The relevance of the topic is determined by the existing contradiction between the great importance of Olexandr Cherepnin's compositional works, which are widely recognized in the modern cultural world and contain many innovative artistic and theoretical ideas, and the lack of proper coverage in the scientific literature. The analysis of the array of musicological literature devoted to the peculiarities of the musical culture of the XX century proves the fact that the artistic personality of O. Cherepnin and his life and creative path still generally remain beyond the attention of researchers.
The purpose of the article is to reveal the meaningful and terminological features of the mode harmonic concept of O. Cherepnin's compositional works.
The methodology. The main methods applied in this study are systematic approach and methods of comparative and musicological (mainly mode harmonic) analysis.
The results. O. Cherepnin's musical language has overcome a long way before it was formed into a single mode harmonic concept. This mode harmonic concept of the artist's works was first embodied in many of his works, and then was theoretically comprehended by him and given in the article "Basic Elements of My Musical Language" (1962). Therefore, from the beginning, the features of the composer's mode harmonic language were formed under the influence of artistic necessity and were not subjected to theoretical conceptual principles. The mode harmonic concept of the artist, which became a generalization of his creative activity and artistic ideas, is based mainly on the theory of ambivalence of major and minor. At the same time, the composer does not use the major­minor as the mode basis for his works, basing (as the author himself and researchers of his work emphasize) primarily on the theory of modality.

Cherepnin's mode harmonic concept of musical language is based on a nine­stage scale, which is considered by the composer as universal and is found in most of his works. The most separate and independent components of the nine­stage scale are the three major­minor tetrachords and the two hexachords. The presence of different pitch positions of the scale allows to determine the tonal center at the level of separate fragments of the musical fabric of the work.

The harmonic vertical (harmonic structure) of the majority of O. Cherepnin's works is also formed on the basis of the vertical segments of the specified nine­stage scale. Such mode segments, which in separate works of the composer or their parts play the role of mode harmonic basis, are defined by us as "submodes" (my term — Ch. H.). The most common are tritone consonances, and each "submode" has its own chord that performs the function of the tonic one. The most important among them, according to the composer's point of view, is a major­minor tetrachord, i.e. vertical four­tone chord. All these consonances are very diverse in their interval structure and intensity of sound. Five­ and six­tone chords are used by the artist much less due to their intense phonism and the need for at least an acoustic solution. Pentatone scales, which are constantly presented in an incomplete form (with the omission of one or two tones), and symmetrical modes are also widely used in O. Cherepnin's works. Bright ethnic elements of the composer's mode harmonic concept, which are widely used in his works, are the specific tritone consonances, called by O. Cherepnin as "Georgian trisounds".
The topicality of the study lies in the disclosure of one of the main conceptual foundations of the multifaceted musical language of O. Cherepnin — his mode harmonic component, which has not yet been sufficiently studied.
The practical significance. The obtained results of the research allow to reveal the world importance of O. Cherepnin's artistic figure and composer's works, to highlight his innovative musical­theoretical ideas and to determine the special place of the artist in the constellation of contemporary composers who actively experimented with tonal­harmonic systems. The obtained conclusions generally expand the view on the nature and structure of mode harmonic thinking of composers of the XX century.

No longer rich and no longer so enamored with the technocratic fantasies of the prevailing order, he squeaks by in this world while seeking another. More than anything KMO is a broadcaster and interviewer who has a gentle and amiable way of challenging and inspiring interesting conversations with authors, artists, psychedelic gurus, sociologists, NASA scientists, economists, and more on his weekly podcast called the C-Realm.




Now, to be sure, KMO is not exactly what you might call a 'typical guest' for this podcast. Yet, as you'll hear, he is a widely read reader on all things to do with the politics of technology, and science fiction.



I first met KMO a few weeks ago, in the Politics and Science Fiction room, on Clubhouse that I started earlier this year, with Giuseppe Porcaro, Jamie Chipperfield, Sarah Shoker, and Nicholas Barrett. It became clear we had some overlapping interests on the topics under discussion, so we stayed in touch and found out that we have a lot of mutual friends in the leftwing podcast universe.



KMO recently invited me on his show, the C-Realm, for a discussion of science fiction and the politics of technological change. And this episode of Fully Automated is kind of a Part 2 of that show, where KMO responds to my arguments.

В статье раскрывается проблема определения содержания региональной программы общего музыкального образования путем обоснования ее социально-культурных доминант. На основе рассмотрения действующих программ «Музыка» в Чувашской Республике в контексте их социально -культурных ориентиров дается описание факультативного курса «Музыкальное путешествие по родному краю» для начальных классов общеобразовательных школ Чувашии, который базируется на национальном музыкально-художественном материале. Данный факультативный курс опирается на результаты факторного анализа, обосновывающего те социально-культурные доминанты содержания курса, которые направлены на формирование у детей комплекса как музыкальных, так и этнокультурных знаний, умений и представлений в области национальной культуры. Основой исследования послужили научные труды по методике и методологии художественного образованияЭ. Б. Абдуллина, О. А. Апраксиной, Л. Г. Арчажниковой, Л. В. Кузнецовой. В результате исследования был проведен факторный анализ действующих данных программ по музыке, который показал следующее: глобализация образования, затрагивающая школьные предметы гуманитарного и художественно-эстетического циклов, не должна стирать этническое своеобразие народных культур, что ярко представлено их музыкальными традициями, направленными на воспитание в ребенке любви к родному краю, к Отечеству; в некоторых из анализируемых программ не в полной мере применяются принцип художественной интеграции на уроках музыки и метод художественного контекста. Тем самым не уделяется должного внимания культуроемкости региональных программ школьного музыкального образования. Исходя из этого актуальными социально -культурными основами, т. е. доминантами содержания региональной программы общего музыкального образования определены следующие: воспитание патриотов своей малой родины и России; гуманистическая, культуротворческая направленность профессиональной деятельности педагога-музыканта; этнокультурная толерантность как механизм формирования гражданского самосознания обучающихся. Проведенное исследование обладает практической значимостью и может быть использовано в различных образовательных организациях республики: в детских общеобразовательных школах, детских школах искусств, в курсах методики музыкального обучения и воспитания в музыкальнопедагогических колледжах, на факультетах музыкального образования и начальных классов педагогических вузов, в содержании курсов специализации и повышения квалификации учителей музыки.
