To evaluate the material flows associated with construction and demolition in different countries it is necessary to have a consistent set of data. However, data collected by regulators and governments differ and this study used concrete as a case in point. Concrete is a significant man-made material in construction whose use reflects socio-economic variation between countries. Flows of natural components, cement and aggregates, are investigated from extraction to final disposal following demolition (Tangtinthai et al., 2019). The housing sector dominates the use of concrete in urbanized areas and greatly reflects socio-economic and resource extraction issues. To compare concrete stock, use and policies of contrasting countries the data from Thailand and Great Britain (GB) are considered, but as reported they differ for each country. We present here the results of the calculations required to generate an internally consistent database for Great Britain and for Thailand that enables an informed materials flow analysis to be undertaken on materials consumed and generated during construction and demolition of concrete structures. The research methodology and calculations for national cement and concrete production (including clinker, cement kiln dust, gypsum, and aggregates) and the resulting datasets help to make projections that shape policy requirements for Thailand and other emerging economies as reported in (Tangtinthai et al., 2019).

Cities are recognised as key players in global adaptation and mitigation efforts because the majority of people live in cities. However, in Europe, which is highly urbanized and one of the most advanced regions in terms of environmental policies, there is considerable diversity in the regional distribution, ambition and scope of climate change responses. This paper explores potential factors contributing to such diversity in 200 large and medium-sized cities across 11 European countries. We statistically investigate institutional, socio-economic, environmental and vulnerability characteristics of cities as potential drivers of or barriers to the development of urban climate change plans. Our results show that factors such as membership of climate networks, population size, GDP per capita and adaptive capacity act as drivers of mitigation and adaptation plans. By contrast, factors such as the unemployment rate, warmer summers, proximity to the coast and projected exposure to future climate impacts act as barriers. We see that, overall, it is predominantly large and prosperous cities that engage in climate planning, while vulnerable cities and those at risk of severe climate impacts in the future are less active. Our analysis suggests that climate change planning in European cities is not proactive, i.e. not significantly influenced by anticipated future impacts. Instead, we found that the current adaptive capacity of a city significantly relates to climate planning. Along with the need to further explore these relations, we see a need for more economic and institutional support for smaller and less resourceful cities and those at high risk from climate change impacts in the future.

Purpose
The purpose of this paper is to present pedagogical approaches developed and implemented to deliver sustainable design education (SDE) to second-year undergraduate students on civil engineering programmes in the (then) School of Civil Engineering and Geosciences at Newcastle University. In doing so, the work presented offers an example of how to help students understand the contested and contingent nature of sustainability.
Design/methodology/approach
The research presented takes an action-based approach to the development of a teaching and assessment model centered on problem- and project-based learning in a real-world context.
Findings
Because of the use of a design brief, which addresses a practical infrastructure problem encountered by regional communities, the academic team were able to make arguments related to the three pillars of sustainability more accessible to the students. This suggests that pedagogical instruments based on problem- and project-based learning strategies are effective in delivering SDE.
Practical implications
The successful delivery of SDE requires commitment from the senior management teams leading individual departments as well as commitments embedded in the high-level strategies of Higher Education institutions. It was also found that some students need extra support from the teaching staff if their engagement through SDE is to be successful. This has practical implications for the amount of contact time built into undergraduate and postgraduate degree programmes.
Originality/value
The teaching and assessment model presented in this paper addresses various substantive and normative issues associated with SDE making it relevant and transferable to courses other than civil engineering.
Lithium-ion batteries (LIBs) play a key role in advancing electromobility. With an increasing trend in the demand for LIBs, the sustainability prospect of LIBs lifecycle faces many challenges that require proactive approaches. There are various sustainability challenges and risks across the supply and value chains of LIBs from mining, material supplies to Original Equipment Manufacturers (OEMs), users to final disposal. Risks are for example the increased raw material demands as well as some economic risks due to price increment or political instabilities in some countries within the raw material supply chain. Despite the promising research efforts on the performance metrics of LIBs and advancing the technology, the research on the various aspects of sustainability of LIBs and its life cycle are still in its infancy and require closer attention. As the editorial of the Special Issue on sustainable supply and value chains of EV batteries, this article presents some of the most pressing challenges of EV LIBs across the different stages of its life cycle. It covers issues from supply and demand of the battery raw materials, battery manufacturing, use, and end-of-life treatments. Within this context the reported findings of some 20 different research teams from across the globe, the state-of-the-art, technical or policy gaps in EV LIBs research and development are presented, as well as market instruments such as innovative business models, and governmental interventions like subsidies or regulations. We grouped the materials presented into five main themes (1) EV and LIB materials demand projections (2) EV LIBs international trade risk (3) EV battery regulation and adoption (4) EV LIBs life cycle assessment (5) and EV LIBs reverse logistics. We conclude by discussing some future research challenges such as the need for more reliable and applicable prediction models that use accurate data on EV stock and end-of-life EVs. Finally, we argue that more collaboration between academia, manufactures, OEMs and the battery recycling industry is needed to implement successful circular economy strategies to achieve environmentally friendly, flexible and cost-efficient battery supplies, use and recycling processes.

