (повышенную) токсичность лекарственного препарата, которая может возникнуть за счет появления продуктов разложения или нежелательных примесей при изменении процесса производства, не предусмотренных регламентом производства, транспортирования или хранения. Так, в течение 2016—2017 гг. количество выявленных несоответствий ветеринарных препаратов, в том числе вакцин и сывороток, составило 12 серий, а Росздравнадзором за период 2016—2019 гг. забраковано 16 серий лекарственных препаратов. Цель работы — анализ современных подходов к тесту «Аномальная токсичность» в отечественной и зарубежных фармакопеях, разработка программы поэтапного сокращения применения теста в зависимости от природы и фармакологических свойств лекарственных средств. В результате сравнительного анализа монографий ведущих фармакопей мира установлено, что действующие требования Государственной фармакопеи Российской Федерации характеризуются наиболее строгими условиями проведения теста. В качестве альтернативы отказу от испытания на аномальную токсичность авторами предложен поэтапный подход, позволяющий сократить использование теста. Определены группы препаратов, фармакологические свойства которых позволяют исключить показатель. Предложенный поэтапный подход к сокращению использования показателя «Аномальная токсичность» позволит сделать тест более рациональным и сократить количество испытаний, но по-прежнему будет способствовать обеспечению безопасности применения лекарственных препаратов. Исключение испытания на аномальную токсичность не может быть реализовано без всесторонней детальной проработки специалистами в области контроля качества и дальнейшего обсуждения этого вопроса всеми заинтересованными сторонами.

This article describes ways to enhance the efficiency of anti-tax base erosion measures aimed at preventing transnational corporations (TNCs) from shifting their profits from home countries to lower-tax jurisdictions. The research methodology comprises a set of mathematical models applied for a comprehensive analysis of tax planning methods used by TNCs and the counter-methods used by national governments. The models with postulated equilibrium consider tripartite financial structures (consisting of a parent company, a subsidiary in a loyal jurisdiction and an affiliate in an offshore jurisdiction) based on the principle of economic equilibrium in the distribution of incomes of different jurisdictions. The models are parametrized by using the data on tax regimes in different jurisdictions. The computational experiment focused on the tax regimes of a parent jurisdiction (Russian Federation), a typical loyal jurisdiction (Laos) and a typical offshore jurisdiction (British Virgin Islands). Thus, we considered the most important cases in international taxation regarding TNCs' economic interests and the national welfare of the parent jurisdiction. The experiment tested the efficiency of different methods of fiscal regulation of international income and capital flows and showed that although the rules of controlled transactions are considered crucial for countering tax planning, they fail to bring the desired results in contemporary economic reality characterized by expanded international network of financial structures and accelerated growth of digital transactions. Based on our research findings, we formulated the following recommendations. The governments of parent jurisdictions are recommended to extend the rules of controlled transactions and controlled foreign corporations not only to offshores but also to loyal jurisdictions. For the Russian government, it may be effective to test and adopt the rules of secondary adjustments in combination with the rules of controlled transactions and controlled foreign corporations, to lower the rate of the tax on foreign dividends and to make the unreturned foreign dividends exempt from the additional tax should they be repatriated to Russia. Enhanced international cooperation in this sphere can maximize the efficiency of these measures.For citationPolezharova L. V. Методика исследования базируется на комплексе математических моделей международного налогообложения. Это модели с постулируемым равновесием, в которых рассматриваются трёхсторонние финансовые структуры (с участием дочерней компании в лояльной юрисдикции и аффилированной компании в офшорной юрисдикции), построенные по принципу экономического равновесия доходов территорий. Предложены авторские модели, позволяющие анализировать в комплексе, как методы налогового планирования транснациональных корпораций, так и методы противодействия им со стороны правительств, оцениваемые с позиций национального благосостояния. Для практического применения разработанного подхода выполнена параметризация моделей с использованием данных о налоговых режимах, действующих различных юрисдикциях. В вычислительном эксперименте использованы налоговые режимы материнской юрисдикции (Российская Федерация), типичной лояльной юрисдикции (Лаос), и типичной офшорной юрисдикции (Британские Виргинские острова). Эксперименты заключались в анализе наиболее важных ситуаций, возможных в международном налогообложении с позиций экономических интересов ТНК и с позиций национального благосостояния материнской юрисдикции. В рамках экспериментов были проверены эффективность и конечные результаты применения различных методов налогового регулирования международных потоков доходов и капиталов. Результаты математического моделирования, показали, что правила контролируемых сделок – фундаментальные для противодействия налоговому планированию транснациональных корпораций – плохо работают в условиях разветвлённой международной сети финансовых структур и быстрого роста цифровых трансакций. Исходя из полученных результатов, предложено: распространение правил контролируемых сделок и контролируемых иностранных компаний на лояльные юрисдикции, а не только на офшоры; апробация и введение в РФ правил вторичных корректировок в связке с правилами контролируемых сделок и контролируемых иностранных компаний; снижение ставки налога на дивиденды, получаемые из-за рубежа; освобождение от дополнительного налога на невозвращённые дивиденды в случае их возврата в РФ. This paper focuses on the topic of documentary comics in Eastern Europe. The object of the study is the history and features of the functioning