The article reveals the problem of determining the content of the regional programme of general music education by substantiating its socio-cultural dominants. Considering of the existing programmes "Music" in the Chuvash Republic, in the context of their socio-cultural guidelines, the author describes an optional course "Musical Journey to the Native Land" for the primary classes of general education schools in Chuvashia, which is based on national musical and artistic material. This optional course is based on the results of a factor analysis that justifies the socio-cultural dominants of the course content, which are aimed at the formation of a complex of both musical and ethnocultural knowledge, skills and ideas in the field of national culture in children. The research was based on scientific works on methodology of art education: E. B. Abdullin, O. A. Apraksina, L. G. Archazhnikova, L. V. Kuznetsova. As a result of the study, a factor analysis of the current data of music programmes was carried out. It showed that the globalization of education, affecting school subjects of humanitarian and artistic-aesthetic cycles, should not erase the ethnic originality of folk cultures, which is clearly represented by their musical traditions aimed at cultivation of love for their native land in a child, for the Fatherland; in some of the analyzed programmes, the principle of artistic integration in music lessons is not sufficiently used, as well as the method of artistic context. Thus, the cultural intensity of regional school music education programmes is not given due attention. Hence, the following are determined by the relevant socio-cultural foundations, that is, the dominants of the content of the regional programme of general musical education: education of patriots of both their small homeland and Russia; humanistic, cultural and creative orientation of professional activity of teacher-musician; ethno-cultural tolerance as a mechanism for the formation of civic identity of pupils. The study has practical significance and can be used in various educational systems of the republic: at children's general education schools, children's art schools, at courses on the methodology of musical education and education in music and pedagogical colleges, faculties of music education and primary classes of pedagogical universities, in the content of courses of specialization and advanced training of music teachers

International audience ; The most recent studies devoted to Gaston d'Orléans (Pierre Gatulle, Gaston d'Orléans, entre mécénat et impatience du pouvoir, Champ-Vallon, 2012; Jean-Marie Constant, Gaston d'Orléans, Prince de la Liberté, Perrin, 2013, as well as, by the same authors, the catalogue for the exhibition organized at Blois in 2017: Gaston d'Orléans, prince rebelle et mécène, P.U.R., 2017) have shed new light on the multi-faceted image, a product of tradition and fantasy, of a prince around whom a sort of 'parallel court' was created, one which, in terms of its intellectual, artistic and ideological vitality, was comparable to those of the great seventeenth-century reigns, even though it was often obscured by the colourful and/or debatable aspects of Gaston d'Orléans's political activities and private life.This multi-author work, which grew out of the colloquium 'Gaston d'Orléans and Antiquity' organized at the Université de Reims from 2 to 4 October 2019, adds to the studies that offer a more nuanced view of the romantic image that has for long been attached to Monsieur. The figure of Gaston d'Orléans, the brother then uncle of the king of France, does indeed lend itself to political, aesthetic and socio-cultural analysis, because throughout the reign of Louis XIII, and later in the context of the Fronde, this prince was a focal point for the expectations and projections of leading figures hostile to the rise of absolutism, as well as scholars and artists gravitating around his court who were inclined towards a social idealism that Gaston d'Orléans might have appeared to champion. The importance attached to the example of Antiquity by this century that was imbued with renewed humanism seems to us to provide an interesting new angle for the study of Monsieur's image and his actions in the kingdom. Les liens avec l'Antiquité grecque et romaine tissés par Gaston lui-même, par son entourage et sa Cour, ont ainsi pu être abordés depuis trois perspectives complémentaires.

