Totally water soluble compositions of NPK-fertilizers containing microelements in chelate form were developed. The methods of synthesis of chelate complexes of the most important microelements were optimized, the structure of obtained compounds was confirmed by X-ray phase analysis, IR-spectroscopy and elemental analysis. Obtained compositions of fertilizers are perspective for the incorporation on technical chlorophobic and fruit-berry crops using different agricultural machinery.

Single-stage process of obtaining active carbon by thermal processing of plant raw materials (mixture of different types of wood sawdust) impregnated with the mixture of phosphoric acid, urea and nitric acid salts has been developed. Active influence of impregnates on the process of carbonization and formation of carbon residue has been demonstrated. It is established that carbon residue obtained in the interval of heating 20–700 °С possesses high sorption activity to the vapors of organic compounds and has ion-exchange capacity. It has been shown that the value of carbon residue depending on the impregnate used in the wood increases by 3,1 times at 600 °С and by 4,2 times – at 700 °С as compared to the yield of non-treated initial raw materials.

The influence of the main parameters on the process of obtaining artificial carnallite and its quality has been established. It is shown that to obtain a product with a high content of the carnallite phase and a low content of bischofite and KCl, it is necessary to use magnesium chloride solution with the concentration of 27-30 % and preheated ground potassium chloride. The process should be carried out at the temperature of 80 °C. The formation of synthetic carnallite, close in composition to the enriched one, occurs when the ratio of potassium chloride to magnesium chloride in the initial mixture is equal or close to their stoichiometric ratio in carnallite. With an excess of potassium chloride in the reaction mixture, an increased content of potassium and sodium chlorides in the product is observed, and with its deficiency, the product contains an increased amount of bischofite phase. To reduce the hydrolysis of magnesium chloride during dehydration, a slight excess of potassium chloride should be maintained in the mixture entering the synthesis. It is shown that the most advantageous scheme for producing artificial carnallite provides for incomplete evaporation of desulfurized liquor in the presence of potassium chloride with the return of circulating carnallite liquor to the desulfurization stage.

The excess of magnesium chloride brines is formed during the polymineral ores processing in order to obtain potassium sulfate. One way to regenerate such brines is to produce artificial carnallite. It is necessary to purify these brines from sulfates for their further use as raw materials for the artificial carnallite production. In this work, the process of desulfurization of magnesium chloride brines with a solution of calcium chloride is studied. The temperature and the processing time, the magnesium chloride solutions concentration and the consumption of desulfurizing agent (calcium chloride) influence on the degree of magnesium chloride solutions purification from sulfate ions was determined. It has been established that almost all sulfate ions interact with calcium ion in 15 minutes and the desulfurization degree reaches 98,08 %. The increase in duration of the suspension mixing is necessary in order to establish equilibrium in the system and relieve the supersaturation in the solution. It has been shown that with increasing solutions saturation with MgCl2, the degree of the magnesium chloride brines purification from SO4 2– ion increases. Complete precipitation of calcium sulfate requires a certain excess concentration of calcium chloride.

