Agriculture based on the massive use of non-renewable resources and the intensification of production systems show its limits, which question this development path. Yet this agricultural model has been developed in the Saïs plain, particularly in family farms. This development has resulted in the development of income-generating sectors that are intensively managed, with few technical supports. This dynamic has led to a groundwater overexploitation and pollution, and price fluctuations of agricultural products. The sustainability of family farms is questioned, especially since Moroccan agricultural policy encourages an intensive development path. This issue has been studied based on three sub-questions, each addressing the sustainability of family farms from a different perspective. These sub-questions were investigated thanks to a sample of 40 farms, chosen for their diversity of production systems. We used different tools for the data analysis.The first sub-question dealt with the sustainability of farms related to their evolving dynamics over the past 60 years. Seven pathways were identified based on several internal and external drivers. These pathways have resulted currently in three main farm types, differing in their production activities. T1 includes farms close to the original traditional system, based on land without a groundwater access; T2 gather farms cultivating a diversity of irrigated productions; T3 gather specialized farms.The second sub-question aims to evaluate the sustainability of family farms and to formalize its determinants, by mobilizing a research viewpoint. This analysis was based on a sustainability assessment tool (IDEA), adapted to the context of Saïs. Environmental sustainability depends on the diversification of activities and farm autonomy degree; socio-territorial sustainability is linked to the degree of farmer involvement in the territorial dynamics; and economic sustainability depends on the production system and the farm' structural factors. However, general trend shows an antagonism between environmental and economic sustainability.The third sub-question explores farmers' perceptions of sustainability and how these perceptions influence their management strategies. A first group of farmers perceives sustainability through the combination of profitability and farm natural resources preservation. They implement a strategy of income security and low intensive practices. A second group links sustainability to profitability and adaptation to farms external changes. They implement a strategy of farm flexibility to seize opportunities. Finally, a third group perceives sustainability through modernist agricultural model. They implement an entrepreneurial strategy, based on maximization of income.This study shows both divergence and convergence viewpoints of sustainability concept and its implementation in agriculture, between researchers and farmers, for instance on production practices or access to natural resources. To fill this gap between the various stakeholder's perceptions, environmental regulation, extension and accompanying measures must be considered collectively by farmers, authorities and researchers. ; Les modèles d'agriculture basés sur un recours massif aux ressources non renouvelables et l'intensification des systèmes de production montrent, des limites susceptibles de remettre en cause l'objectif commun de développement durable. La durabilité des exploitations familiales, se trouve ainsi questionnée, d'autant que la politique agricole de l'Etat marocain encourage les agriculteurs à l'intensification. Ce questionnement général a été décliné en trois sous-questions de recherche, abordant chacune la durabilité des exploitations agricoles familiales sous un angle différent. Ces sous-questions ont été explorées sur un même échantillon de 40 exploitations, choisies pour leur diversité de système de production, en mobilisant différents outils d'analyses. La première sous-question analyse la durabilité des exploitations agricoles sous l'angle de leurs dynamiques d'évolution depuis 60 ans. Sept types de trajectoires d'évolution ont été identifiés en fonction de plusieurs moteurs internes et externes aux exploitations. Ces trajectoires ont débouché sur trois principaux types actuels d'exploitations se différenciant par leurs activités de production. T1 regroupe des exploitations proches du système traditionnel initial, sur des terres n'ayant pas d'accès à l'eau; T2 rassemble des exploitations ayant accès à l'irrigation et maintenant une diversité de productions; T3 rassemble des exploitations spécialisées. La deuxième sous-question cherche à évaluer la durabilité des exploitations agricoles familiales et à en formaliser les déterminants, en mobilisant un regard de chercheur. Cette analyse s'est basée sur une méthode d'évaluation de la durabilité (IDEA), adaptée au contexte du Saïs. La durabilité environnementale dépend de la diversification des activités et de l'autonomie de l'exploitation, la durabilité socio-territoriale est liée au degré d'engagement de l'agriculteur dans les dynamiques territoriales, et la durabilité économique est fonction du système de production et des facteurs structurels de l'exploitation. Cependant, la tendance générale montre un antagonisme entre durabilité environnementale et durabilité économique. La troisième sous-question explore les perceptions qu'ont les agriculteurs du concept de durabilité et la manière dont elles se traduisent dans leurs stratégies de gestion. Un premier groupe d'agriculteurs perçoit la durabilité à travers la combinaison entre rentabilité et maintien des ressources naturelles de l'exploitation. Ils mettent en œuvre une stratégie de sécurisation du revenu à l'aide de pratiques peu intensives. Un deuxième groupe lie la durabilité à la rentabilité et l'adaptation aux changements externes à l'exploitation. Ils appliquent une stratégie de valorisation de la flexibilité de l'exploitation pour saisir les opportunités du milieu. Enfin, un troisième groupe perçoit la durabilité à travers la réalisation d'un modèle agricole moderniste. Ils réalisent une stratégie entrepreneuriale par la maximisation de leur revenu. Cette étude montre à la fois des points de divergence et de convergence sur le concept de durabilité et sa mise en œuvre en agriculture, entre chercheurs et agriculteurs par exemple sur les pratiques de production ou l'accès aux ressources naturelles. Pour combler cet écart de perceptions entre les différentes parties prenantes, des mesures de régulation environnementale, de vulgarisation et d'accompagnement doivent être envisagées collectivement, par les agriculteurs, les autorités et la recherche.

Abstract Post Conflict Futures is an ongoing project, where displaced Syrian academics meet in Visioning Labs and a global scenario group to jointly reflect on possible future developments and to look for actionable leverage points to work proactively for sustainable transitions. The collective visioning aims to identify aspects that may be critical in strategies for sustainable post conflict reconstruction, notably in the socio-technical implications of different infrastructure options. A crisis such as that in Syria creates shocks to infrastructure and people. These shocks generate emergencies and responses. But the collapse of existing structures can also open opportunities for a paradigm shift. In several cases, infrastructure shocks have opened opportunities that enable higher order learning with the potential to catalyse a transition towards sustainable and resilient structures (Broto et al., 2014) . This has implications to the design of processes and practices to rebuild communities. The project will serve as a platform for catalyzing strategic knowledge using the impetus from infrastructure shocks which result from the ongoing conflicts in the region. In the Post Conflict Futures Visioning Labs, holistic and integrating understanding of complex and uncertain issues is supported by approaching the issues 'diagonally' across institutional and technological scales, by using geographical localisation as conceptual scaffolding anchored in the material, and by focusing on the structuring and distributive implications of infrastructure options over time. Background Conflicts rip apart the social fabric, and undermine relations of trust and solidarity that are needed to mobilize populations and support collaboration across communities. Problems in the coordination of reconstruction efforts involving multiple types of actors at different levels can lead to blind spots, bottlenecks and a loss of long-term vision. In the wake of open hostiliites, frozen conflicts may emerge, involving locked situations with absence of responsible government, or factions deliberately attempting to aggravate the situation and damage other parties. When the conflict ends, massive reconstruction efforts and investments will be needed. Large-scale capital intensive projects involve strong actors who tend to set the agenda and shape overall structures. While certain technical choices have the potential to support reconciliation and empowerment of the most vulnerable, other infrastructure elements can function as mediums of isolation/domination. Infrastructure choices have consequences for livelihoods, relationships between communities, or access to and distribution of resources. They also create relationships of long term dependency and interdependency within and beyond national borders. Importantly, characteristics in initial structures will have implications for subsequent developments. While post-conflict settings thus give rise to serious challenges, the overt failure of existing arrangements also opens opportunities for change and learning. Transitions (Geels & Schot, 2010) depend on simultaneous significant change. They involve changing 'culturally accepted beliefs and associated regulations' (Broto et al. 2014) Such shifts might come about when there is a 'general attitude towards paradigm questioning' (ibid.) Broto et al. further argue that: "reimagining infrastructure may require anticipatory learning for innovation, of the type that reflects multiple values in society and acknowledges the uncertainties inherent to understanding a complex world". Scenario and visioning work creates flexible frames of relevance and prioritization anchored in human cultural significance, which is vital for both engagement and communicability. The communicability of such narratives is a key factor for shaping collaborative multi-stakeholder alliances across disciplines, sectors or localities. Transitions depend on mobilizing concerted collective action. There therefore is a need for shared visions that are convincing, understandable