Entre uno de los auges que caracterizaron al primer año pandémico, encontramos el aumento de referencias -alusiones- a lo que se ha dado en llamar "cultura de la cancelación". En el presente artículo me propongo abordar analíticamente a la cancelación como un nuevo dispositivo del poder, desde el espectro teórico postdisciplinario (Prueger, 2020a) y en clave descolonial. Si se trata de superar las limitaciones epistémicas de la modernidad occidental, Simondon (2009) -aunque francés- constituye un autor que tiene muchísimo para aportar. Al interior del espectro postdisciplinario, los registros simondonianos del poder dan cuenta de la cristalización digital de un nuevo marco epistémico; las dinámicas del psicopoder exigen ser analizadas a la luz de una nueva episteme en tiempos de gubernamentalidad algorítmica (Rouvroy y Burns, 2016). En los trasfondos de los dispositivos de cancelación (propuesta teórico-analítica que pretendo describir en el presente artículo) y de la gubernamentalidad algorítmica encontramos el mismo principio ordenador (el mismo horizonte en común): la eliminación del principio de alteridad. In this article, I intend to analytically approach cancellation as a new device of power, from the postdisciplinary theoretical spectrum (Prueger, 2020a) and in a decolonial key. When it comes to overcoming the epistemic limitations of Western modernity, Simondon (2009) -although French- is an author who has a lot to contribute. Within the postdisciplinary spectrum, Simondonian registers of power account for the digital crystallization of the new epistemic framework; the dynamics of psychopower demand to be analyzed in the light of a new episteme in times of algorithmic governmentality (Rouvroy and Burns, 2016). In the background of cancellation devices (analytical proposal that I intend to describe in this article) and algorithmic governmentality, we find the same ordering principle (the same common horizon): the elimination of the principle of otherness. Then I will specify: elements around the mode of operation of cancellation devices -particularly with regard to cathartic catalysis-; predominant tendencies regarding the ideological-cultural register; finally, some reflections on this phenomenon in the context of the current systemic crisis and civilizational crossroads that humanity is going through. ; Entre um dos booms que caracterizaram o primeiro ano de pandemia, encontramos o aumento das referências - alusões - ao que se convencionou chamar de "cultura do cancelamento". The article argues that there is an urgent need to interpret the provisions of the customs legislation on administrative fines in a way that ensures correspondence of its amount to circumstances of the case relating to the gravity of the offense, the degree of guilt of the offender and his situation, as opposed to the mechanical imposition of this administrative penalty by customs authorities and courts in single unchangeable amount prescribed by law. Applying normative-dogmatic, systemic, comparative-legal and other methods of scientific research, the author maintains that, despite the literal content of the provisions of customs legislation on the application of fines for violations of customsrules, they should be interpreted taking into account the principle of proportionality, which requires limiting punishments to the mildest possible measures suitable enough to respond to particular offenses. Given the priority of the rule of law over the provisions of positive law, a definite amount of fines for violation of customs legislation cannot relieve governmental authorities of the obligation, to weigh the intensity of state repressive measures in light of special circumstances. As the experience of the most developed countries shows, aggravating circumstances can be considered which are, in particular, the negative history of cooperation with customs authorities, intentional obstruction of the investigation of customs authorities by withholding evidence or misleading customs officials. Instead, in determination of appropriate amount of fine for violating customs regulations one should consider mitigating circumstances such as commitment of an offense for the first time with a negligent form of guilt or without significant consequences for the state budget due to lack of revenue; severe events of a personal nature in life of a person who independently conducts business activities or has a decisive influence on business decisions; taking all possible steps to avoid the offense, including requesting advice or other assistance from the customs authorities; bona fide error in complex issues of customs administration due to inexperience; connection of the offense with a complementary error of the customs authorities, cooperation during the investigation of the customs authorities; immediate correction of the violation; positive history of interaction with customs authorities. ; У статті обґрунтовано нагальну необхідність тлумачення положень митного законодавства про адміністративний штраф так, щоб його розмір відповідав обставинам справи щодо тяжкості правопорушення, ступеня виниправопорушника та його індивідуального становища, на противагу механічному застосуванню цього адміністративного стягнення митними органами та судами у встановленому законом єдиному можливому розмірі. Застосовуючи нормативно-догматичний, системний, порівняльно-правовий та інші методи наукового пізнання, автор висловлює аргументи на користь того, що, незважаючи на буквальний зміст положень митного законодавства про застосування штрафів за порушення митних правил, вони мають тлумачитися з урахуванням принципу пропорційності, який вимагає забезпечення відповідності адміністративних стягнень за порушення митних правил обставинам справи, а також обмеження вжиттям якомога більш м'яких заходів державного реагування на ці правопорушення, достатніх для досягнення цілей адміністративних стягнень за порушення митних правил. З огляду на пріоритетність верховенства права перед приписами позитивного законодавства абсолютно визначений розмір штрафів за порушення митного законодавства не може знімати із суб'єктів правозастосування обов'язок, керуючись принципами права, зважувати ступінь інтенсивності державних репресивно-превентивних заходів з урахуванням особливих обставин справи. Як показує досвід найбільш розвинених країн, обтяжуючими обставинами можна вважати, зокрема, негативну історію взаємодії з митними органами, умисне перешкоджання розслідуванню митних органів утриманням доказів чи введенням посадових осіб митних органів в оману. Натомість обставинами, що пом'якшують адміністративну відповідальність за порушення митних правил, слід визнавати вчинення правопорушення впершез необережною формою вини або без значних наслідків для державного бюджету через недоотриман-ня доходів; тяжкі події особистого характеру у людини, яка самостійно веде підприємницьку діяльність або має вирішальний вплив на бізнес-рішення; вжиття усіх можливих заходів для уникнення правопорушення, зокрема звернення до митних органів з проханням про консультацію чи іншу допомогу; добросовісну помилку у складних питань митного адміністрування через недосвідченість; зв'язок правопорушення з комплементарною помилкою митних органів, співпрацю під час розслідування митних органів; негайне виправлення порушення; позитивну історію взаємодії з митними органами.