Political decision-makers need to consider the various challenges and opportunities that climate change can bring, and they must take decisions under high uncertainty to achieve resilient cities. Here, we synthesise the push and pull approaches reported in the literature and employed in practice to achieve sustainable and resilient cities. First, we present a literature review which identified the major research fields on transition theories, frameworks and methods that underpin this concept. We analyse the conditions for change, identify enablers or triggers for change at governance level for transitioning a city towards sustainability and resilience. We discuss the theories, frameworks and methods which can be used to address the urban climate change challenge at city level. Second, we present an empirical approach based on stakeholder participation that we conducted to detect the conditions for change. We report on the design and implementation of stakeholder exercises that helped us detecting the conditions for changes. Third, we combine the information obtained from these stakeholder exercises with that extracted from the literature in order to provide a fuller picture on how stimulate the transition and transformation to achieve sustainable and resilient cities. Based on our literature review and empirical approach, we formulate an integrated conceptual model for transition that enables the design of adaptation (and mitigation) strategies that consider the triggers of change. Uniquely we identified 8 triggers of change, including authority and political leadership, learning from disasters, co-responsibility, increased public-private interface, social participation and the living lab approach to innovation. The proposed model can be applied to the whole city or to a certain sector of the city (e.g. energy). Abstract. Failure to consider the costs of adaptation strategies can be seen by decision makers as a barrier to implementing coastal protection measures. In order to validate adaptation strategies to sea-level rise in the form of coastal protection, a consistent and repeatable assessment of the costs is necessary. This paper significantly extends current knowledge on cost estimates by developing – and implementing using real coastal dike data – probabilistic functions of dike costs. Data from Canada and the Netherlands are analysed and related to published studies from the US, UK, and Vietnam in order to provide a reproducible estimate of typical sea dike costs and their uncertainty. We plot the costs divided by dike length as a function of height and test four different regression models. Our analysis shows that a linear function without intercept is sufficient to model the costs, i.e. fixed costs and higher-order contributions such as that due to the volume of core fill material are less significant. We also characterise the spread around the regression models which represents an uncertainty stemming from factors beyond dike length and height. Drawing an analogy with project cost overruns, we employ log-normal distributions and calculate that the range between 3x and x∕3 contains 95 % of the data, where x represents the corresponding regression value. We compare our estimates with previously published unit costs for other countries. We note that the unit costs depend not only on the country and land use (urban/non-urban) of the sites where the dikes are being constructed but also on characteristics included in the costs, e.g. property acquisition, utility relocation, and project management. This paper gives decision makers an order of magnitude on the protection costs, which can help to remove potential barriers to developing adaptation strategies. Although the focus of this research is sea dikes, our approach is applicable and transferable to other adaptation measures.