and anchored in cultural and material realities, both for self-organizing and in order to mobilize and synchronize efforts. Scenarios and visioning further allow to reflect strategically in settings of extreme uncertainty characterised by rapid and unpredictable changes. They offer advantages by not being limited to a particular course of events, and by not presupposing agreement or consensus. Offering a framework for collective conversations and continued reflection, scenarios thus have eminently dynamic and heuristic qualities. They are particularly valuable in the face of extreme uncertainties (Schwartz, 1991). Rather than focusing on 'problems' or 'solutions', emphasis lies on exploring different possibilities and their implications. This helps envisage action in the face of uncertain futures, but also supports openness in imagining and discussing various options. Narratives can function as bridging artefacts beyond the group where they were initially shaped, to the extent that they give sufficient contextual detail for abstract patterns of thought to be related to lived experiences, while not depending on disciplinary jargon or existing institutional framing. Further significant characteristics are that they support action by including designation of responsible social agents, clarifying developments over time, and providing suggestions concerning possible causal links and consequences. Scenarios can thereby offer scaffolding to become a starting point for further discussions, and provide a conceptual structured space for reflection, suggesting how different details fit in, are interconnected, and may evolve over time. In contexts of conflicts and sharply diverging interests, taking a purely technological approach to the challenges is not enough (Aggestam, 2015). The aim here is therefore not to evacuate the political, but to revisit the issues from another angle. Back-casting uses discontinuity creatively, making it possible to step beyond the conceptual constraints of a status quo, but to subsequently re-anchor the strategy in concrete specifics of the present to make it actionable. Finally, holistic reflection is supported by the compression that results from fitting highly complex issues into an ongoing conversation in a small group of people, with diverse backgrounds. Dwarfing the direct losses due to ruminant abortions and flock mortality, the main economic impact of RVF is systemic and ensues from the trade restrictions aimed at its containment. Indeed, past outbreaks of RVF in East Africa and Middle East came as disturbing events in a commercial context of high specialization in trade of small ruminants and interdependence between East-African exporters and the Middle-Eastern importing countries. The two successive bans imposed by Middle-Eastern countries on livestock products coming from the Horn of Africa in 1998-1999 and 2000-2002 highlighted this interdependence. Both bans caused an abrupt stop in exportations from IGAD countries. Nevertheless, the impact of the outbreaks motivating these bans differed due to their unique timing with regard to the Muslim celebrations that trigger the main flow of livestock from the Horn of Africa to Mecca. Hence, in 2000, the worst impact was observed on pastoralist households because the ban was imposed in September, prior to the Haj festival, when the main seasonal export flow had not been realized yet. Regarding the 1997 outbreak, the ban was implemented only in February 1998, after the main trade flow had occurred. The impacts of the bans on Somalia were particularly severe, due to the high specialization of the concerned region in an export-oriented livestock sector, benefitting from a niche market organized around the above-mentioned religious festivals and Arab consumers preferences. The country was all the more affected, as they own two main ports involved in this trade, i.e. Berbera (Somaliland) and Bossaso (Puntland). Prior to the bans, the size of the export market from Somalia to Saudi Arabia and the United Arab Emirates was estimated around US$600 million, with Saudi Arabia representing 66% of the total. The bans led the Somali livestock market to collapse. Losses for the livestock industry were estimated at US$109 million and US$326 million, for the first and second ban respectively. The government also directly incurred an important loss around US$45 million from foregone export taxes and docking fees. In the same time, livestock exporters lost a net cumulative profit of US$330 million, whereas producers estimated their annual losses at over US$8 million. Hence, the successive RVF-related trade bans impacted the employment rate, the public treasury, the exchange rate of national currency and thus, the price of imported goods, inducing a general inflationary pressure and important socio-economic upheavals. More generally, the livestock market in the whole East Africa was affected, due to the fall in prices caused by the loss of outlets for livestock. Using market equilibrium models taking these shocks into account, the impact of the trade bans on the Somali region of Ethiopia were estimated at a 36% fall of the GDP. Other impacts originated in the closure of markets inside East Africa, being part of national control strategies. In Kenya, e.g., the closure of the Garissa Market, which is a major outlet for Somali and Ethiopian livestock, resulted in a more than 25% decrease in the price of cattle, inducing a total loss of US$10 million for the value chain. The emergency destocking response of distressed households also participated to the fall in prices and worsening of terms of trade. Together with flock mortality and abortion, destocking moreover affects the herds' dynamics on the long run and the commercial potential of households. These mechanisms show greater impact on smallholders, due to threshold effects in livestock capitalisation and the loss in risk management ability in such variable environmental conditions. In the Middle East too, the bans showed drastic economic impacts. In Yemen, e.g., the bans caused a loss of US$15 million from foregone custom taxes and US$27 million profit losses for traders. The two bans, combined with the prolonged ban maintained till 2009 by Saudi Arabia on Somalia, contributed to a restructuration of trade within and between the two regions. Indeed, trade actors soon reorganized their activity, as highlighted through official figures, notwithstanding the importance of informal trade. Hence, Yemen and the United Arab Emirates appeared as major alternative entry points on Arab Peninsula for Somali livestock. The latter could also transit through Djibouti or Sudan to reach Saudi Arabia. Benefitting from the prolonged bans on Somalia, the port of Djibouti emerged as a major player in the region between 2006 and 2009, thanks to massive investment in port infrastructures and agreements with Saudi importers. Therefore the private sector played a considerable role in adapting to new risks. The Djibouti port diverted much of the livestock trade previously handled at the Berbera and Bossaso ports. On this occasion, as it has been the case in Somalia after ban lifting in 2009, the Middle East has been a source of investment for the Horn of Africa for biosecurity infrastructure. Finally, the second ban led to the emergence of Australia as a major livestock supplier for Saudi Arabia from 2000 till now, and to a certain a point Australia has been a country of major Saudi investments which is seen as another way of adapting for some major value chain agents. In the two last decades, the intraregional livestock trade grew rapidly in East Africa, spurred by the urban demand. Most of this trade is informal, thus lacking official figures. It nevertheless shows a great importance regarding poverty alleviation aspects, the small to medium actors being the main operators of this trade. In recent years, a considerable growth in recorded intraregional trade is noticed, mainly due to a growth of recorded exports from Ethiopia to neighboring countries, as a result of a policy aiming at the facilitation of registration procedures through the CAC/AP-system. As a conclusion, livestock export to Middle East and the growing intraregional East-African livestock trade are both threatened by RVF-linked bans due to loss of outlets and price volatility. Thus, stability of the livestock sector being crucial to human and economic development in the region, a high priority must be given to RVF prevention and control, as supported by figures of impact of past outbreaks. ; Peer reviewed

Aus der Einleitung: Die Gewährleistung von Liquidität, Rentabilität und Sicherheit gehört zu den Oberzielen jeder Bank. Dabei ist die Liquidität eine notwendige Bedingung für das Erreichen der Rentabilitäts- und Sicherheitsziele. Denn die "Gewinnerzielung im Bankbetrieb setzt die Existenz des Bankbetriebs voraus. Diese Existenz ist aber nur solange gewährleistet, wie die Liquidität gesichert ist. Während mangelnde Rentabilität eine Gefahr für die Bank bedeutet, führt Illiquidität mit an Sicherheit grenzender Wahrscheinlichkeit zum Ruin". Bis Ende der neunziger Jahre hatten die Kreditinstitute ausreichende Möglichkeiten sich am Geld- und Kapitalmarkt zu refinanzieren, denn die Liquidität stand relativ kostengünstig und unabhängig von der Bonität der Bank zur Verfügung. Somit war die Sicherstellung der jederzeitigen Zahlungsbereitschaft unproblematisch. Demzufolge hatte das Liquiditätsrisiko eine eher untergeordnete Rolle im Risikomanagement der Banken gespielt. Die Rahmenbedingungen haben sich im Laufe der Zeit verändert. Aufgrund der steigenden Komplexität der Finanzbeziehungen, struktureller Veränderungen der Finanzmärkte bzw. wegen innovativen Produkten mit hoher Volatilität der Zahlungsströme gewinnt das Liquiditätsrisiko zunehmend an Bedeutung. Internationale Gremien und Aufsichtsbehörden haben in den letzten Jahren diverse Initiativen zur Verbesserung des Liquiditätsrisikomanagements ergriffen. Als der Ausbruch der "Subprime-Krise" im Frühsommer 2007 eine Vielzahl von Banken weltweit vor massive Probleme bei der Aufrechterhaltung ihrer Zahlungsbereitschaft stellte und in existenzbedrohende Liquiditätsengpässe brachte, hat sich der hohe Stellenwert des Liquiditätsrisikomanagements bewiesen. Heutzutage ist es eine zentrale Managementaufgabe der Banken ein angemessenes Liquiditätsrisikomanagement zu betreiben. Dabei sind geeignete Methoden zur Identifizierung, Analyse, Steuerung, und Kontrolle des Liquiditätsrisikos erforderlich. Gang der Untersuchung: Das Ziel dieser Arbeit ist es, aktuelle Methoden des Liquiditätsrisikomanagements zu untersuchen und zu beurteilen bzw. die Herausforderungen an ein Liquiditätsrisikocontrolling