Genome-wide association studies (GWASs) identified hundreds of signals associated with type 2 diabetes (T2D). To gain insight into their underlying molecular mechanisms, we have created the translational human pancreatic islet genotype tissue-expression resource (TIGER), aggregating >500 human islet genomic datasets from five cohorts in the Horizon 2020 consortium T2DSystems. We impute genotypes using four reference panels and meta-analyze cohorts to improve the coverage of expression quantitative trait loci (eQTL) and develop a method to combine allele-specific expression across samples (cASE). We identify >1 million islet eQTLs, 53 of which colocalize with T2D signals. Among them, a low-frequency allele that reduces T2D risk by half increases CCND2 expression. We identify eight cASE colocalizations, among which we found a T2D-associated SLC30A8 variant. We make all data available through the TIGER portal (http://tiger.bsc.es), which represents a comprehensive human islet genomic data resource to elucidate how genetic variation affects islet function and translates into therapeutic insight and precision medicine for T2D. ; This work has been supported by the European Union's Horizon 2020 research and innovation program T2Dsystems under grant agreement no. 667191 . The relevance of this topic is due to the burning issues and challenges of today, namely, a detailed review of the organization and functioning of out-of-school educational institutions during quarantine. Given the fact that currently the entire system of education is undergoing a period of fast adaptation to work in the newly created information educational environment, the system of out-of-school education does not stand aside and quickly progresses its developments in this direction. The article presents the results of the analysis of organization of institutions of out-of-school education during the transition to the provision of educational services using remote technologies in Ukraine under severe quarantine restrictions. The stages passed by all participants of the educational process are clarified and considered in detail, including the mechanisms used by pedagogical workers in establishing communication with pupils, parental community and administration. A number of normative documents was identified as critical for the sphere under consideration, for they regulated the work of out-of-school educational institutions during the period of mass transition to the distance form of providing educational services. The mechanism of realization of the newly introduced legislative documents by out-of-school educational institutions is reviewed. The main digital resources used by out-of-school teachers for the organization of distance learning are highlighted. The issue of organizing the work of the administration for the transition to a remote form of educational services provision is described in detail. The mechanism that provides generalization of information about students' feedback is analyzed. The work of the psychological service regarding the possible consequences and negative impact of digitalization of learning on the major categories of participants (teachers, students, parents, state officers) is considered and analyzed. The author points out and highlights the positive and negative aspects of the impact of the introduction of distance learning in selectives and creativity clubs on its members and personnel. The current state of readiness of out-of-school educational institutions for work in near-to-critical or crisis-based conditions is generalized and described. A number of identified issues requires further investigation into the possibility of providing educational services by corresponding educational institutions with the help of distance learning technologies and ICTs. ; Актуальність представленої теми зумовлена швидкоплинними викликами сьогодення, а саме, детальному огляду організації роботи закладів позашкільної освіти під час карантину. Враховуючи, той факт, що сьогодні вся система освіти проходить досить швидко період адаптації до роботи в новоствореному інформаційному освітньому середовищі, система позашкільної освіти не стоїть осторонь та має досить потужний масив напрацювань у цьому напрямі. У даній статті представлено аналіз організації роботи закладів позашкільної освіти під час переходу до надання освітніх послуг за допомогою дистанційних технологій в Україні в умовах жорстких карантинних обмежень. З'ясовано та детально розглянуто етапи, які проходили всі учасники освітнього процесу, описано механізми, які використали у своїй роботі педагогічні працівники для налагодження комунікації з вихованцями, батьківською спільнотою, адміністрацією. Зафіксовано низку нормативних документів, які регламентували роботу закладів позашкільної освіти в період масового переходу на дистанційну форму надання освітніх послуг. Розглянуто механізм реалізації нововведених законодавчих документів закладами позашкільної освіти. Виділено основні електронні ресурси, якими користуються у своїй роботі педагоги позашкілля для організації дистанційного навчання. Детально описано питання організації роботи адміністрації для переходу на дистанційну форму надання освітніх послуг. Проаналізовано механізм, який забезпечує узагальнення інформації стосовно зворотнього зв'язку з вихованцями. Описано роботу психологічної служби з огляду на нові виклики в роботі з учасниками освітнього процесу. Автором розглянуто та виділено позитивні та негативні аспекти запровадження дистанційної форми навчання в гуртках. Узагальнено та описано сучасний стан готовності позашкілля до роботи в кризових умовах. Сформовано низку питань, які потребують подальших розвідок щодо можливості надання освітніх послуг закладами позашкільної освіти за допомогою дистанційних технологій.

The purpose of the article is to formulate recommendations for improving the effectiveness of legal regulation of the creation and functioning of self-organization of the population's bodies in Ukraine based on the analysis of theories about the nature of local self-government. The Concept of administrative reform in 1998 stipulated, that the main task of municipal reform is to eliminate shortcomings that significantly affect the implementation of management activities. It should be emphasized that this task is still being performed. Therefore, during the reform, during its legislative provision, special attention should be paid to the study, analysis, generalization and implementation of the best domestic and international experience in the field of local self-government development. One of the important practical tasks at this stage is to revive the participation of the population in the implementation of local democracy, including - in the work of self-organization of the population (hereinafter - BSOP), - house, neighborhood, street, etc. committees. An important scientific task is the doctrinal support of this process. It should be emphasized that the contribution of jurists, first of all, is to create an effective regulatory framework for the establishment and functioning of the JI bodies as an element of the system of local self-government. The article considers theories of local self-government, which deal with its nature - public, state, public-state theories. On the basis of the analysis of these theories conclusions about the characteristic policy concerning bodies of self-organization of the population in case of use in the state of this or that theory is made. In particular, the author argues that the effective development of the BSOP as an integral part of the system of local self-government will contribute to: 1) the definition at the state level of the theory of local self-government; 2) consistent implementation of the provisions of this theory in current legislation. At the present stage in Ukraine this does not happen, which significantly inhibits the development of the institution of self-organization of the population. Prospects for further research in this area are seen in the need to provide more detailed recommendations for effective regulation of the establishment and operation of house, neighborhood, etc. committees. ; Метою статті є на підставі аналізу теорій про природу місцевого самоврядування сформулювати рекомендації для підвищення ефективності нормативно-правової регламентації створення та функціонування в Україні органів самоорганізації населення. Концепція адміністративної реформи 1998 р. передбачає, що головним завданням муніципальної реформи є усунення недоліків, які істотно впливають на здійснення управлінської діяльності. Варто підкреслити, що це завдання виконується і досі. А отже, при проведенні реформи, при її законодавчому забезпеченні особлива увага має приділятись вивченню, аналізу, узагальненню і впровадженню кращого вітчизняного та міжнародного досвіду у сфері розвитку місцевого самоврядування. Одним із важливих практичних завдань на цьому етапі є пожвавлення участі населення у здійсненні локальної демократії, в тому числі – у роботі органів самоорганізації населення (далі – органів СОН), - будинкових, квартальних, вуличних тощо комітетів. Важливим науковим завданням є доктринальне забезпечення цього процесу. Варто підкреслити, що внесок правознавців, в першу чергу, полягає у створенні ефективного нормативно-правового забезпечення створення і функціонування органів СОН як елементу системи місцевого самоврядування. У статті розглянуті теорії місцевого самоврядування, в яких йдеться про його природу, - громадська, державна, громадсько-державна теорії. На підставі аналізу цих теорій зроблені висновки про характерну політику щодо органів самоорганізації населення в разі використання в державі тієї чи іншої теорії. Зокрема автор аргументує, що ефективному розвитку органів СОН як невід'ємному елементу системи місцевого самоврядування сприятиме: 1) визначення на державному рівні теорії місцевого самоврядування; 2) послідовна реалізація положень цієї теорії у поточному законодавстві. На сучасному етапі в Україні це не відбувається, що істотно гальмує розвиток інституту самоорганізації населення. Перспективи подальших досліджень у цьому напрямі вбачаються у необхідності надати більш детальні рекомендації стосовно ефективного нормативно-правового регулювання створення та діяльності будинкових, квартальних тощо комітетів.

