The EU funds stand for 27.1% of the 2021-27 European budget. They co-finance investment projects to achieve the convergence of living standards within the EU. Economic effectiveness refers to the ability of EU funds to stimulate GDP growth. However, since the departure of the United Kingdom, business cycles synchronization in the euro area should also be taken into account. The EU funds allocation corresponds to the distribution between recipient regions, but also to the way in which they are distributed. This thesis is organized in four chapters: chapter 1 concludes on a positive and significant effect of the EU funds on business cycles synchronization. chapter 2 illustrates the dilemma between fast absorption of the EU funds and high economic effectiveness in the lagging regions of the EU. Chapter 3 presents an optimal allocation of the Cohesion Fund showing the biases of its current allocation. Finally, chapter 4 formalizes the existing strategic interactions between regions and their central government, diverting the EU funds from the convergence objective. ; Les fonds structurels européens (FESI) représentent 27,1 % du budget européen 2021-27. Ils co-financent des projets d'investissement pour aboutir à la convergence des niveaux de vie au sein de l'UE. L'efficacité économique renvoie à la capacité des FESI à stimuler la croissance du PIB. Mais depuis le départ du Royaume-Uni, la synchronisation des cycles économiques de la zone euro doit également être considérée. L'allocation des FESI correspond à leur répartition entre régions récipiendaires, mais aussi à la manière dont ils sont distribués. La thèse est organisée en 4 chapitres : le chapitre 1 conclut sur un effet positif et significatif des FESI sur la synchronisation des cycles. Le chapitre 2 illustre le dilemme entre une absorption rapide des FESI et une efficacité économique élevée dans les régions les moins avancées de l'UE. Le chapitre 3 présente une allocation optimale du Fonds de Cohésion faisant apparaître les biais de son allocation actuelle. Enfin, le chapitre 4 formalise les interactions stratégiques existant entre les régions et leur gouvernement central, détournant les FESI de l'objectif de convergence.

The paper underlines that although the concept of environmental landscape is being granted more and more attention, this has not led to funding for the correcting of the progressive deterioration, of the landscape as such. Though often mentioned within legislation, there is not as yet very much of a legal definition of what is to be understood by the term and it is here felt that by giving landscape a certain legal entity much would have been done towards its protection and promotion. The European Landscape Agreement recently approved by the Council of Europe and subscribed to by Spain is here felt to be a first step in the right direction. The paper suggest ways in which landscape could be systematically contemplated within such policies as might touch upon it, by which it could be made clear who should be held responsible for its well-being and through which it could find its proper place within the factors proper to territorial organisation. ; En Europa los paisajes están siendo valorados por la sociedad de forma creciente pero, al mismotiempo, padecen una degradación progresiva frente a la cual no se disponen de los medios necesarios paracorregirla. El paisaje es un hecho frecuentemente citado en las leyes que, paradójicamente, permanece comoconcepto jurídicamente indeterminado; la protección y mejora de los paisajes debe empezar proporcionándolessuficiente cobertura legal. La Convención Europea del Paisaje, aprobada recientemente por el Consejode Europa y suscrita por España, puede representar un buen punto de partida para ello. En este artículose propone la consideración sistemática del paisaje en las políticas que inciden en él, la clarificacióncompetencial de su tratamiento y su inserción metodológica en los instrumentos de ordenación del territorio.

AbstractThis paper aims to discuss the responses to global trends which affect East‐European regions, offering a case study in Romania, namely that of the Bucharest–Ilfov region. This region is considered a relevant example of relative winner in the regional competition at global scale, as one of the most attractive cities for foreign investors in Central and Eastern Europe. With this aim in view the paper focuses on the economy of the region, the global trends which affect it, the specific responses to global trends, including policy aspects and emphasizes the factors supporting the benefits of globalization as well as those impeding these benefits. The analysis is based on both statistical data and qualitative issues brought into discussion by international and Romanian inquiries.Resumen. El objetivo de este artículo es discutir las respuestas a las tendencias globales que afectan a las regiones de Europa del Este, a través de un estudio de caso en Rumanía, en particular el de la región de Bucarest‐Ilfov. Esta región está considerada como un ejemplo de un triunfo relativo en la competencia regional a escala global, siendo una de las ciudades más atractivas para la inversión extranjera en Europa Central y del Este. Con este propósito, el artículo se centra en la economía de la región, las tendencias globales que la afectan, las respuestas específicas a dichas tendencia globales que incluyen aspectos de políticas y en poner énfasis tanto en los factores que apoyan las ventajas de la globalización como en aquellos que las dificultan. El análisis está basado tanto en datos estadísticos como en temas cualitativos suscitados por la investigación internacional y nacional de Rumanía.