Using data from 41 countries for the 2013—2018 period, the dependence of GDP growth on the rule of law index that is calculated by the non-governmental organization World Justice Project has been estimated. Compared to other specialized indicators for assessing compliance with the rule of law, such as the World Governance Indicator, the International Country Risk Guide, or the Index of Judicial Independence, the WJP differs more fully into actual legal practice (not only the quality of legislation) by combining expert judgment with the results of questionnaires surveys of residents of the country. Cross‒regression estimates for the 2013—2018 averages are quite contradictory for the general sample of countries, but a direct dependence of economic growth on the rule of law has been obtained for the countries of Central and Eastern Europe and the former Soviet Union. IfUkrainerose from the current level of the WJP index (0.50) to the level ofGeorgia(0.61), it allows to increase the GDP growth rate by 0.6 percentage points. Estimates for panel data using the a random effects model (RE) confirm the direct relationship between the state of the rule of law and eco‒economic growth for CEE and the former Soviet Union, whereas a weak inverse relationship between the two indicators can be observed in Asia andLatin America. The results show that it is advisable to strengthen the rule of law in transformational economies, while this is not urgent measures in the other studied countries. The overall study does not deny the possibility of economic growth without advancing the legal foundations or deepening the process of democratization of political life, but this does not apply to the CEE countries and the formerSoviet Union. In the extended specification of the regression model, it seems that the favorable influence of the rule of law on GDP dynamics for transformational economies can be realized by slowing down inflation. At the same time, no dependence of inflation on the WJP has been found for Asian and Latin American countries; there is also no effect of consumer prices on economic growth. It is noticeable that estimates for the general sample of countries show the negative impact of only high inflation — over 15% per annum. Among other results, the direct relationship between investment and GDP growth is worth noting, regardless of the regression model chosen. This is in line with the standard assumptions of economic theory and, accordingly, reinforces the argument for the protection of property rights as a means of stimulating the investment process. ; С использованием данных 41 страны за период 2013—2018 гг. оценена зависимость темпа роста ВВП от индекса верховенства права, что рассчитывается неправительственной организацией World Justice Project. В расширенной спецификации регрессионной модели все похоже на то, что благоприятное влияние верховенства права на динамику ВВП для трансформационных экономик может реализовываться через торможение инфляции. В то же время для стран Азии и Латинской Америки зависимости инфляции от индекса WJP не обнаружено; так же нет влияния потребительских цен на экономический рост. Примечательно, что оценки для общей выборки стран показывают негативное влияние только высокой инфляции — более 15 % годовых. Среди других результатов внимания стоит прямая связь между инвестициями и темпом роста ВВП, которая прослеживается независимо от выбранной спецификации регрессионной модели. Using data from 41 countries for the 2013—2018 period, the dependence of GDP growth on the rule of law index that is calculated by the non-governmental organization World Justice Project has been estimated. Compared to other specialized indicators for assessing compliance with the rule of law, such as the World Governance Indicator, the International Country Risk Guide, or the Index of Judicial Independence, the WJP differs more fully into actual legal practice (not only the quality of legislation) by combining expert judgment with the results of questionnaires surveys of residents of the country. Cross‒regression estimates for the 2013—2018 averages are quite contradictory for the general sample of countries, but a direct dependence of economic growth on the rule of law has been obtained for the countries of Central and Eastern Europe and the former Soviet Union. The paper deals with the contemporary problems of counteraction to illegal enrichment which research is carried out with taking into account international legal, criminal legal, criminalistical and criminal procedural aspects. The current state and the possibility of creating and then putting into practice an effective system of countermeasures against illegal enrichment, which is closely linked to the reforming of the national legislation, bringing it into compliance with the international legal requirements and standards, and to the realization of urgent measures aimed at improving investigative and judicial practice are analyzed. In order to elaborate a proper criminalistic ensuring detection and investigation of illicit enrichment, it seems appropriate to form a criminalistical investigation technique of such crimes. It's substantiated that the information basis for the construction and realization of an optimal technique of investigation of the illegal enrichment serves a criminalistic characteristics of this type of crime. ; Розглянуто сучасні проблеми протидії незаконному збагаченню, які досліджуються з урахуванням міжнародно-правових, кримінально-правових, криміналістичних і кримінально-процесуальних аспектів. Проаналізовано сучасний стан і можливості створення та запровадження в практику дієвої системи заходів протидії незаконному збагаченню, яка тісно пов'язана із реформуванням національного законодавства, приведення його у відповідність із міжнародними вимогами та стандартами, ужиття невідкладних заходів, спрямованих на вдосконалення слідчої й судової практики. Із метою належного криміналістичного забезпечення виявлення та розслідування незаконного збагачення вбачається доцільним розроблення й формування криміналістичної методики розслідування таких злочинів. Обґрунтовано, що інформаційною основою формування оптимальної методики розслідування незаконного збагачення виступає криміналістична характеристика цього виду злочину.

The factors of negative influence on properties of mineral fertilizers based on potassium chloride have been discussed and ways of their elimination have been investigated. The regularities of the influence of inorganic and organic modifiers on physico-chemical and mechanical properties of fine-dispersed and granular potassium chloride have been established. Technologies of producing potassium fertilizers with improved properties have been developed on the basis of the obtained data.

The influence of the preparation method, gypsum content and liquid-solid ratio on the process of hardening and properties of mixed gypsum-magnesia binders intended for laying in the developed space of salt areas has been studied. With the introduction of fillers – waste from the development of salt deposits and plasticizers – in them, filling mixtures, which are non-linear viscoplastic thixotropic systems with a certain period of stress and strain relaxation, have been obtained. The phase composition of hardening products, electrokinetic, rheological and physico-mechanical properties of the obtained plasticized filling mixtures depending on the method of injection, the type and content of plasticizers have been investigated. At optimum liquid-solid ratio and the plasticizer content of the mixture with low static and dynamic yield stress and effective viscosity and extended setting time have been obtained.

The studies on the development of flotation enrichment technology for potash ores (sylvinite, kainit-halite, carnallite-kainit-halite) were conducted. Optimal flotation conditions: salt composition, density and pH of the dispersion medium, collector of the useful component, auxiliary reagents-frothers, hydrophobisators, depressors for obtaining highly enriched potassium-containing concentrate have been developed for each ore. On the example of sylvinite ore enriched by direct flotation in ore-saturated solutions with a density of 1235 kg/m3, it was shown that the use of a combination of frothers (pine oil, polyethylene glycol) and apolar reagents (liquid paraffins, industrial oil) as part of a complex collector based on higher aliphatic amines (C16 –C18) provides an increase in the extraction of potassium chloride to the concentrate with high quality of the latter. For kainite-halite ore enriched by direct flotation in the saturated aqueous solution of magnesium chloride with a density of 1284 kg/m3 and pH 6–7, lower aliphatic amines (C10 –C12) in combination with amyl alcohol or caprylic acid are effective as a collector of kainite. Carnallite-kainite-halite ore is enriched by reverse flotation in aqueous solutions of magnesium chloride with a density of 1285–1295 kg/m 3 and pH 3–4 using the halite collector of the hydrochloric acid salt of alkylmorpholine.