The purpose of the article is to study the activities of the military musician, conductor of the brass band of the Chernihiv Higher Military Aviation College of Pilots, one of the founders of the modern orchestral culture of the Chernihiv region, Major Gryhory Borysovych Kunkin (1927–2009) in the context of the development of military music of Chernihiv region, his contribution to the formation of regional cultural space of the second half of 20th century. The author examines the life of G.Kunkin against the background of the development of the military-musical performance of the Chernihiv region. The methodology is based on historical-chronological, source-study, logical-generalizing, and comparative methods for elucidating the chronology of the development of military musical art of Chernihiv region of the 20th century, the study of G.Kunkin's creative biography, and generalization of information about military conductors of Chernihiv region – his contemporaries, memoirs of G.Kunkin's colleagues, identification of factors influencing his work on the development of the cultural space of Chernihiv region. The scientific novelty of the publication lies in the first domestic musicology study of the life of G.Kunkin as one of the prominent figures of the military-musical culture of the Chernihiv region. Conclusions. The results of the study indicate that G.Kunkin during his career as a military conductor had a significant impact on the development of the military and musical culture of the Chernihiv region. With his activity he revived the regional military-musical life, outlined the main directions of its further development, which were realized in the works of military conductors of Chernihiv region at the beginning of the 21 century; G.Kunkin's concert activity of the military brass band popularized the brass art among the population of the region and, as a result, conditioned the social demand for learning to play wind instruments, intensifying the activity in this direction in art schools of Chernihiv region and music college named after L.Revytsky. The successful combination of musical experience, personal qualities, and organizational abilities allowed G.Kunkin to make a significant contribution to the potential of the spiritual culture of the Chernihiv region, which is worthily presented in Ukraine and abroad by military brass bands of the region. ; Мета публікації – вивчення діяльності військового музиканта, диригента духового оркестру Чернігівського вищого військового авіаційного училища льотчиків, одного з фундаторів сучасної оркестрової культури Чернігівщини, майора Григорія Борисовича Кункіна (1927–2009) у контексті розвитку військово-музичного мистецтва Чернігівщини, з'ясування його внеску у формування регіонального культурного простору другої половини ХХст. Своєю діяльністю він пожвавив регіональне військово-музичне життя, окреслив основні напрями його подальшого розвитку, що набули реалізації у творчості військових диригентів Чернігівщини початку ХХІст.; активна концертна діяльність військового духового оркестру Г.Кункіна популяризувала духове мистецтво серед населення регіону і, як наслідок, обумовила соціальний запит на навчання гри на духових інструментах, активізувавши діяльність з цього напряму у школах мистецтв Чернігівщини та музичному училищі ім.Л.Ревуцького. The paper specifies the definition of "competence" of executive managers and positional, professional and social types of the general system competence are separated. The communicative competence structure in managers at higher educational institutions for realizing communicative interaction of participants of the professional training educational process is concretized by methodological content components of administrative management, namely administrative-organizational managerial system relations (descending potential of indirect administrative-organizational communication of a policy of higher educational institutions, coordination-subordination architectonics of the "administrative apparatus", ascending potential of administrative effect at organizing institutional projects), internal system relations (descending administrative-organizational communications of a political strategy of higher educational institutions, potential of ascending administrative-organizational communications for modernization of educational-scientific university systems) and external system relations (sphere of external interaction and system analysis of modern scientific data as to a qualitative external condition of higher educational institutions, world community access to administrative-organizational communication of higher educational institutions with self-government bodies). There are separated communication types of coordination-subordination architectonics of institutional organization of higher educational institutions: administrative-organizational, managerial and process-organizational communications; a structural-logic scheme of mutual influence in contents - administrative-organizational managerial system, internal and external system relations in the "aim tree" of administrative regulation for effective educational policy and quality policy by means of administrative-organizational communications and at realization of the communicative competence of managers at higher educational institutions is projected in the author modification ; В статье уточнена дефиниция «компетентность» менеджеров-исполнителей и выделены виды общесистемной компетентности, а именно - позиционная, профессиональная и социальная. The article is devoted to the problems of strategic management of industry, which is the leading sphere of material production, the basis for ensuring the effective development of the national economy, increasing its competitiveness. It is noted that on the eve of gaining independence, the industrial complex of Ukraine was characterized as one of the most powerful among the industrially developed countries of Europe and the world. The dynamics of GDP, industrial production for the period 1990-2020 is analyzed. Particular attention is paid to the study of factors, the influence of which led to a critical decline in industrial production: the rupture of cooperation ties between business entities; growing technical and technological lag in many areas of the manufacturing industry; loss of sales markets, both within the country and on the territory of post-socialist and other countries of the world; the absence of a balanced protectionist policy of the state aimed at protecting the domestic market from the flow of imported goods and services, and the like. It is noted that the overwhelming majority of these factors still hinder the innovative and investment development of industry. The author's interpretation of the definition of "strategy" is proposed, which is understood as a long-term plan for achieving goals in conditions of uncertainty. Attention is focused on the essence of the concept of "strategic intentions" as a desire, a plan to implement, to make efforts to achieve a certain goal, and its continuation in the concept of "strategic vision". The generalized balanced system of indicators of the industrial development strategy, reflecting a set of goals, must be consistent with each other by cause-effect relationships. The specified need, when making management decisions, to observe the principle of continuity at all stages of the formulation and implementation of the strategy: development - coordination - discussion - adoption - implementation - control - summing up. The supplemented scheme for the formulation of state strategies by the blocks "control" and "responsibility" for the achievement of certain goals. The author emphasizes the expediency of observing the principle of "stability in motion" in the implementation of regular changes in the organizational mechanism of state management of industry at the level of legislative and executive power. Grouped measures to support domestic producers in the context of the COVID-19 coronavirus pandemic by the state, as well as with the support of the WTO and the EU. ; Стаття присвячена проблемам стратегічного управління промисловістю, яка виступає провідною сферою матеріального виробництва, основою для забезпечення ефективного розвитку національної економіки, підвищення її конкурентоспроможності. Наголошується, що напередодні отримання незалежності промисловий комплекс України характеризувався як один із найпотужніших серед індустріально розвинених країн Європи і світу. Проаналізовано динаміку ВВП, промислового виробництва за період 1990-2020 рр. Особлива увага приділена вивченню чинників, вплив яких призвів до критичного спаду обсягів промислового виробництва: розрив коопераційних зв'язків між суб'єктами господарювання; зростаюче техніко-технологічне відставання у багатьох сферах обробної промисловості; втрата ринків збуту, як всередині країни, так і на території постсоціалістичних та інших країн світу; відсутність виваженої протекціоністської політики держави, спрямованої на захист внутрішнього ринку від потоків імпортних товарів і послуг тощо. Наголошується, що переважна більшість зазначених факторів і донині стоять на перешкоді інноваційно-інвестиційного розвитку промисловості. Запропоновано авторське тлумачення дефініції «стратегія», під якою розуміється довгостроковий план досягнення цілей в умовах невизначеності. Акцентована увага на сутності поняття «стратегічні наміри», як бажання, задум здійснити, прикласти зусилля для досягнення певної мети, та його продовження в понятті «стратегічне бачення». Узагальнена збалансована система показників стратегії промислового розвитку, яка відображає комплекс цілей, що мають узгоджуватися між собою причинно-наслідковими зв'язками. Зазначена необхідність при прийнятті управлінських рішень дотримуватися принципу наступності на усіх етапах формулювання і реалізації стратегії: розробка – узгодження – обговорення – прийняття – реалізація – контроль – підведення підсумків. Доповнена схема формулювання державних стратегій блоками «контроль» та «відповідальність» за досягнення визначених цілей. Підкреслюється доцільність дотримання принципу «стабільності у русі» при здійсненні чергових змін в організаційному механізмі державного управління промисловістю на рівні законодавчої та виконавчої влади. Згруповано заходи з підтримки вітчизняного товаровиробника в умовах пандемії коронавірусу COVID-19 з боку держави, а також за підтримки СОТ і ЄС.