darzustellen. Dabei stehen sowohl die regulatorischen Anforderungen und deren Verfahren als auch bankinterne Instrumente im Fokus. Im Anschluss an diese Einleitung wird im zweiten Kapitel ausgehend von der gesamtwirtschaftlichen Bedeutung des Bankensektors die Notwendigkeit von dessen Regulierung abgeleitet. Darauf folgend werden wichtige gesetzliche Rahmenbedingungen und Begriffsabgrenzungen vorgestellt, mit dem Ziel einen Überblick über die derzeitigen Regelungen zu geben. Den Schwerpunkt dieser Arbeit bildet das dritte Kapitel. In diesem Abschnitt werden zunächst die verschiedenen Ausprägungen des Liquiditätsbegriffes und der Liquiditätsrisiken definiert und erläutert. Im Anschluss daran werden in Kapitel 3.2 die Anforderungen an die Liquidität untersucht. Dabei werden neben den früh entwickelten liquiditätstheoretischen Ansätzen die aktuellen bankenaufsichtsrechtlichen Anforderungen und Verfahren im Liquiditätsrisikomanagement vorgestellt. In Kapitel 3.3 wird der Liquiditätsrisikomanagementprozess betrachtet. Darauf aufbauend werden Liquiditätsrisikomanagementinstrumente dargestellt. Ein Einblick in die Praxis wird anhand öffentlicher Quellen, wie z. B. der Geschäftsberichte deutscher Banken, verschafft. Es handelt sich dabei um einen aus mehreren Phasen bestehenden, in regelmäßigen Abständen durchzuführenden Prozess. Die einzelnen Prozessphasen bilden einen Kreislauf. In der Literatur existieren verschiedene Ansätze zur Darstellung des Risikomanagementprozesses. Dabei sind die Anzahl, die Bezeichnung und die Inhalte der einzelnen Phasen je nach Verfasser teilweise unterschiedlich. Grundsätzlich beinhaltet der Risikomanagementprozess folgende vier Phasen: Identifikation, Analyse, Steuerung und Kontrolle. Das Risikomanagement ist ein Bestandteil der Gesamtunternehmenssteuerung und ist in die einzelnen Geschäftsprozesse integriert. Ferner kann zwischen dem Management der Gesamtrisikoposition und dem Management einzelner Risiken unterschieden werden. Der Liquiditätsrisikomanagementprozess erfolgt durch die Umsetzung des Risikomanagementregelkreises. Dieser ist in der nachfolgenden Abb. 2 dargestellt (siehe Abb. 2: Kreislauf des Risikomanagementprozesses). Die Risikostrategie gibt die Vorgaben zum Umgang mit Risiken. Ausgehend von dieser Strategie sind Maßnahmen zur Identifikation, Analyse, Steuerung und Kontrolle der Risiken festzulegen. Die Gesamtrisikostrategie kann in Teilstrategien der einzelnen Risikobereiche unterteilt werden. In der Liquiditätsrisikostrategie sind die Ziele, die Aufbauorganisation und die Prozessabläufe des Liquiditätsrisikomanagements schriftlich festgelegt. Im Rahmen der Risikoidentifikation werden alle wesentlichen bestehenden und potentiellen Risiken vollständig erfasst. Des Weiteren erfolgt eine Systematisierung der Risiken nach Risikokategorien, z. B. nach originären und derivativen Liquiditätsrisiken, innerhalb derer weitere Risikoarten zu klassifizieren sind, z. B. Termin-, Abruf- und Refinanzierungsrisiko. Die Risikoidentifikation muss kontinuierlich erfolgen, d. h., dass die Gefahrenquellen hinsichtlich Veränderungen bzw. neu hinzukommender Risiken fortlaufend beobachtet werden müssen. Darüber hinaus ist eine möglichst rechtzeitige Erkennung der Risiken erforderlich. Die Vorstände von amtlich notierten Aktiengesellschaften sind nach § 91 Abs. 2 AktG verpflichtet geeignete Maßnahmen zu treffen, um bestandsgefährdende Entwicklungen frühzeitig zu erkennen. Zur Risikofrüherkennung können Frühwarn- und Früherkennungssysteme eingesetzt werden. Ein Frühwarnsystem ist ein Informationssystem, das frühzeitig auf Gefahren hinweist, so dass rechtzeitig Abwehrmaßnahmen ergriffen werden können. Hierfür werden für zuvor definierte unternehmensinterne und -externe Beobachtungsbereiche Frühwarnindikatoren festgelegt. Für messbare Indikatoren können Sollwerte und Toleranzgrenzen vorgegeben werden. Die Unter- bzw. Überschreitung dieser Limite soll mit einem zeitlichen Vorlauf ungünstige Entwicklungen signalisieren. Eine Gefahr kann sich auch durch das Verpassen einer Chance ergeben. Deshalb wurden die Frühwarnsysteme zu Früherkennungssystemen weiterentwickelt, indem sie neben den Risiken auch die Chancen wahrnehmen. Zur Identifizierung der Liquiditätsrisikopositionen werden die zu erwartenden Zahlungsmittelzu- und -abflüsse ermittelt und in einer Liquiditätsübersicht erfasst. Diese Methode wird in Kapitel 3.4 näher erläutert. Die Risikoidentifikation bildet die Grundlage für den gesamten weiteren Prozessablauf. Die identifizierten Risiken werden im Rahmen der Risikoanalyse gemessen und beurteilt. Dies erfolgt zunächst anhand des Standardverfahrens der LiqV. Darüber hinaus werden verschiedene Risikostrukturkennzahlen sowie Szenariobetrachtungen und Stresstests verwendet. Diese Instrumente werden in den Kapiteln 3.4 bis 3.6 näher erläutert. In der Phase der Risikosteuerung wird die tatsächliche Risikoposition an die gewünschte Risikoposition angepasst. Dies erfolgt, indem unter der Berücksichtigung der Risikostrategie Maßnahmen zur gezielten Beeinflussung der identifizierten und analysierten Risiken eingeleitet werden. Generell lassen sich folgende Steuerungsmaßnahmen unterscheiden: Risikovermeidung, Risikobegrenzung, Risikodiversifikation, Risikokompensation, Risikoabwälzung, Risikovorsorge. Bei der Risikovermeidung geht es darum Risiken von vornherein abzulehnen, indem bestimmte risikobehaftete Geschäfte oder Risikogruppen nicht akzeptiert werden. Ein Liquiditätsrisiko kann vermieden werden, indem z. B. hoch volatile Einlagen ausschließlich fristenkongruent angelegt werden oder deren Hereinnahme unterlassen wird. Des Weiteren kann mit den Kunden vereinbart werden, dass eine Kreditüberziehung bzw. ein vorzeitiger Einlagenabzug nicht möglich ist. Die Kunden, die diese Beschränkungen nicht akzeptieren, sind dann abzulehnen. Bei diesen Maßnahmen muss berücksichtigt werden, dass die Risikoübernahme eine notwendige Bedingung für die Gewinnerzielung ist. Durch den Verzicht auf risikobehaftete Geschäfte werden eventuelle Erfolgschancen verpasst. Durch die Risikobegrenzung soll die Höhe oder die Eintrittswahrscheinlichkeit des Risikos verringert werden. Hierzu wird das Liquiditätsrisiko anhand der Kennziffern der LiqV sowie weiterer Risikostrukturkennzahlen limitiert. Die Risikodiversifikation erfolgt durch eine vielseitige Streuung z. B. hinsichtlich Kunden- und Produktgruppen, Regionen oder Branchen. Dadurch wird die Konzentration von großvolumigen Einlagen und Krediten reduziert und werden Abhängigkeiten von bestimmten Segmenten vermieden. Im Rahmen der Risikokompensation wird versucht bereits übernommene Risiken zu reduzieren. Hierzu besteht die Möglichkeit zur internen Verrechnung, z. B. durch "Cash-Pooling" bzw. "Konzernclearing". Dabei führen Zahlungsmittelabflüsse auf einigen Konten des Instituts zu Zahlungsmittelzuflüssen auf anderen Konten, wobei die Liquidität des Gesamtinstituts unverändert bleibt. Bei der Risikoabwälzung wird das Risiko auf einen Dritten übertragen. Durch den Abschluss von Derivatgeschäften z. B. lässt sich die Gefahr einer ungünstigen Entwicklung wie bspw. ein Kreditausfall oder negative Änderungen des Wechsel-, des Aktienkurses, des Zinsniveaus, der Rohstoffpreise etc. auf den Vertragspartner übertragen. Dieser übernimmt das Risiko gegen Erhalt einer Prämie und leistet einen Ausgleichsbetrag im Fall des Risikoeintritts. Im Rahmen der Risikovorsorge halten die Institute Liquiditätsreserven, um bei einem Risikoeintritt den entstehenden Liquiditätsbedarf zu decken. Die letzte Prozessphase, die Risikokontrolle, liefert Informationen über die Wirksamkeit und Wirtschaftlichkeit des Prozesses. Dabei wird zunächst überprüft, ob alle relevanten Risiken identifiziert wurden. Neu erkannte Risiken sind in den Prozess zu integrieren. Die Genauigkeit der Risikoanalysemethoden ist ebenfalls zu überprüfen und ggf. anzupassen. Ferner wird kontrolliert, ob mit den eingeleiteten Risikosteuerungsmaßnahmen die gewünschten Ergebnisse erzielt wurden. Des Weiteren ist auch die organisatorische Umsetzung hinsichtlich ihrer Effizienz zu überprüfen. Die Risikokontrolle wird durch eine Überwachung und eine Kommunikation der Risiken durchgeführt. Die Überwachung erfolgt durch ein Überwachungssystem, dessen Implementierung in amtlich notierten Aktiengesellschaften, gemäß § 91 Abs. 2 AktG, verlangt wird. Das interne Überwachungssystem besteht aus organisatorischen Sicherungsmaßnahmen, interner Kontrolle und interner Revision. Die organisatorischen Sicherungsmaßnahmen sind Überwachungsmaßnahmen, die Fehler verhindern sollen und damit der Erreichung der vorgegebenen Sicherheit dienen. Im Rahmen der internen Kontrolle werden die Überwachungsmaßnahmen durch diejenigen Personen durchgeführt, die für das Ergebnis des überwachten Prozesses verantwortlich sind. Im Rahmen der internen Revision werden die Überwachungsmaßnahmen durch Personen durchgeführt, die nicht in den Arbeitsablauf einbezogen sind und die keine Verantwortung für das Ergebnis des überwachten Prozesses tragen. Die Risikokommunikation erfolgt durch eine regelmäßige Berichterstattung. Im Rahmen des Liquiditätsberichtswesens sind die für das Liquiditätsrisikomanagement verantwortlichen Vorstände und Mitarbeiter zeitnah über die Liquiditätslage anhand einer präzisen und aussagekräftigen Darstellung der Liquiditätsrisikosituation zu informieren. Ein Liquiditätsbericht kann bspw. folgende Themen beinhalten: die Liquiditätskennzahlen und deren historische Entwicklung, die Auswirkungen verschiedener Szenariobetrachtungen auf die Liquiditätssituation, die Diversifikation der Aktiv- und der Passivseite, eine Übersicht über die verfügbaren Kreditlinien, die Höhe und die Zusammensetzung der Liquiditätsreserve, den Liquidierbarkeitsgrad der Aktiva, die Kommentierung der Liquiditätssituation ergänzt um Handlungsempfehlungen usw. Je nach Institutsgröße, Risikoausmaß und Komplexität der Geschäftstätigkeit sind die Berichte hinsichtlich ihrer inhaltlichen Schwerpunkte, Detaillierungsgrade und ihres Berichtsturnus unterschiedlich zu gestalten. Das Liquiditätsrisikomanagement kann in die zwei Funktionsbereiche Liquiditätssteuerung und Liquiditätsrisikocontrolling unterteilt werden. Eine genaue Abgrenzung der beiden Funktionen ist aus aufsichtsrechtlichen Gründen nicht zwingend erforderlich, kann aber vorgenommen werden. Grundsätzlich erfolgt das Liquiditätsrisikomanagement zentral durch ein Konzerntreasury und ein Risikocontrolling. Der Aufsichtsrat wird in die grundlegenden Entscheidungen, insbesondere bei der vom Vorstand festzulegende Liquiditätsrisikostrategie, eingebunden. Die einzelnen Aufgaben des Liquiditätsrisikomanagements sind auf das Treasury und auf das Risikocontrolling in den verschiedenen Instituten unterschiedlich verteilt.