One of the repeating themes around the provision of the knowledge and skills needed for delivering sustainable communities is the idea of a "common language" for all built environment professionals. This suggestion has been repeated regularly with each new political and professional review within and between different sectors responsible for the delivery of sustainable communities. There have been multiple efforts to address academic limitations, industry fragmentation and promote more interdisciplinary working and sector collaboration. This research explored the role of skills for sustainable communities, particularly within the higher education (HE) sector, and the responses to support the development of a "common language of sustainability" that can be shared between different sectors, professional disciplines and stakeholders. As an interdisciplinary group of academics and practitioners working with the HE sector in the North East of England, we evaluate the progression of sector collaboration to develop a quintuple helix model for HE. We use this as a suitable framework for systematically "mapping" out the mixed sector (academic, public, business, community and environmental organisations) inputs and influences into a representative sample of HE degree modules that are delivered from foundation and undergraduate to postgraduate levels, including examples of part-time and distance-learning modules. We developed a cascade of models which demonstrate increasing levels of collaboration and their potential positive impact on the effectiveness of education on sustainable communities. The methodological assessments of modules were followed by semi-structured group reflective analysis undertaken through a series of online workshops (recorded during the Covid19 lockdown) to set out a collective understanding of the generic skills needed for the delivery of sustainable communities. These generic skills for sustainable communities are presented as a pedagogical progression model of teaching activities and learning outcomes applied to the levels within HE. We propose sustainability education principles and progressions with the hope that they can have an impact on the design or review of current degree modules and programmes. The paper informs future sustainability research to be grounded in holism and systems thinking; better understanding of values, ethics, influencing and political impact; and procedural authenticity.

This target has wide-ranging implications for Europe and its cities, which are the source of substantial proportions of greenhouse gas emissions. This paper reports the state of planning for climate change by collecting and analysing local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and analysis framework was developed that classifies local climate plans in terms of their spatial (alignment with local, national and international policy) and sectoral integration (alignment into existing local policy documents). We document local climate plans that we call type A1: non-compulsory by national law and not developed as part of international climate networks; A2: compulsory by national law and not developed as part of international networks; A3: plans developed as part of international networks. This most comprehensive analysis to date reveals that there is large diversity in the availability of local climate plans with most being available in Central and Northern European cities. Approximately 66% of EU cities have an A1, A2, or A3 mitigation plan, 26% an adaptation plan, 17% joint adaptation and mitigation plans, and about 30% lack any form of local climate plan (i.e. what we classify as A1, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but mitigation does not always precede adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 70% of the cities above 1 million inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (A1 or A2). Countries with national climate legislation (A2), such as Denmark, France, Slovakia and the United Kingdom, are found to have nearly twice as many urban mitigation plans, and five times more likely to produce urban adaptation plans, than countries without such legislation. A1 and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland; while A1 and A2 adaptation plans are prevalent in Denmark, Finland, UK and France. The integration of adaptation and mitigation is country-specific and can mainly be observed in countries where local climate plans are compulsory, especially in France and the UK. Finally, local climate plans of international climate networks (A3) are mostly found in the many countries where autonomous, i.e. A1 plans are less common. The findings reported here are of international importance as they will inform and support decision-making and thinking of stakeholders with similar experiences or developments at all levels and sectors in other regions around the world.

This paper reports the state of local planning for climate change by collecting and analysing information about local climate mitigation and adaptation plans across 885 urban areas of the EU-28. A typology and framework for analysis was developed that classifies local climate plans in terms of their alignment with spatial (local, national and international) and other climate related policies. Out of eight types of local climate plans identified in total we document three types of stand-alone local climate plans classified as type Al (autonomously produced plans), A2 (plans produced to comply with national regulations) or A3 (plans developed for international climate networks). There is wide variation among countries in the prevalence of local climate plans, with generally more plans developed by central and northern European cities. Approximately 66% of EU cities have a type Al, A2, or A3 mitigation plan, 26% an adaptation plan, and 17% a joint adaptation and mitigation plan, while about 33% lack any form of stand-alone local climate plan (i.e. what we classify as Al, A2, A3 plans). Mitigation plans are more numerous than adaptation plans, but planning for mitigation does not always precede planning for adaptation. Our analysis reveals that city size, national legislation, and international networks can influence the development of local climate plans. We found that size does matter as about 80% of the cities with above 500,000 inhabitants have a comprehensive and stand-alone mitigation and/or an adaptation plan (Al). Cities in four countries with national climate legislation (A2), i.e. Denmark, France, Slovakia and the United Kingdom, are nearly twice as likely to produce local mitigation plans, and five times more likely to produce local adaptation plans, compared to cities in countries without such legislation. Al and A2 mitigation plans are particularly numerous in Denmark, Poland, Germany, and Finland: while Al and A2 adaptation plans are prevalent in Denmark, Finland, UK and France.