Nowadays polyolefin recycling becomes way more important due to increasing amounts of plastics waste produced every year and a more strict EU legislation towards a closed loop production. Currently the applications of recycled plastics are limited by decreased material quality as a result of multiple recycling and/ or unreliable reprocessing conditions. Each recycling step leads to an increased degree of polymer degradation unless prevented by the addition of polymer stabilizers. This master thesis was focused on the investigation of degradation processes in stabilized and unstabilized polyolefins. An advanced understanding of degradation mechanisms relevant during multiple recycling steps is mandatory for implementation of more effective recycling technologies. Different types of polyolefins (PP, HDPE, LDPE and LLDPE) were reprocessed via extrusion. Three different analytical methods (HT GPC IR, HPLC qTOF MS and TD GC MS) were successfully implemented to investigate important changes of properties during extrusion. Besides, a comparison of the extruded samples with recyclates obtained from local recycling companies was done to prove the applicability of the obtained results. Changes of the molar mass distribution as well as two further important trends were observed. The occurrence of odd numbered n alkanes in HDPE (analyzed by TD GCMS) during the extrusion process suggests the possible application as quality markers during the recycling process. Oxidative degradation of PP was further investigated by HPLC qTOF MS and revealed the appearance of branched oxidised alkane species associated with PP. The formation was independent of the addition of polymer stabilizers and could be used for implementation of qualitative markers as well. The impacts of two different polymer stabilizers (IF168 and IX1010, either used solely or in combination) were studied with the prior mentioned analytical methods. The intact stabilizers were quantified and the most abundant stabilizer degradation products were semi quantitatively analysed by HPLC qTOF MS. All experiments show that IX1010 was able to partially prevent polymer degradation for a certain period of time until the stabilizer itself degraded. The stabilizer IF168 showed hardly any effects at all and was rapidly degraded if used solely. A combination of both stabilizers showed only slight improvements compared to samples containing only IX1010. The degradation of IF168 was slowed down by the addition of IX1010. Contrary to literature, no evidence for a synergetic effect of these two stabilizer was found. Two different rotational speeds were chosen during extrusion to reveal possible effects on the occurring degradation processes. Degradation of polymer stabilizers was fast at higher rotational speeds. Also polymer degradation (except for PP) was accelerated at higher rotational speeds. ; Recycling von Plastik erlangt zunehmende Priorität u.a. auf der Agenda der Europäischen Union. Den Mitgliedsstaaten wird zukünftig einerseits die Vermeidung von Einwegprodukten aber andererseits auch eine Kreislaufwirtschaft via Kunststoff-Wiederverwertung gesetzlich vorgeschrieben, um Umweltbelastungen stark zu vermindern. Mit jedem weiteren Recyclingschritt nehmen die Materialeigenschaften jedoch ab und die möglichen Anwendungen werden weiter eingeschränkt. Der Abbau kann zumindest teilweise durch die Zugabe von Polymerstabilisatoren verhindert werden. Die Zielsetzung dieser Masterarbeit war ein besseres Verständnis der Abbaureaktionen von Polyolefinen (PP, HDPE, LDPE und LLDPE) und zugesetzten Polymerstabilisatoren während mehrfachem Recycling. Dafür wurden stabilisierte und unstabilisierte Polyolefinen über einen gewissen Zeitraum mit zwei unterschiedlichen Drehzahlen extrudiert, um die Einflussparameter von sowohl Stabilisatoren als auch Drehzahlen zu untersuchen. Die erfolgreiche Implementation von 3 verschiedenen Analysenmethoden (HT GPC IR, HPLC qTOF MS und TD GCMS) ermöglichte breit gefächerte Erkenntnisse über Veränderungen der Materialeigenschaften und auftretende Abbaureaktionen. Des Weiteren wurden Rezyklate von Polymerrecyclingfirmen mit denselben Methoden analysiert um die Anwendbarkeit der gefundenen Tendenzen und aufgestellten Theorien zu prüfen. Neben Veränderungen der Molmassenverteilungen wurden noch zwei weitere Trends näher analysiert. Während der Extrusion von HDPE entstanden zunehmend größerwerdende Anteile an ungeradzahligen n Alkanen (identifiziert mittels TD GCMS). Die Ketten sind bestätigte Abbauprodukte und könnten in Zukunft als Qualitätsmarker im Recyclingprozess dienen. Des Weiteren wurde der oxidative Abbau von PP näher untersucht. Mittels HPLC qTOF MS konnten verzweigte oxidierte Alkan Derivate als direkte Abbauprodukte von PP identifiziert werden. Die Substanzen nahmen stetig im Extrusionsverlauf zu. Der Trend war nur von der angelegten Drehzahl, nicht aber von der Zugabe