Inhaltsangabe: Einleitung: Die Bezeichnung 'Exchange Traded Funds' (kurz: ETFs) steht für ein aufstrebendes Finanzprodukt, das in den letzten Jahren sowohl bei institutionellen als auch bei privaten Kapitalanlegern großen Anklang gefunden hat und aus der Vielfalt des heutigen Kapitalmarkts nicht mehr wegzudenken ist. Es handelt sich dabei um börsengehandelte Indexfonds, die genauso wie traditionelle Investmentfonds auch dem Investmentfondsgesetz unterliegen. Das investierte Geld hat den rechtlichen Status eines Sondervermögens, was bedeutet, dass das Geld bei einer Insolvenz des Emittenten geschützt ist. Das Ziel des Fondsmanagements hinter einem ETF ist die möglichst exakte Nachbildung eines Index (einer Benchmark). Mit ETFs erhält der Anleger die Möglichkeit, mit einer einzigen Transaktion einen gesamten Index - sei es ein Aktien-, Rohstoff- oder Anleihen-Index - zu kaufen. Mit dem Kauf eines solchen Indexfonds-Anteils erwirbt man einen ganzen Markt und kann damit im Zielsegment ein Maximum an Diversifikation erzielen. Trotz bzw. aufgrund der Finanzmarktkrise schaffte dieses Finanzprodukt spätestens im Jahr 2008 den Durchbruch am europäischen Kapitalmarkt. Der Grund dafür ist, dass Investoren ihr Geld wieder zunehmend konservativer veranlagen. Sie gehen wieder zurück zu leicht verständlichen, flexiblen und kosteneffizienten Anlageformen. Exchange Traded Funds vereinen all diese Vorteile. Das ist die Antwort auf die in den letzten Jahren modern gewesenen, schwer durchschaubaren strukturierten Finanzvehikeln. Die im Frühsommer 2007 begonnene Immobilienkrise, die sich später in Wellen zu einer globalen Finanzmarkt- und Wirtschaftskrise ausweitete, setzte den Bereich der strukturierten Produkte (zB Zertifikate, Derivat-Produkte) stark zu. Das dürfte dem globalen ETF-Markt zukünftig weiteren Auftrieb geben. Die Anlageklasse der Exchange Traded Funds konnte zum Stichtag 31. Dezember 2008 ihr Vermögens-Wachstum (Assets under Management, kurz AuM) in Europa mit plus 11,2 % beibehalten, wenngleich das weltweite ETF-Vermögen gegenüber dem Vorjahreszeitpunkt um 10,8 % von 796 Milliarden US-Dollar auf 711 Milliarden US-Dollar gesunken ist. Laut einer Studie von Barclays Global Investors (BGI) wird noch im Jahr 2009 das weltweite ETF-Vermögen die 1 Billion-US-Dollar-Grenze überschreiten. Als die Exchange Traded Funds ab dem Jahr 2000 ihren Siegeszug in Europa ansetzten - sie entstanden ursprünglich in Nordamerika - steht den Anlegern heute ein riesiger Fundus an unterschiedlichen ETF-Produkten zur Verfügung. Der Investor kann heute mit Hilfe von ETFs nicht nur in alle Vermögensklassen investieren, sondern er kann darüber hinaus entscheiden, ob er etwa auf Kursgewinne (long position) oder auf Kursverluste (short position) setzt, mit einem Hebel (leveraged ETFs) arbeiten möchte oder einfach einen ETF zur Beimischung oder Absicherung eines Portfolios kauft, um damit eine bestimmte Anlagestrategie optimal realisieren zu können. Mittlerweile gibt es sogar schon 'aktiver' gemanagte, sogenannte 'enhanced' ('verbesserte') ETFs auf dem Markt, deren Anlageziel es ist, den Vergleichsindex in der Rendite um ein paar Prozente zu übertreffen. Ein weiterer Grund, warum der Markt der Exchange Traded Funds derart boomt, liegt darin, dass sich immer mehr Kapitalanleger von einem aktiven Fondsmanagement abwenden, da sie in zunehmendem Maße nicht an eine langfristige systematische Outperformance der Marktrendite glauben. Die Annahme, dass Fondsmanager den Markt dauerhaft durch Stock-Picking oder Time-Management schlagen können, wurde in zahlreichen empirischen Studien nahezu einhellig widerlegt. Desweiteren fallen bei aktiv gemanagten Fonds gegenüber börsennotierten Indexfonds deutlich höhere Kosten an (Ausgabeaufschlag, Verwaltungs-, Research-, Transaktionskosten), was insgesamt zu Lasten der Rendite geht. Die deutlich niedrigeren Kosten bei Exchange Traded Funds hingegen führen dazu, dass sie nach Abzug aller Kosten, in der Performance weit besser abschneiden - vor allem über längere Zeithorizonte - als die meisten traditionellen aktiven Fonds. In diesem Kontext erhält die von Seiten der passiven Index-Investoren oftmals getätigte Redewendung 'If you can't beat the market, join it'! immer größere Legitimation. Problemstellung: Die vorliegende Arbeit hat das Ziel einen umfassenden Überblick über dieses in Europa erst seit dem Jahr 2000 existierende Finanzprodukt zu geben. Besondere Augenmerke sollen hierbei der Analyse der Produktmerkmale, den Vor- und Nachteilen, den verschiedenen ETF-Anlagestrategien sowie den Produktinnovationen zukommen. Fragen, die in diesem Zusammenhang untersucht werden, lauten: Was macht ein Investment in Exchange Traded Funds bei institutionellen, in zunehmenden Umfang aber auch bei privaten Investoren so attraktiv? Was sind die Konkurrenzprodukte bzw. was sind die Alternativinvestments zu den Exchange Traded Funds? (Abgrenzung) Wie hat sich der ETF-Markt in den letzten Jahren entwickelt und welche Bedeutung kommt dieser Anlageklasse am Kapitalmarkt heute zu? Welche Arten von Exchange Traded Funds gibt es und in welche Assets (Vermögensklassen) kann man damit investieren? Welche sind im Zusammenhang mit Exchange Traded Funds die bedeutendsten Anlagestrategien? Was sind die neuesten Innovationen und wie wird sich der ETF-Markt in Zukunft weiterentwickeln? Gang der Untersuchung: Die vorliegende Arbeit gliedert sich in sechs Kapitel. Im ersten Kapitel wird das Veranlagungsinstrument und dessen Funktionsweise erklärt. Es wird weiters auf die grundsätzliche Gegenüberstellung der beiden Managementansätze - aktiv und passiv verwaltete Fonds - eingegangen. Weiters sollen in diesem Kapitel kompakt die Alternativinvestments zu den ETFs, insbesondere klassische Indexfonds, Indexzertifikate und Indexfutures beschrieben und miteinander verglichen werden. Die Grundlagen über Exchange Traded Funds werden im zweiten Kapitel näher gebracht. Darin wird zunächst definiert was ETFs sind, bevor die Funktionsweise des börslichen Handels (Ausgabe und Rücknahme) erklärt wird. Danach erfolgt eine grundsätzliche Gegenüberstellung zwischen aktiv und passiv gemanagten Portfolios. Daran angeknüpft wird eine Studie vorgestellt, die die Rendite-Performance zwischen aktiv verwalteten Europa-Fonds und ihrer Benchmark vergleicht. Schließlich werden noch einige Alternativprodukte zu den ETFs vorgestellt. Im