of comic journalism in Eastern Europe. The subject is an example of documentary comics created in these regions. To understand how promising comic journalism and documentary comics are for the development of modern journalism, it is necessary to study its history, as well as the features of its formation and diversity. We examine the thematic diversity of documentary comics in Eastern Europe, as well as track which formats are typical for different countries. We correlate the features of the existence of the phenomenon of comic journalism in one form or another with historical realities. So, for example, for some countries, the actual forms of functioning of documentary comics are those that can be correlated with autobiographies and historical essays. Such are the Czech Republic, Belarus. And for other countries, a more relevant form is those that can be correlated with reporting. These are Ukraine and Russia. In addition to different formats, we study thematic diversity. As a rule, it also directly depends on the historical features of the formation of a state, as well as on its current geopolitical position. So, for example, in Ukraine in recent years the military theme has certainly dominated, and judicial comics are popular in the Russian Federation. Meanwhile, it is known that the topic of judicial arbitrariness in recent years has become widely discussed in this country. Note that having studied the features of the formation and functioning of the phenomenon of documentary comics in different countries, we come to the conclusion that comics is a universal mean of mass communication that allows you to transfer information to different audiences. ; Статья посвящена теме документальных комиксов в Восточной Европе. Объектом исследования являются история и особенности функционирования комикс-журналистики в странах Восточной Европы, предметом – примеры документальных комиксов, созданных в этих регионах. Чтобы понять, насколько перспективным является комикс-журналистика и документальный комикс для развития современной журналистики, необходимо изучить их историю, а также особенности становления и разнообразие. Мы рассматриваем тематическое разнообразие документального комикса в странах Восточной Европы, а также прослеживаем, какие форматы характерны для разных стран. Соотносим особенности существования явления комикс-журналистики в том или ином виде с историческими реалиями. Так, например, для некоторых стран актуальной формой функционирования документальных комиксов являются такие, которые можно соотнести с автобиографиями и историческими очерками. Это, например, Чехия, Беларусь. А для других стран более актуальной формой являются такие, которые можно соотнести с репортажами. Это Украина и Российская Федерация (РФ). Помимо разных форматов, мы изучаем тематическое разнообразие. Оно, как правило, также находится в прямой зависимости от исторических особенностей становления того или иного государства, а также от его современного геополитического положения. Так, например, в Украине в последние годы безусловно доминирует военная тематика, а в РФ популярны судебные комиксы (известно, что тема судебного произвола в последние годы стала широко обсуждаемой в этой стране). Отметим, что, изучив особенности становления и функционирования явления документального комикса в разных странах, мы приходим к выводу, что комикс представляет собой универсальное средство массовой коммуникации, позволяющее передавать информацию различным аудиториям. ; Стаття присвячена темі документальних коміксів у Східній Європі. Об'єктом дослідження є історія і особливості функціонування комікс-журналістики у країнах Східної Європи, предметом – приклади документальних коміксів, створені в цих регіонах. Щоб зрозуміти, наскільки перспективними є комікс-журналістика і документальний комікс для розвитку сучасної журналістики, необхідно вивчити їх історію, а також особливості становлення та різноманітність. Ми розглядаємо тематичне розмаїття документального коміксу у країнах Східної Європи, а також простежуємо, які формати характерні для різних країн. Співвідносимо особливості існування явища комікс-журналістики в тому чи іншому вигляді з історичними реаліями. Так, наприклад, для деяких країн актуальною формою функціонування документальних коміксів є такі, які можна співвіднести з автобіографіями та історичними нарисами. Це, наприклад, Чехія, Білорусь. А для інших країн більш актуальною формою є такі, які можна співвіднести з репортажами. Це Україна і Російська Федерація (РФ). Крім різних форматів, ми вивчаємо тематичне розмаїття. Воно, як правило, також перебуває у прямій залежності від історичних особливостей становлення тієї чи іншої держави, а також від її сучасного геополітичного становища. Так, наприклад, в Україні в останні роки безумовно домінує військова тематика, а в РФ популярні судові комікси (адже відомо, що тема судового свавілля в останні роки стала широко обговорюваної в цій країні). Відзначимо, що, вивчивши особливості становлення й функціонування явища документального коміксу в різних країнах, доходимо висновку, що комікс являє собою універсальний засіб масової комунікації, що дозволяє передавати інформацію різним аудиторіям.

A search for flavour-changing neutral current (FCNC) events via the coupling of a top quark, a photon, and an up or charm quark is presented using 81 fb(-1) of proton-proton collision data taken at a centre-of-mass energy of 13 TeV with the ATLAS detector at the LHC. Events with a photon, an electron or muon, a b-tagged jet, and missing transverse momentum are selected. A neural network based on kinematic variables differentiates between events from signal and background processes. The data are consistent with the background-only hypothesis, and limits are set on the strength of the tq gamma coupling in an effective field theory. These are also interpreted as 95% CL upper limits on the cross section for FCNC t gamma production via a left-handed (right-handed) tu gamma coupling of 36 fb (78 fb) and on the branching ratio for t -> gamma u of 2.8 x 10(-5) (6.1 x 10(-5)). In addition, they are interpreted as 95% CL upper limits on the cross section for FCNC t gamma production via a left-handed (right-handed) tc.coupling of 40 fb (33 fb) and on the branching ratio for t -> gamma c of 22 x 10(-5) (18 x 10(-5)).