von Stabilisatoren beeinflusst. Diese Substanzen könnten in Zukunft ebenfalls als Qualitätsmarker relevant sein. Die verwendeten Polymerstabilisatoren (IX1010 und IF168) wurden mittels HPLC qTOF MS quantifiziert und deren häufigsten Abbauprodukte wurden durch MS/MS Experimente identifiziert. Nur IX1010 war in der Lage den Polymerabbau teilweise zu verhindern während IF168 nahezu keinen spürbaren Effekt zeigte, u.a. weil es zu schnell abgebaut wurde. Eine Kombination aus beiden zeigte nur leichte Unterschiede zu Proben mit IX1010 alleine und somit konnte kein synergetischer Effekt nachgewiesen werden. Es zeigte sich ein schnellerer Abbau der Stabilisatoren und der meisten Polyolefine bei höheren Drehgeschwindigkeiten. Nowadays national states face a lot of new global challenges. This increases the pressure on national and local authorities to find appropriate ways of managing and organizing public sector activities, to address social and economic problems quickly and effectively, and to achieve their operational objectives. In this context emerges concept of smartness. The author of the master's thesis, adapting the definitions used in academic research, provides the following definition of smartness: "It is the ability to see critical features or their system, to react quickly and ingeniously to the important factors that determine them - challenges, opportunities, trends or symptoms, using them to achieve their goals, decisions based on social responsibility." This concept of smartness is used in different combinations with various words that mean the common presence of people, activities: "state", "region", "city","society","community","economy". Although these entities are different, they can all be treated as smart social systems. According to this the object of thesis is the expression of Lithuanians municipalities as a smart social system. The objective of the work is to justify the trajectory of change in the expression of municipal potential in the creation of a smart social system. To achieve the objective, in the first part of the work, a theoretical analysis of academic literature was made. This helped to create a model of the municipality as a smart social system. Model consists of 3 fields: a smart economy, smart public governance and a smart community. There are 24 different dimensions in these fields. The work identifies the relevant quantitative and qualitative characteristics of these dimensions, and the possible direction of expression analysis. The methodological part of thesis presents a developed qualitative research strategy to reveal the current state of municipalities and the possible trajectory of change. For this purpose, a model of a change trajectory was made. Model consists of: 1. The state of municipalities as a smart social system, which is analyzed in the work through a semi-structured expert interview; 2. Trajectory: a chain of changes in municipalities as a smart social system development; 3. The state of change desired by municipalities as a smart social system, when it is foreseeable, what result is expected to be achieved by improving the smart social system and what is aimed to change by doing so. The methodology part also justifies the methods used. There was an analysis of documents related to ingenious local self-government, examples of the expression of the dimensions of successful municipalities as a smart social system, and a methodological access to the performance of semi-structured experts to clarify the expression of dimensions. The third part of the work presents the results of interviews. Results show the state of the municipalities as a smart social system. In the current situation, experts have valued the best general good, training and rapid response dimensions from smart economy field. The worst evaluated were entrepreneurship and intelligence dimensions from smart economy field, interinstitutional dimension from smart public governance field and intelligence and social responsibility from smart community field. At the end of thesis the trajectory of the change in the expression of municipalities potential as the smart social system has been presented. It was done in the context of XVIII government program and so called DNA plan of the future prepared by the Mynistry of Finance at the 10th. of June 2020 June. It was proposed to invest more in the skills of leaders in local government and the development of competences of people working in the public sector. Secondly, to improve the level of digitalization in business structures and society in general. Moreover, to strengthen the expression of the knowledge and innovation dimension at local level. Furthermore, to take sustainability into account when planning investments. Then, to promote initiatives of people to protect the environment. Finally, to keep in mind cooperation, dissemination of good examples and initiatives.

