In this compelling book the author contends that social equity--specifically racial equity--is a nervous area of government. Over the course of history, this nervousness has stifled many individuals and organizations, thus leading to an inability to seriously advance the reduction of racial inequities in government. The author asserts that until this nervousness is effectively managed, public administration social equity efforts designed to reduce racial inequities cannot realize their full potential.

AbstractThis article examines the role of evidence‐based decision making in social equity, with a particular focus on local government. It offers an assessment of the past, present, and future of such efforts by engaging themes from Matias Valenzuela's article based on King County, Washington. King County is one of more than 70 local governments that are members of the Government Alliance on Race and Equity, a growing national network of governments using an evidence‐based approach to achieve racial equity. In general, previous social equity measures have focused largely on measuring the extent to which disparities exist. More recently, tools and resources have become available to assist local governments in designing and evaluating their approach and performance in reducing social inequities. Future evidence should include more standardized measures to benchmark success, provide comparative analysis, and better support the identification of best practices.

AbstractFrances Harriet Williams was an unsung social equity pioneer in the field of public administration. Long before the Minnowbrook I Conference convened in the 1960s to discuss the importance of fairness in the provision of public services, Williams successfully promoted values of social equity and racial fairness within public administration scholarly and practitioner communities. Raised by progressive parents in the South, Williams was the only high‐ranking African‐American woman in the federal government during President Franklin D. Roosevelt's administration. She was directly involved in leading the Office of Price Administration to a staff that was at least 13 percent black when the rest of government was no more than 1 percent black. This work was the focus of her 1947 article in Public Administration Review, the first publication on racial equity to appear in the field's flagship journal. Her efforts and accomplishments undergird many of the ideals and practices that constitute the concept of social equity in public administration today.

AbstractDuring the 75th anniversary of Public Administration Review (PAR), this article examines the social equity scholarship published in PAR from 1940 to 2013. Less than 5 percent of all articles published in PAR since its inception focus on social equity. The articles published in PAR are primarily concentrated within the areas of personnel and public policy. Very few articles were published in the areas of budgeting or ethics. While social equity scholarship published in PAR has made a valuable contribution to understanding the career inequities of women and minorities in the public sector, scholars and professionals need to more thoroughly examine the black box of agency practice and structural inequities to examine why they persist. The challenge for future social equity research in public administration is to examine broader dimensions of equity and to understand how social inequities in administration can be mitigated.

Public administration education programs prepare students in the provision of important public and nonprofit services, so it is essential that such programs help prepare administrators to advance social equity, one of the pillars of the discipline. This exciting new book from social equity authorities Sean McCandless and Susan T. Gooden demonstrates how public administration faculty can teach social equity across the curriculum, in practical terms. This edited collection features chapters from authors experienced in both public administration and in teaching social equity. Each chapter discusses teaching social equity in a particular class (Introduction to Public Administration, Organizational Dynamics and Theory, Human Resources, Policy Process, Research Methods, Capstones, and more) through distinct pedagogical practices that advance student learning (including case studies, community engagement projects, and simulations). The text captures an array of instructional approaches to social equity within public affairs education, particularly at the graduate level. It includes approaches from both established and newer instructors, across a diversity of universities. The book serves as an important resource to faculty who teach these courses, as well as the students who take them. Most importantly, it is a resource to academics and practitioners alike who share a commitment to fairness in the implementation of public services.

The goals of valuing social equity and using it as a guide in managing public programs are firmly rooted in the Minnowbrook tradition. Although civil rights activists have long fought for equality, attendees at the Minnowbrook I conference in 1968 were among the first in the field of public administration to directly confront societal inequities by asserting that public administrators should, in addition to valuing efficiency and effectiveness, stress the value social equity in the management and distribution of public services. The field's emphasis on social equity continued on through Minnowbrook II and was identified as a key concern during the most recent Minnowbrook III conference. After briefly summarizing discussion on this topic during Minnowbrook III, this article provides an agenda for advancing the field's commitment to social equity. This agenda centers upon clarifying the conceptual parameters of social equity, transforming the place of social equity in academic instruction, and building upon existing themes and methodologies in social equity research. Last, predictions for the role of social equity at a future Minnowbrook IV conference are presented for further consideration. Adapted from the source document.