dritten Kapitel wird zunächst die Historie dieses neuen Finanzprodukts beschrieben, bevor die breite ETF-Produktpalette näher vorgestellt wird. Danach erfolgt ein Überblick über den wachsenden ETF-Markt weltweit und in Europa. Schließlich sollen in diesem Kapitel noch die führenden europäischen Emittenten angeführt werden. Der vierte Abschnitt beschäftigt sich sodann mit einer umfangreichen Analyse der ETFs. Darin werden ihre charakteristischen Merkmale herausgearbeitet, sowie deren Vorzüge als auch potentielle Nachteile, insbesondere gegenüber vergleichbaren Anlageprodukten präsentiert. Die wichtigsten Anlagestrategien für Portfolios vorgestellt, für deren Umsetzung Exchange Traded Funds eine besondere Rolle einnehmen, sind im fünften Kapitel zu erfahren. Mit dem Kauf eines ETF-Anteils übernehmen die Anleger wie zuvor bereits erwähnt nur das Marktrisiko (das systematische Risiko) des entsprechend zugrunde liegenden Anlagemarktes. Das darüber hinausgehende Risiko (das unsystematische Risiko, wie etwa das spezifische Unternehmensrisiko), das vom Markt unabhängig ist und ein weiteres Portfoliorisiko bewirkt, wird beim Kauf von ETF-Anteilen aufgrund der vielen Wertpapiere im Portfolio ausgeschlossen bzw. weitestgehend eliminiert. Im Gegensatz zur Anlagekonzeption von ETFs verlangt das Anlageziel von aktiven Investmentfonds, dass man bewusst Abweichungen von der Zusammensetzung und Struktur des Marktes vornimmt (zB durch Übergewichten spezieller Sektoren, Suche nach fundamental unterbewerteter Titel oder das Beimischen von zukunftsträchtigen Wachstumswerten). Durch die selektive Auswahl von bestimmten Wertpapieren nimmt man - neben dem Marktrisiko – auch ein höheres unsystematisches Risiko in Kauf. Aufgrund der geringeren Anzahl an Wertpapiertiteln und der nach dem aktiven Anlageziel konzeptionierten Risikopositionierung ergibt sich eine geringere Streuung und ein geringerer Diversifikationsgrad als bei einem dem jeweiligen Marktportfolio basierenden ETF. Exchange Traded Funds zeichnen sich daher im Vergleich zu aktiv verwalteten Investmentfonds durch ein deutlich geringeres Anlagerisiko aus. 4.6, Leerverkäufe: Im Krisenjahr 2008 brachen weltweit Aktienindizes massiv ein. So büßten beispielsweise die amerikanischen Indizes Dow Jones 34 %, der marktbreite SP-500-Index 38 % und der Nasdaq-Technologieindex 41 % ein. Der deutsche Blue-Chip-Index Dax gab 40 %, der MDAX mehr als 43 % und der TecDax 48 % ab. Der japanische Nikkei sackte um 42 Prozent ab, der chinesische Shanghai Composite Index verzeichnete ein Minus von 65 %. Den Negativrekord in Sachen Talfahrt stellte allerdings der russische Aktienindex auf: Er sank im Gesamtjahr um 72 %. Mit Hilfe von inversen ETFs können in solchen Baisse-Phasen nicht nur Verluste vermieden, sondern sogar hohe Gewinne erzielt werden. Eine derartige Absicherungsmethode bzw. Spekulation auf fallende Kurse ist mit Aktien oder konventionellen Investmentfonds nicht möglich. Mit dem Finanz-Vehikel der Short-ETFs wird die Entwicklung des zugrunde liegenden Index invers abgebildet. Man gewinnt also, wenn die Kurse fallen. Beim Short-Dax beispielsweise beträgt der Hebel zum Dax minus eins (ohne Leverage/Fremdfinanzierung). Der Short-Dax steigt also in genau dem Maß, in dem der Dax fällt und umgekehrt. Steigt der Dax um 2 %, so legt der Short-ETF um 2 % zu. An der Frankfurter Börse werden momentan 13 verschiede Short-ETF-Indizes, hauptsächlich auf den Dax sowie auf unterschiedliche Sektoren angeboten. Leerverkäufe funktionieren wie folgt: Das Fondsmanagement verkauft dabei Aktien, die es geliehen hat, um sie später günstiger zurückzukaufen. Nach Rückgabe der Aktien an den Verleiher bleibt dem Fonds die Differenz zwischen Leerverkaufspreis und Kaufpreis abzüglich der Leihgebühr. Da das Geld der Anleger nicht in Aktien investiert wird und die im Index enthaltenen Aktien leerverkauft werden, werden zusätzlich Zinserträge am Geldmarkt erwirtschaftet. Die Geldmarktprämie erhält der Anleger obendrauf – beim ETF-Emittent db x-trackers ist das der zweifache EONIA-Satz (Euro Overnight Index Average). Die Privatanleger bevorzugen Short-ETFs gegenüber dem Einsatz von Derivaten, da das Verlustrisiko mit Short-ETFs begrenzt ist, während die Verluste bei Derivaten praktisch unlimitiert sein können. Desweiteren haben diese ETFs den Vorteil gegenüber einer Optionsstrategie, die ebenfalls auf eine Portfolioabsicherung oder auf fallende Märkte zielen, dass sie nicht von der Volatilität und dem Zeitwert abhängig sind. Außerdem ist die Laufzeit von Short-ETFs unbegrenzt, während Optionen und Futures nach Zeitablauf verfallen und man damit Rollverluste riskiert. Short-ETFs haben ihren Nutzen in der Absicherung von Aktien, die der Anleger nicht verkaufen möchte. Mit Hilfe von Short-ETFs wird das Portfolio allerdings nur gegen das Marktrisiko entsprechend abgesichert. Wenn sich das Portfolio anders als erwartet bewegt muss das entsprechend berücksichtigt werden, indem mehr (bei höherem Beta) oder weniger (bei tieferem Beta) Short-ETFs gekauft wird. In Short-ETFs sollte man nie nach dem Buy and Hold-Prinzip investiert sein, da Börsenabschwünge wesentlich kürzer andauern und der Trend der Aktienmärkte langfristig aufwärtsgerichtet ist. Die folgende Abbildung veranschaulicht die Wertentwicklung des ETF db x-trackers auf den Short-Dax im Vergleich zu den Indizes Short-Dax und Dax der Deutschen Börse. Der Dax hat im Beobachtungszeitraum zwischen 2. Juli 2007 bis zum 2. September 2008 insgesamt 18 % verloren. Der Short-Dax erzielte in dieser Zeitspanne eine Rendite von 27 %. Die Frage, die sich nun stellt ist, warum der Short-Dax um rund 9 % besser abgeschnitten hat als die inverse Veränderung des Dax? Die Differenz lässt sich mit den Zinszahlungen in Höhe des doppelten Tagesgeldsatzes erklären, die sich aus der Short-Strategie ergeben. Doppelt aus dem Grund, weil der Emittent das Geld nicht in Aktien investieren muss und die im Index enthaltenen Aktien leerverkauft. Dadurch entsteht ein doppelt so hoher Cash-Bestand, der dann im Geldmarkt sicher angelegt wird und so eine doppelte Verzinsung bringt. Die Rendite-Performance des ETF db x-trackers weicht von der des Short-Dax um etwa 130 Basispunkte ab, was auf die Verwaltungskosten des ETFs zurückzuführen ist. Die Entwicklung eines Short-ETFs entspricht also über einen längeren Zeitraum nicht mehr exakt der inversen Veränderung des Index.

