In the conclusions of his article on the implications of science and technology for international institutions Eugene B. Skolnikoff advances three provocative propositions: 1) Existing international institutions and governmental attitudes are inadequate to meet the requirements imposed by foreseeable technological developments. 2) These requirements may be better met by creating new international institutions rather than by adding to the functions of those already in existence, especially the United Nations. 3) States with advanced technological development may have to reserve to themselves substantial if not exclusive power in international institutions concerned with technology. With these propositions as guidelines he issues a plea for creative planning for the 1970s and the even more distant future.

Exports of technology by developing countries can serve as an indicator of their technological development and its effect on changing their comparative advantage in international trade. This article concentrates on technology exports by India, a country that has built up a substantial industrial base but that has suffered from slow and erratic economic growth and has persisted in a policy of inward-looking industrialization. It argues that India is the leading exporter of industrial technology in the Third World, in terms of the range, diversity, and complexity of the technologies it sells, and traces this mainly to the strategy of the Indian government to foster technological "learning" in the capital goods sector of the economy. Thus, while its highly protectionist strategy has created various inefficiencies, it has also led to the creation of substantial technological capability in the country. Other developing countries have much to learn—both positive and negative— from the Indian experience.

Die Entwicklung Konvergenter Technologie auf der Basis von Nanotechnologie ist gegenwärtig ein umfassendes technologisches Leitbild. Konvergente Technologie könnte, vor allem wegen ihrer Synergieeffekte, zu einer Hauptantriebskraft in unserer globalisierten Welt werden, sei es in der Biotechnologie oder in der Informatik, sei es in der Material- oder Kognitionswissenschaft, um nur einige zu nennen. Ergänzend zur technischen Seite ist es wichtig, die möglichen ethischen Herausforderungen Konvergenter Technologie zu erforschen und zu untersuchen, wie unterschiedliche Staaten und internationale Institutionen diese Herausforderungen wahrnehmen und beantworten. An overview of recent Swedish developments in the field of biotechnological human reproduction. In 1981 the Swedish government formed a committee comprising legal, medical, psychological, & ethical experts to investigate the need for regulation of artificial insemination. Problems related to recordkeeping, pricing, legal aspects of paternity determination, & psychological development of children were uncovered. The committee's findings are also reported for in-vitro fertilization & surrogacy, & current Swedish laws are compared to those of Norway, the UK, & Australia. The ramifications of fetal diagnostics for terminating pregnancy in cases of a damaged fetus are considered, along with the implications of genetic manipulations & gene splicing. 2 Photographs, 18 References.