The article examines issues of political manipulation from the linguistic point of view. Diversified review of studies of the phenomenon of political manipulation was accomplished and the role of means of language in the process of manipulation was described. It is postulated that manipulation inherently belongs to the people`s speech and in particular to the speech of the politicians. In this respect, it is deemed to be wrong to study manipulation in an exclusively negative light. The focus of the research is the effect of the manipulatory impact and this interest is predetermined by the emphasis on the linguo-pragmatic aspects of communication. Political discourse is characterized by manipulative features in order to conduct a propaganda conflict, which is achieved using various linguistic units and methods, such as nominalization, euphemisms, precedent phenomena. The political discourse of the media has a huge impact on the formation of public opinion, which is done with the help of the above tools of speech manipulation. The article examines the features of manipulative technologies of political discourse. The severity of the problem of the manipulative potential of speech is determined by direct communication between the institutionalized addressee and the mass addressee, which takes place in the political discourse of the media. A brief analysis of the types of manipulation depending on the nature of information transformations is given, which determines the presence of specific features of the language of politics, as well as the use of special tools that contribute to the implementation of the main functions of political discourse. According to the author, the media are forming a new political reality in which manipulation technologies become a key instrument of political behaviour of the masses. ; Статья посвящена рассмотрению проблемы политической манипуляции с лингвистической точки зрения. Рассмотрены основные труды в рамках межличностной и массовой коммуникации. Осуществлен разносторонний обзор исследований феномена политической манипуляции, а также определена роль средств языка в процессе манипуляции. Манипуляция – это неотъемлемое от речевой деятельности явление, имеющее особую значимость для политиков, явление, которое неправильно рассматривать в исключительно негативной плоскости. В фокусе внимания автора находится эффект манипуляционного воздействия, что предопределяется лингвопрагматическим акцентом предпринятого исследования. Политический дискурс характеризуется манипулятивными особенностями с целью ведения пропагандистского конфликта, который достигается с помощью различных языковых единиц и методов, таких как номинализация, эвфемизмы, прецедентные феномены. Политический дискурс СМИ оказывает огромное влияние на формирование общественного мнения, что делается с помощью вышеназванных инструментов речевого манипулирования. В статье рассматриваются особенности манипулятивных технологий политического дискурса. Острота проблемы манипулятивного потенциала речи определяется непосредственным общением между институциализированным адресантом и массовым адресатом, что имеет место в политическом дискурсе СМИ. Дан краткий анализ видов манипулирования в зависимости от характера информационных преобразований, что обусловливает наличие специфических черт языка политики, а также использование специальных средств, способствующих реализации основных функций политического дискурса. По мнению автора, средства массовой информации формируют новую политическую реальность, в которой манипуляционные технологии превращаются в ключевой инструмент управления политическим поведением масс. ; Стаття присвячена розгляду проблеми політичної маніпуляції з лінгвістичної точки зору. Розглянуто основні праці в рамках міжособистісної та масової комунікації. Здійснено різнобічний огляд досліджень феномена політичної маніпуляції, а також визначена роль мовних засобів у процесі маніпуляції. Маніпуляція – це невід'ємне від мовної діяльності явище, що має особливу значущість для політиків, явище, яке неправильно розглядати у виключно негативній площині. У фокусі уваги автора знаходиться ефект маніпуляційного впливу, що зумовлюється лінгвопрагматичним акцентом проведеного дослідження. Політичний дискурс характеризується маніпулятивними особливостями з метою ведення пропагандистського конфлікту, який досягається за допомогою різних мовних одиниць і методів, зокрема таких, як номіналізація, евфемізми, прецедентні феномени. Політичний дискурс ЗМІ має великий вплив на формування громадської думки, що робиться за допомогою вищеназваних інструментів мовного маніпулювання. У статті розглядаються особливості маніпулятивних технологій політичного дискурсу. Гострота проблеми маніпулятивного потенціалу мови визначається безпосереднім спілкуванням між інституціалізованим адресантом і масовим адресатом, що має місце в політичному дискурсі ЗМІ. Надано короткий аналіз видів маніпулювання в залежності від характеру інформаційних перетворень, що обумовлює наявність специфічних рис мови політики, а також використання спеціальних засобів, що сприяють реалізації основних функцій політичного дискурсу. На думку автора, засоби масової інформації формують нову політичну реальність, в якій маніпуляційні технології перетворюються на ключовий інструмент керування політичною поведінкою мас.