Die verheerenden Auswirkungen der Finanzmarktkrise sind seit 2007 infolge der Subprime-Krise global ersichtlich. Nach dem Zusammenbruch der amerikanischen Investmentbank Lehman Brothers folgte eine internationale Kettenreaktion von Zusammenbrüchen von Unternehmen aller Branchen. Die Stellung der Kreditinstitute wird vor allem in der Bilanzsumme in Höhe von 7.600 Mrd. EUR (Stand: Nov. 2007) deutlich, sie liegt damit bei dem Dreifachen des Bruttoinlandsproduktes (Stand 2007: 2.424 Mrd. EUR). Die Regierungen haben weltweit Bürgschaften für Banken übernommen oder sich direkt an den Banken beteiligt, um die finanzwirtschaftliche Stabilität zu gewährleisten. Diese Politik scheint derzeit vor dem Hintergrund des Systemrisikos (Risiko für das gesamte Bankensystem) alternativlos zu sein. Des Weiteren führen die negativen Effekte aus der Finanzmarktkrise über sog. Multiplikatoreffekte zu einer Abwärtsspirale in der Weltwirtschaft und in 2008 kam es aufgrund der Spillover-Effekte zu einem massiven Verfall der Börsenkurse. Die derzeitige Finanzkrise ist in der Historie kein einmaliges Phänomen. Frühere Krisen haben wie auch heute Gesetzesänderungen ausgelöst. Die Einführung des Kreditwesengesetzes erfolgte 1934 als Antwort auf die Bankenkrise von 1931. Demnach unterliegen die Kreditinstitute einer Erlaubnispflicht und der laufenden Überwachung durch die Gesetzeshüter, um zukünftige Bankeninsolvenzen zu vermeiden. Jedoch unterscheidet sich die heutige Finanzkrise deutlich von der Asienkrise (1997), der russischen Finanzkrise (1998) und der Krise in Argentinien (2001/2002). Insbesondere geht die aktuelle Krise von den Industrieländern mit entwickelten Finanzsystemen, unabhängigen Zentralbanken und leistungsfähigen Finanzaufsichten aus. Die britische Northern Rock Bank zeigte 2007 eindrucksvoll, dass durch Liquiditätsverknappung am Geldmarkt die Bank ein Refinanzierungsproblem hatte, was wiederum zu einem Vertrauensverlust der Bank geführt hat. Die Forderungen der Gläubiger gegen die Banken werden sequenziell bedient nach dem Prinzip First-come-First-serve. Die Folge war ein aus der Fristentransformation ausgelöstes Bank Run (Entzug von kurzfristig fälligen Einlagen aus den Geschäftsbanken), da die Forderungsinhaber schnellstmöglich ihre Forderungen anmelden mussten. Spätestens hier in der Vertrauenskrise mussten die Regierungen eingreifen und im Fall der Northern Rock hat dies die britische Regierung auch getan, um das Vertrauen in die Finanzwirtschaft wieder herzustellen. Der Wettbewerbsdruck ist durch die Globalisierung stetig gewachsen und börsennotierte Unternehmen müssen international vergleichbare Rendite erwirtschaften. Damit Banken für die Zukunft gerüstet sind, hängt maßgeblich von ihrer Momentum-Strategie ab. Die Informationstechnologien (IT) werden von den Lines of Business dringend benötigt, um den neuen Anforderungen gerecht zu werden. Im Gegenzug wird die IT zur Unterstützung bestehender Geschäftsprozesse herangezogen und nimmt die Rolle des Impulsgebers für Rationalisierungen sowie für den Einsatz neuer Technologien ein. Durch die Informations- und Kommunikationstechnik (IuK) sind die Finanzmärkte weltweit transparenter geworden und infolge dessen erfolgte eine stärkere Integration der Weltmärkte. Die Bedeutung der Gesamtbanksteuerung ist erst 1973/74 während der Hochzinsphase und dem Zusammenbruch des Bretton-Woods-Systems in Deutschland gestiegen, da dies die Volatilität an den Finanzmärkten erhöhte und neue Zins- und Wechselkursrisiken mit sich brachte. Die Gesamtbanksteuerung muss immer zugleich unter Rentabilitäts- und Risikogesichtspunkten erfolgen, da sie unterschiedlichen Risiken ausgesetzt ist. Als Instrumente für die Erreichung ihrer Ziele kann sie kompensatorische Eigengeschäfte mit Hilfe der zentralen Struktursteuerung tätigen, um bspw. die Risiken im Kundengeschäft am Geld- oder Kapitalmarkt zu neutralisieren. Dezentral einwirkenden Instrumente helfen bei der Ausgestaltung von Zielvereinbarungen, Richtkonditionen, Limits und Bonus-Malus-Systeme. Die Bank-IT muss den hohen Anforderungen gerecht werden. Die IT muss steigende Volumina zu sinkenden Stückkosten verarbeiten und gleichzeitig auch die operativen Risiken unter Kontrolle halten. Des Weiteren müssen neue Produkte integriert und zeitnah auf den Markt gebracht werden, ohne die Komplexität der IT-Systeme unverhältnismäßig zu erhöhen. Die zeitnahe Berücksichtigung ergibt sich aus der gestiegenen Kurzlebigkeit der Finanzprodukte. Die IT und die zugehörigen Gesamtbanksteuerungs-Applikation muss standardisiert und eine hohe Skalierung aufweisen bei gleichzeitiger Abbildung neuer Produkte. Die Anzahl der Kreditinstitute in Deutschland reduzierte sich von 13.359 (1957) auf 2.169 (2008). Die zunehmende Konzentration durch Fusionen und Übernahmen auf wenige Institute erzwingt eine Zusammenlegung bzw. Integration verschiedener IT-Systeme, um wettbewerbsfähig zu bleiben. Ein weiteres Augenmerk ist auf den Automatisierungsgrad der IT in Banken zu richten. Dabei stellt sich die Frage, ob Finanzmarktakteure mit hohem Technisierungsgrad unabhängig vom Marktumfeld höhere und stabilere Renditen erzielen können oder dies zu einer Gleichschaltung des Verhaltens und damit zu einer Zyklusverstärkung mit geringeren Renditen führt. Dabei spielt der Industrialisierungsgrad bzw. Standardisierungsgrad eine bedeutende Rolle in Banken, da moderne Systeme in der Risiko- und Ertragssteuerung ganz oder teilweise menschliche Dispositionsaufgaben ersetzen. Eine risikoadjustierte Gesamtbanksteuerung gilt als Königsdisziplin und sollte aufgrund ihrer Leistungsfähigkeit auch zugeschaltet werden. Die nachfolgende Abbildung 1 zeigt die Verbreitung des IT-Einsatzes über mehrere Dekaden. Von 1960 bis 2009 zeigte sich eine enorme Entwicklung der Informationsverarbeitung, welche in fünf Phasen eingeteilt ist, die besonders stark durch die Weiterentwicklung der web-basierten Technik in den 90er Jahren gefördert wurde. Aktuell befinden wir uns in der Phase fünf, in der web-basierte Informationsverarbeitung mit leistungsfähigem Data Warehousing (DWH) eine große Rolle spielt. Diese Arbeit beschreibt die aktuelle Finanzmarktkrise und die sich daraus ergebenden neuen Anforderungen an die bestehende IT-Architektur im Bereich des Bank-Rechnungswesens. Die komplexen IT-Anforderungen werden analysiert und im Hinblick auf die IFRS/Basel II-Rechenkerne der Gesamtbanksteuerung genauer spezifiziert. Ein Vergleich zwischen fünf ausgewählten Softwareanbietern im Bereich der Gesamtbanksteuerung soll die Leistungsfähigkeit der Produkte bezüglich der Umsetzung neuer Anforderungen und Regularien kritisch analysieren und beurteilen. Mit Hilfe der durchgeführten Delphi-Studie sollen aktuelle sowie zusätzliche Schwachstellen der aktuellen IT-Banksysteme und der verwendeten Applikationen lokalisiert, Verbesserungsvorschläge definiert sowie IT-Trends aufgespürt werden. Die Bank-IT soll 'State-of-the-Art' im Bereich ihrer Rechenkern-Leistung sein. Zu Beginn der Untersuchung in Kapitel zwei werden die Grundelemente des Rechnungswesens erläutert. Dabei wird näher auf das Basel II – Regelwerk eingegangen, da sie einen maßgeblichen Einfluss auf die Bankenaufsicht und das erforderliche IT-System ausüben. Im Anschluss daran wird in Kapitel drei die aktuelle Finanzmarktkrise näher analysiert. Dabei wird zunächst die amerikanische Subprime-Krise als Ursache für die aktuelle Krise beschrieben und die sich daraus entwickelnde weltweite Finanzmarktkrise untersucht. Im Anschluss werden die Bedeutung der Transparenz in der Informationslogistik sowie die Rolle der Finanzintermediäre eingehender im Hinblick auf Verbesserungspotenziale analysiert. In Kapitel vier werden Anforderungen an die derzeitig gültigen Bilanzierungs- und Bewertungsvorschriften, die Informationslogistik sowie an den IT-Systemen untersucht, um die Komplexität der Finanzmarktkrise zu beherrschen. Ein IT-System ist nur dann wirkungsvoll wenn, wie