Some local governments solicit voluntary Payments in Lieu of Taxes (PILOTs) from nonprofit organizations. PILOTs are intended to substitute for property and other taxes nonprofit entities do not pay even though they consume local government services. The diffusion of PILOTs to other jurisdictions depends in part on local government financial managers' knowledge and perceptions. Using a mail survey of local government financial managers, this study explores factors that explain the use and solicitation of PILOTs. Jurisdictions where local government financial managers do not view administrative and political costs as greater than benefits of revenue are more likely to have and solicit PILOTs. Proximity to other jurisdictions that have a PILOT make it more likely a jurisdiction will consider soliciting a PILOT. However, perceived stakeholder support for the tax exempt status of the nonprofit sector makes a jurisdiction less likely to consider soliciting PILOTs.

With increasing activity of volunteers in service provision, effectively managing voluntary involvement is a significant issue for local governments. This study examines the distribution of school-business and school-community-based-organization partnerships as voluntary efforts to improve urban education. This study uses multivariate regression analysis to examine the distribution of partnership programs as a function of school-level characteristics. Based on a consideration of the motivations for founding partnerships and the scope and sponsorship of the partnerships, several hypotheses are proposed. The study finds differences in the targeting to schools and students in the most need based on the scope of effort and the sponsorship. The findings have implications for the management and organization of partnerships in public schools.

The results of the 1996 Milwaukee mayoral election and the 1996 Milwaukee County circuit judge election provide an opportunity to examine the impact of deracialization on cross-racial voting while considering the symbolic importance of the office. The author finds that a deracialized mayoral election produced lower levels of cross-racial voting than a racialized circuit judge election on the same ballot. This finding suggests that in the future, researchers should consider the office at stake as a relevant factor in studies of deracialization and cross-racial voting.

Examines the effects of population context, national political context, & local political context on support among white Texans for drawing minority electoral districts. Data were obtained via 1991 & 1994 public opinion polls (N = 1,358 respondents), supplemented by census & Justice Dept enforcement data. The 1991 poll followed active enforcement of the Voting Rights Act, while the 1994 poll followed the Lani Guinier nomination for Assistant Attorney General & withdrawal, & the decision in the Shaw v. Reno case, both of which communicated a negative image of drawing minority districts. Consistent with previous studies, whites in counties with large minority populations were less likely to support drawing minority districts. It was also found that whites were less likely to support minority districts in 1994 following change in the national debate on voting rights policies. Nonetheless, whites represented by a minority officeholder were more supportive of drawing minority districts. These results demonstrate the combined impact of minority population context, national political debates, & local policy history in determining voting rights attitudes toward minorities. 1 Table, 16 References. Although Paul Peterson's City Limits has been influential, Peterson's assumptions about the capacity of local government actors to categorize and order policy preferences have been challenged. The author of this article tests the extent that mayors categorize and order their policy preferences using survey data from the Fiscal Austerity and Urban Innovation Project and factor analysis. This article finds that mayors in the United States categorize and order their policy preferences according to the City Limits policy typology.

Records of the Tex office of Secretary of State & the Hidalgo County clerk's office for 1980-1986 are analyzed to explore Mexican-American voting behavior. Results offer new evidence regarding the relationship between voter registration & turnout, suggesting that Mexican-American voter registration has stabilized & that the turnout in Mexican-American precincts is narrowing the gap with Anglo precincts. 4 Tables, 10 References.
