El presente trabajo evalúa los modos de acción que integran las dimensiones online y offline de la participación política. Se propone que la participación política offline está compuesta por dos subdimensiones generales: la participación convencional y la protesta política. Por su parte, la participación online opera mediante una modalidad de bajo costo (soft) y otra de alto costo (hard). Los análisis de este artículo contaron con una muestra de 1 136 personas del Distrito Metropolitano de Quito, Ecuador. La estrategia para verificar las hipótesis planteadas se fundamentó en la comparación de diferentes modelos factoriales mediante análisis factorial confirmatorio. Se discute también la naturaleza multidimensional de la participación política y sus implicaciones en el contexto actual de América Latina.

Los resultados confirman que: (i) las redes sociales estimulan la movilización de las personas hacia conductas políticas offline; (ii) este efecto movilizador se limita a las plataformas Facebook y WhatsApp y (iii) los usos políticos de tipo expresivo y de contacto con los grupos políticos influyen con mayor fuerza sobre la participación política offline. Literature traditionally discusses the role that political participation (PP) plays in the democratic decision making of a country, most of the time from the dichotomy of formal or informal PP. Today'shyperconection,allows new PP expressions that must be considered when understanding the concept itself. In order to do so, one should understand the relation betweenonlineandofflinePP, especially in times that detonate said interaction, as it happens during electoral times. An digital panel survey was applied at a national level with the objective to compare the relation between theonlineandofflinereport. We found that only at times closer to the election and after it, thespillovereffect happens, in which we can say that theoffline PPinfluences theonlineone. ; En la literatura se discute tradicionalmente el papel que tiene la participación política (PP) para la toma de decisiones democráticas de un país, casi siempre desde la dicotomía de PP formal o no formal. La hiperconexión de hoy en día, permite nuevas expresiones de PP que deben considerarse a la hora de entender el concepto en sí mismo. Y para hacerlo se sugiere entender la relación entre la PP offline y la online, sobre todo en tiempos que detonen dicha interacción, como ocurre en tiempos electorales. Se aplicó una encuesta panel digital a nivel nacional con la finalidad de comparar la relación entre el reporte de la PP online con la offline. Se encontró que, sólo en el tiempo cercano a la elección y posterior a esta, se da un efecto spillover, en el que se puede hablar de que la PP offline influye en la online.
Este trabajo analiza cuáles son las variables sociológicas que explican mejor las diferencias entre la participación offline y online de los jóvenes (entre 18 y 34 años) en España. Nuestro objetivo ha sido analizar las relaciones entre las variables sociodemográficas y socioeconómicas de género, nivel educativo, nivel de ingresos, habilidades digitales y situación laboral con la participación política offline y online de los jóvenes en España y conocer cómo y en qué medida dichas variables generan desigualdades en la participación política entre los jóvenes españoles/as usuarios/as de tecnologías de la información y comunicación (TIC). El análisis se ha llevado a cabo a partir de los datos de la encuesta (3038) del Barómetro del CIS de septiembre de 2014, mediante la aplicación de un análisis cuantitativo univariante, bivariante y multivariante. ; This work analyzes which are the sociological variables that best explain the differences between the online and offline participation of young people (between 18 and 34 years) in Spain. This work explores the relationship between the different political uses of WhatsApp and the political participation behaviors in the Ecuadorian context. With the purpose of achieving a more detailed understanding, political participation was classified into three specific modes of action: offline conventional, offline protest and online. On the other hand, the political use of WhatsApp was classified into three types:a) consumption of political information, b) political expression and discussion, and c) contact with online political groups. Using survey data collected in the Metropolitan District of Quito (Ecuador) in 2018, multiple regression analyses indicate that the consumption of political information via WhatsApp only significantly influences political protest actions. On the contrary, the political expression and discussion through thismobile application produce mobilizing effects on all the analyzed participation forms: a consistent effect also observed when WhatsApp is used for interaction with online political groups. The final section discusses the findings of the study taking into account the previous research on the democratic effects of WhatsApp. ; Este trabajo explora la relación entre distintos usos políticos de WhatsApp y los comportamientos de participación política en el contexto ecuatoriano. Con el propósito de lograr un entendimiento más detallado, la participación política se clasificó en tres modos de acción específicos: offline convencional, offline protesta y online. Por su parte, el uso político de la aplicación se desagregó en tres tipos: (a) consumo de información política, (b) expresión y discusión política, y (c) contacto con grupos políticos online. A partir de los datos de encuestas aplicadas en el Distrito Metropolitano de Quito (Ecuador) en el 2018, los análisis de regresión múltiple desarrollados indican que el consumo de información política vía WhatsApp solo influye significativamente sobre las acciones de protesta política. Por el contrario, la expresión y la discusión política mediante esta aplicación móvil producen efectos movilizadores sobre todas las modalidades de participación analizadas. Efecto consistente que también se observa cuando WhatsApp se emplea para la interacción con grupos políticos online. Donostia 1989. ; Aunque la expresión participación política pueda aludir a realidades muy diversas, la mayor parte de las veces la encontramos, tanto en contextos académicos como cotidianos, haciendo referencia a participación electoral. El proceso de identificación de ambos conceptos ha sido tal, que incluso a la hora de diseñar estudios de opinión pública sobre participaci6n en general, se plantea un problema terminológico para Xograr que el entrevistado no reduzca la expresión participación política al voto, Sin que sea éste el lugar adecuado para entrar a explicar cómo se ha producido esta asimilación, son obvias algunas de las razones que han llevado a la misma, tanto desde el punto de vista del sistema politico (mecanisrno de participación mis imprescindible y menos conflictivo para su funcionamiento), como del ciudadano (influencia más clara y con menor costo en el proceso de toma de decisiones), o del investigador (medición más sencilla). El objetivo de esta comunicación es hablar de alguna de las otras formas de participación política, y hacer un primer análisis sobre las semejanzas y las diferencias que existen entre las pautas de comportamiento politico electoral y no electoral. ; Peer reviewed
El pueblo panameno rechazo la politica neoliberal del presidente Ernesto Perez Balladares y voto en contra de las reformas constitucionales que le habrian permitido al mandatario postularse inmediatamente para un periodo de cinco anos adicionales en el poder. En este escrito primero se presentan los resultados de la consulta popular realizada en Panama, en segundo lugar, algunos antecedentes del plebiscito y el impacto que ha tenido en los ultimos cuatro anos el programa neoliberal del actual gobierno. Finalmente, se concluye con un analisis de las alternativas que se encuentran a disposicion de las diversas fuerzas sociales del pais, especialmente para los sectores populares. (Tareas/DÜI)