in Kapitel fünf beschrieben, die geeignete Finanzsoftware in der Gesamtbanksteuerung zum Einsatz kommt. Dabei werden insbesondere die Kosten von Standard- und Individuallösungen gegenübergestellt und die Funktionsweise der analytischen Applikationen exemplarisch am Beispiel des SAP Bank Analyzers erläutert. Die aus Kapitel fünf resultierenden Ergebnisse werden im Hinblick auf das Kosten-Nutzen-Verhältnis sowie auf ihre Effizienz kritisch gewürdigt. Die Ergebnisse aus der theoretischen Behandlung des Themas werden mit Hilfe einer entsprechenden Experten-Befragung durch eine Delphi-Studie in Kapitel sechs untermauert. Dabei wird eine Abkehr von der abteilungsspezifischen Einzelverantwortlichkeit und Ressortegoismus hin zur Gesamtverantwortung und -steuerung in der Bank erreicht mit Hilfe des Prozessmanagements (PM). Die originäre Aufgabe des PM ist, die Prozesse zu definieren und zu etablieren, durch kontinuierliche Überprüfung aktuell zu halten und den sich ständig ändernden Rahmenbedingungen (z. B. IT-Weiterentwicklung) anzupassen. Ebenfalls müssen Mess- und Steuerungsgrößen z. B. nach risikorelevanten Gesichtspunkten definiert werden. Banken orientieren sich an die divisionale Struktur der Organisation. Häufigste Erscheinungsform der Divisionalisierung ist die nach Produktgruppen. Die Produktgruppen bilden die Grundlage für entstehende Geschäftsbereiche (Geschäftsbereichsorganisation). Charakteristisch für die divisionale Struktur ist, dass die Divisionen umfassende Zuständigkeiten für das operative Geschäft besitzen und damit weitgehend autonom agieren können. Die Autonomie erlaubt die Übertragung von Gewinnverantwortung an den Divisionsleiter. Die Unterstützung der Divisionen übernehmen zentrale Abteilungen, die die Unternehmensleitung bei der strategischen Steuerung der Gesamtunternehmung unterstützen. Unternehmen, die eine Strategie der Diversifikation verfolgen, werden aufgrund der zunehmenden Komplexität gezwungen sein, eine divisionale Struktur aufzubauen. Chandler hat den Zusammenhang zwischen Diversifikation und Divisionalisierung als 'Structure follows Strategy' bezeichnet. Eine am Prozess ausgerichtete Organisation des IT-Bereiches führt zu einer konzeptionell erfolgreicheren und kostengünstigeren Leistungserstellung. Effiziente Prozesse in Banken sind überlebenswichtig. Der hohe Wettbewerbsdruck, die sinkenden Margen bei zu hohen Kosten und wachsende administrative sowie regulatorische Anforderungen mindern den Ertrag. Durch die Automatisierung von Prozessen lassen sich enorme Einsparungspotenziale generieren, wie z. B. die Reduktion der Gesamtkosten um bis zu 50%, die erheblichen Zeiteinsparungen in der Bearbeitung sowie zukünftige Planungssicherheit. Zu den wichtigsten Herausforderungen der Banken aus Sicht der IT ist an erster Stelle die Effizienzsteigerung durch Prozessautomatisierung zu nennen. An nachfolgender Stelle werden die Umsetzung von Compliance-Themen, die Erhöhung bzw. Erhaltung der Kundenbindung, die Integration der Vertriebskanäle sowie das Aufbrechen der WSK genannt. Die Ausrichtung der IT an den Geschäftsprozessen (IT-Alignment) führt dazu, dass Banken die IT-Lösungen mit der besten Unterstützung der Geschäftsstrategie und Geschäftsprozesse auswählen und realisieren sollen. Zunehmender Kosten- und Wettbewerbsdruck forcieren die Industrialisierung diverser Tätigkeiten in einer Bank. Die Taunus-Sparkasse hat durch das Geschäftsprozessmanagement (BPM) mittelfristig rund 44% ihrer Prozesskosten eingespart und steigerte so die Wertschöpfung innerhalb der Prozesse durch Kostenreduktion. Modernes BPM ermöglicht die Abbildung vieler Prozesse auf der gleichen Plattform. Weitere Vorteile sind u. a. die Reduzierung von menschlichen Fehleranfälligkeiten, die genaue Analyse der Prozessschritte und ihre Kosten, Ressourcenoptimierung sowie Komplexitätsreduktion und Vereinheitlichung von Abläufen. Operationale Risiken stehen im Fokus der Geschäftsprozesse. Je stärker der Geschäftsprozess von der IT-Infrastruktur abhängig ist, desto stärker hängt letztendlich die Bonität von einem aktiven RM ab. Somit übt die Güte der finanzrelevanten Geschäftsprozesse einen unmittelbaren Einfluss auf die Bilanzen der Banken aus. Prozesse sind Treiber für Umsätze, Gewinne und Verluste und ein optimaler Prozess zeigt, ob eine Bank die Marktchancen wahrnimmt und gleichzeitig die Risiken minimiert. Ein effektives BPM umfasst die laufende Aufgabe des Ansatzes beim Design und entsprechender Implementierung der Geschäftsprozesse und ist ein integraler Bestandteil des Wertschöpfungsprozesses. Die Absicherung eines effizienten proaktiven RM nach Basel II ist nur durch die permanente Kontrolle der Güte der Prozesse mit Hilfe von Leistungskennzahlen (KPIs) sichergestellt. Durch die kontinuierliche, automatisierte Überwachung der in den operativen Systemen ablaufenden Prozesse (Closed-Loop Verfahren) lassen sich die ermittelten Werte als Frühwarnindikatoren nutzen und damit liefern sie eine strategische Entscheidungsgrundlage für steuernde Eingriffe in die Geschäftsprozesse. Die Prozessorientierung basiert auf die Bereitstellung der IT-Infrastruktur, bankfachlicher Applikationen, Solutions und dem Sourcing. Zur Bereitstellung der Infrastruktur werden verschiedene Qualitätsverfahren (z. B. ITIL) herangezogen, die den Prozess beschreiben. Das Leistungsziel ist die Gewährleistung einer Vielzahl von Infrastrukturkomponenten (u. a. HW, DB, DWH). Die Bereitstellung bankfachlicher Applikationen orientiert sich an die Ergebnisse der Analyse von fachlichen Anforderungen und der zu unterstützenden Geschäftsprozesse. Daraus resultiert die fachliche sowie technische Spezifizierung der Architektur. Auf dieser Grundlage erfolgt die technische Umsetzung mit nachfolgenden mehrstufigen Testverfahren, ggf. Pilotierung und Roll-out. In der Bereitstellung von Solutions werden vollständige Prozessketten zusammengesetzt und mit einheitlichen Service Levels versehen. Dadurch werden individuelle Lösungen für fachliche Aufgaben bereitgestellt (integraler Bestandteil der WSK). Der Sourcing-Prozess kann zur Verringerung der IT-Komplexität führen. Durch das Sourcing-Konzept erfolgt eine Spezialisierung innerhalb der IT-Bereiche und die Auslagerung von Finanz-Teilfunktionen an externe und/oder interne Dienstleister (Out- oder Insourcing). Im Vergleich zu anderen Branchen dominiert bei Banken immer noch die Eigenerstellung von Unternehmensprozessen aufgrund der strikten gesetzlichen und aufsichtsrechtlichen Vorgaben. Das zu erreichende Ziel der Banken ist die Einführung einer hoch integrierten sowie flexiblen IT-Infrastruktur. Denn diese ermöglicht automatisierbare Prozesse auf einem hohen Qualitätsniveau mit Hilfe einer Standardsoftware, die weitgehend ohne manuelle Schnittstellen bestückt ist. Die Folge ist eine gemeinsame Datenbasis und eine einheitliche IT-Infrastruktur. Die Komplexität der IT in Banken ist ein nicht zu unterschätzender Kostenfaktor. Neben der Analyse und den Methoden führen sog. Business Rules (Geschäftsregeln) zur Komplexitätsreduzierung. Durch die strikte Trennung von Geschäftsprozessen und Geschäftsregeln für den Finanzbereich können Prozesse schneller und flexibler angepasst werden. Voraussetzung ist die Identifikation der Business Rules in den Geschäftsprozessen sowie ihre zentrale Dokumentation und Verwaltung. Das Ziel ist eine einheitliche, für die Fach- sowie IT-Seite verständliche und eindeutige Sprache. In Abbildung 16 werden die im Geschäftsprozess integrierten Business Rules extrahiert und in ein zentrales Regel-Repository eingestellt. Die strikte Trennung führt zu einem Prozessmodell, welches aus dem reinen Prozessablauf besteht und Verweise auf die Business Rules im Repository enthält. Dadurch lassen sich die Treiber der Komplexität (z. B. hohe Anzahl und Änderungsrate von Geschäftsregeln, unklare Definitionsanwendungen und redundante Dokumentationen) minimieren bzw. eliminieren und der Prozess wird effizienter.

