Since 2006, the Pacific Private Sector Development Initiative (PSDI) has worked to alleviate poverty and promote growth in the Pacific region through reforms that encourage private sector investment and entrepreneurship. This report describes developments and progress for PSDI Phase III's first year, and covers the period July 2013 to end-June 2014. PSDI is a regional technical assistance facility cofinanced by the Asian Development Bank, the Government of Australia, and the New Zealand Government.
This book marks 10 years of independent evaluation at the Asian Development Bank. It shares the journey to organizational and financial independence of evaluation and the transformation in evaluation approaches to support effectively accountability and learning. The book captures how evaluation is advancing from largely ex post assessments of programs and projects to a varied set of forward-looking and real time tools and innovations in evaluation methods. This book offers a collection of papers from distinguished development practitioners and evaluators around the world and shares experiences in capacity development for evaluation at the country level. Evaluation for better results requires connecting with development challenges in a changing development context, focusing on and measuring outcomes, and proposing lessons and solutions to improve results. Tried and tested approaches may not be enough by themselves for dealing with unfamiliar situations as well as with past development problems that remain intractable. Innovative approaches are crucial in evaluation methods and outreach to enhance rigor and influence.
The Asia and Pacific region has recorded remarkable achievements in growth and poverty reduction in recent decades. From 1990 to 2010, the average annual growth rate of the gross domestic product (GDP) for developing Asia reached 7.0% in terms of 2005 purchasing power parity (PPP) dollars, three times as high as that for the Middle East and North Africa at 2.4% and more than double that for Latin America and the Caribbean at 3.2% (Figure 1.1). Much of the growth was driven by the People's Republic of China (PRC) and India – the world's two most populous countries – with annual GDP growth of 9.9% and 6.3%, respectively. Developing Asia's outstanding growth performance has played a critical role in pulling the global economy out of recession quickly during the recent global economic crisis. This rapid growth has significantly improved living standards and reduced extreme poverty. During 1990–2010, the region's average per capita GDP in 2005 PPP terms increased from $1,602 to $4,982. The proportion of the population living on or below the $1.25-a-day poverty line fell from 54% in 1990 to 22% in 2008, as 700 million people were lifted out of poverty. Taking the $2-a-day poverty line, the poverty rate declined from close to 80% to about 45%. Seventeen countries reduced poverty during the period by more than 15 percentage points at either poverty line.
Die politische Philosophie Immanuel Kants bietet verschiedene Werkzeuge, die moderne globale Situation zu untersuchen. Daneben beinhaltet sie konkrete Vorschläge für einen Übergang zu einer friedlicheren Welt. Damit befasst sich die vorliegende Abhandlung. Kant konzeptualisierte beispielsweise einen föderativen, sich vergrößernden Staatenverbund. Dieser nehme seinen Ausgang von einem aufgeklärten Volk, das sich zu einer Republik vereinigt. Andere Staaten, die sich an diesem Staatenbund orientieren und anschließen, sollten ebenfalls als Republiken verfasst sein. Wir können heute fragen: Gibt die EU ein solches Rollen-Modell ab? Wenn wir uns das gegenwärtige globale System ansehen, können wir dann die für die Bildung des Staatenbundes erforderlichen Republiken identifizieren? Dürfen Staaten aus der Idee einer durch Kant beeinflussten Sozialtheorie ein Recht ableiten, Demokratie oder das, was sie dafür halten, mit militärischen Interventionen zu erzwingen? Trotz seiner inneren Geschlossenheit und seiner unvergleichlichen gedanklichen Tiefe, fristet Kants Konzept des ewigen Friedens immer noch ein Schattendasein. Politiker weichen nicht nur vor der praktischen Umsetzung, sondern schon vor der gedanklichen Auseinandersetzungen mit diesen Friedensideen aus. Sie ziehen es vor, Kriege zu führen aus Gründen, die der vorliegende Aufsatz näher erläutert. Einige Denker entwickeln ihre eigenen Modelle für eine friedliche Weltgesellschaft, andere beteiligen sich an hermeneutischen Diskussionen, mit dem Ziel, Kants Philosophie zu klären. Normalweise konzentrieren sie sich dabei auf einige wenige Dimensionen und stützen selten ihre Argumente mit Empirie. In der vorliegenden Untersuchung dagegen werden Kants Ideen mit gegenwärtigen sozialen, ökonomischen, politischen und kulturellen Entwicklungen in Beziehung gesetzt. Die serbisch-kosovarische Beziehung ist die Geschichte eines Dauerkonflikts. Nach mühsamen Verhandlungen schlossen beide Regierungen 14 Jahre nach Ende des Kosovokrieges ein Normalisierungsabkommen. Damit vereinbarten sie eine Art friedliche Koexistenz. Der Vertrag spricht den Serben in Nordkosovo weitgehende kommunale Selbstverwaltungsrechte zu. Im Gegenzug soll diese Region in die kosovarischen staatlichen Strukturen integriert werden. Die Implementierung ist die Voraussetzung, um auf dem Weg zur erstrebten EU-Mitgliedschaft voranzukommen. 11 15 10 ; S ; [EN] Background: Microarray profiling is a powerful technique to investigate expression changes of large amounts of genes in response to specific environmental conditions. The majority of the studies investigating gene expression changes in virus-infected plants are limited to interactions between a virus and a model host plant, which usually is Arabidopsis thaliana or Nicotiana benthamiana. In the present work, we performed microarray profiling to explore changes in the expression profile of field-grown Prunus persica (peach) originating from Chile upon single and double infection with Prunus necrotic ringspot virus (PNRSV) and Peach latent mosaic viroid (PLMVd), worldwide natural pathogens of peach trees. Results: Upon single PLMVd or PNRSV infection, the number of statistically significant gene expression changes was relatively low. By contrast, doubly-infected fruits presented a high number of differentially regulated genes. Among these, down-regulated genes were prevalent. Functional categorization of the gene expression changes upon double PLMVd and PNRSV infection revealed protein modification and degradation as the functional category with the highest percentage of repressed genes whereas induced genes encoded mainly proteins related to phosphate, C-compound and carbohydrate metabolism and also protein modification. Overrepresentation analysis upon double infection with PLMVd and PNRSV revealed specific functional categories over- and underrepresented among the repressed genes indicating active counter-defense mechanisms of the pathogens during infection. Conclusions: Our results identify a novel synergistic effect of PLMVd and PNRSV on the transcriptome of peach fruits. We demonstrate that mixed infections, which occur frequently in field conditions, result in a more complex transcriptional response than that observed in single infections.