To me, this is a very special and a spectacular way of coming to our mother land, particularly Hyderabad, Andhra Pradesh to speak to you about PGPR technology. The initial idea of having the First Asian PGPR Congress in Hyderabad was sparked by Dr. Y. R. Sarma, when he visited me in Auburn, Alabama, USA, seven months ago. We wanted to have an outlet where we could have alternative workshops and congresses that could be more accessible to people in this region of the world, given that it is difficult for many people interested in PGPR research to attend every International Conference. From those ideas we arrive at this Congress in Hyderabad. Plant growth promoting rhizobacteria (PGPR) are root associated bacteria representing many different genera and species that colonize the rhizosphere, rhizoplane and improve plant growth when artificially introduced onto seeds, seedpieces, roots, or into soil. PGPR improve plant growth by one or more mechanisms: direct stimulation of plant growth; enhancement of nutrient uptake; suppression of plant pathogens; and/or induction of resistance in host plants against pathogens. The first PGPR Workshop was held in Canada in 1987 and since then the workshop has been held every three years at various locations around the world: Switzerland (1990), Australia (1994), Japan (1997), Argentina (2000), India (2003) and The Netherlands (2006). The 8th International PGPR Workshop was held very recently in the Portland, Oregon, USA (2009). xviii Plant Growth Promotion by Rhizobacteria for Sustaninable Agriculture In 2003, the PGPR workshop held in India achieved considerable recognition and was attended by more than 300 delegates. Since then, PGPR research has increased exponentially and has resulted in continued boosting of new companies in a growing industry for the production of PGPR related products in India. Asian PGPR Congress for Sustainable Agriculture aims to assemble any professional who want to gain and share their knowledge on PGPR under one roof and to present their views on the following themes: • Status of PGPR research • PGPR applications in crops • Biofertilizers and PGPR in integrated nutrient management • Mechanisms, signaling, plant responses, bioactive metabolites • Plant pathogen - PGPR interactions • Farmers – academia - industry interaction • Biogeography, genomics, bioinformatics • Rhizosphere interactions, climate change and new technologies • Round table discussion on research – industry - policy interfacing • Commercialization, regulatory issues, trade barriers in PGPR • Human resource development and transfer of technology Today, many economically important agricultural, horticultural and ornamental crop plants are attacked by various soil borne and foliar diseases, resulting in billions of dollars in crop losses. Currently, the most widely used disease management strategy is the use of chemical fungicides. However, the use of these fungicides has encountered problems, such as development of resistance by pathogen to fungicides and rapid degradation of the chemicals. Other factors leading to increased interest in alternatives include the increasing cost of soil fumigation, lack of suitable replacements for methyl bromide and public concerns over exposure to fungicides. Both the agriculture and agri-food sector are now expected to move toward environmentally sustainable development, while maintaining productivity. These concerns and expectations have led to renewed interest on the use of "biologically based pest management strategies". One approach to such biologically based strategies is the use of naturally occurring and environmentally safe products such as PGPR. It has long been known that many microorganisms in the soil root ecosystem are attracted by nutrients exuded by plant roots. This soil-root ecozone is called rhizosphere. Many bacteria from the rhizosphere can influence plant growth and plant health positively, and we refer to them as PGPR. The beneficial effect of these bacteria have been variously attributed to their ability to produce various compounds including phytohormones, organic acids and siderophores, fixation of atmospheric Preface xix nitrogen, phosphate solubilization, antibiotics that suppress deleterious rhizobacteria or to some other unidentified mechanisms. Worldwide, PGPR technology is being considered as the latest pursuit for expertise in knowledge intensive sectors. Currently, the global agriculture biotech industry is valued at an estimated US$ 45 billion and is expected to grow at 25% annually. Indian Ag biotechnology industry is currently valued at US$ 2.5 billion. Much of the credit for growth of the Indian Ag biotechnology industry goes to the government that created a separate department for biotechnology under the Ministry of Science and Technology. Our state governments are also equal contributors towards making India an emerging hub of Ag biotechnology. Today, we have the benefit of having both Central and State Governments partnering with us for this congress. I see similar capabilities in all participating Asian countries and we all inherently have the strengths, excellent networks of research laboratories, rich biodiversity, well-developed seed industries and most importantly highly skilled and trained pool of scientific manpower. Today, Asian countries are slowly but steadily preparing themselves for an emerging Ag biotechnology revolution. The success in this sector, however, depends on a number of enabling factors like facilitating venture capital funding, technology absorption and strengthening of links between the industry, academic and government institutions, not only within each country but amongst all Asian countries and our International partners. The green revolution of agriculture brought an enormous increase in food production. It not only made the world self sufficient in food but also gave the world's scientists and farmers an immense amount of selfrespect. Though the green revolution did increase food production, the productivity levels have remained low and increase was achieved at a cost of intensive use of water, fertilizer and other inputs which have caused problems of soil salinity, ground water pollution, nutrient imbalances, emergence of new pest and diseases and environmental degradation. To feed the ever increasing population globally and in Asia more and more food now has to be produced from less and less land, water and other natural resources. It is therefore apparent that we have to do things differently and doing more of what we did yesterday will not take us forward. With the advent of PGPR technology and its use on crops, we can achieve higher productivity, better quality, improved nutrition, improved storage properties, increased pests and disease resistance and achieve higher prices for farmers in the global market place. PGPR technology has the immense potential of eradicating rural poverty and fueling Asia's GDP growth. By exploiting our knowledge of PGPR technology we have the opportunity to make Asia the global center of bioresearch. The PGPR industry is a relatively new venture, just coming out of its infancy. Its potential is being tested, realized and used. The public xx Plant Growth Promotion by Rhizobacteria for Sustaninable Agriculture awareness and acceptance of PGPR will accelerate the process. Currently these are being supplemented by private individual entrepreneurs for developing PGPR products for local needs as well as for the export market. Technologies are flowing into the country due to the changed economic scenario. With continued support we can soon become global players in PGPR technology. I hope I have been able to impart upon you the great enthusiasm I feel about the future through the use of PGPR. We must bring about a massive collective global effort dedicated to funding new research in PGPR's. I encourage all of you here to bolster the spirit in your colleagues and yourselves as you now enable Asia to become a world leader in the application of PGPR technology to the betterment of our agriculture. I am confident that by working together we can overcome the obstacles and seize the opportunities in the PGPR technologies in the new millennium. I am taking this opportunity to call upon all stakeholders from the wide range of Asian countries to join hands and use PGPR to make our world a better place to live. Energy security is a cornerstone of Ethiopia's economic and industrial policy. In recent years, the country has gradually developed its renewable energy potential, adding wind, solar, geothermal and hydroelectric capacity to its energy mix. Combined, these energy sources have the potential to generate more than 60,000 megawatts (MW) of electric power.
While Ethiopia has abundant renewable energy sources, with great potential to become a renewable energy hub in the Horn of Africa region, private investment in the sector remains low. With over 60 per cent of the country's population lacking access to electricity,[1] Ethiopia's commitment to pursuing a renewable energy transition and integrating climate resilience into its national development strategies is severely hamstrung by underinvestment and the high debt burden. Collectively, these challenges limit access to non-concessional green and climate finance.
At the international level, Ethiopia faces the challenge of satisfying the stringent requirements set by international financial institutions and climate funds. In 2021, over 88 per cent of the country's total energy supply still comprised fossils, including biofuels and waste, with renewable energy accounting for just over 3 per cent instead (Figure 1).[2]

Bringing Ethiopia's renewable potential to bear
In its Nationally Determined Contributions, Ethiopia estimates that it would need approximately 316 billion US dollars to achieve its climate goals by 2030.[3] The country's current Energy Development Plan includes expanding access to energy supply, providing rural populations with clean technologies, offering a high-quality electric power service, building a reliable electric power infrastructure, ensuring financial sustainability for the energy sector, attracting private investment, and developing skills and capacity to deliver on the energy development plan.[4]
Implementing the Energy Plan will be key to the country's future trajectory. While Ethiopia has registered impressive GDP growth in recent years, ranging between 6 and 12 per cent per year, achieving the country's developmental vision will require adequate, reliable, affordable, environmentally sustainable, and diverse energy supply options.
Currently, around 90 per cent of Ethiopia's electricity generation comes from hydropower, with wind and thermal sources providing 8 and 2 per cent respectively.[5] To align the country's Energy Development Plan with its Vision 2030,[6] Ethiopia is investing in major energy infrastructure projects like the 4 billion US dollars Grand Ethiopian Renaissance Dam (GERD) – Africa's largest hydroelectric project – and the Koysha Hydro Power dam, which will be the second-largest dam in Ethiopia with an anticipated capacity of 2,170 MW. Additional renewable energy projects include the Aysha Wind Farm – a 600 million US dollars project with the potential to generate 300 MW of energy – and the Aluto Langano geothermal energy plant, producing around 7.3 MW of power. Notably, the Aysha wind farm project which was signed between the government of Ethiopia and UAE's AMEA Power is expected to support the creation of 2,000 jobs during the construction and operational phases.[7] Altogether, these projects will significantly boost Ethiopia's power generation, enhance energy access and catalyse investments in agriculture and manufacturing – two critical sectors for "Vision 2030".Mobilising Italy's Mattei Plan for Ethiopia's green transition
Against this backdrop, Italy's recently announced Mattei Plan for Africa has the potential to be a catalyst for Ethiopia's renewable energy development agenda. Italy can support Ethiopia in achieving its energy and climate objectives in several ways: among them, fostering genuine partnerships rooted in mutual respect and reciprocity, investing in both infrastructure and diplomacy, and leveraging its influence in international fora like the G7 while simultaneously mobilising EU member states to support Africa's renewable energy path.
One possible area to enhance Italy-Ethiopia cooperation is through private-sector-led infrastructure development, including the construction of cross-border regional power infrastructures that would position Ethiopia as a regional hub for renewable energy. Beyond creating much-needed jobs and economic opportunities, cross-border regional infrastructure can enhance and deepen regional integration, enabling new forms of economic and political integration to emerge, thereby contributing to peace and stability in a region characterised by growing fragility. Improved regional infrastructure can reduce resource-based conflicts by facilitating equitable distribution and access to resources. An example of a cross-border regional infrastructure project is the 35 billion US dollars investment headed to Ethiopia and Kenya to develop the two countries' geothermal resources in the East African Rift. This project is expected to contribute around 90 per cent of the projected 13 GW in geothermal energy generation in Africa by 2050.[8]
By establishing a strong economic and political foothold in Ethiopia, Italian investors can gain access to a rapidly growing renewable energy market in East Africa while simultaneously positioning Italy as a new regional player, thus helping to solidify Italy's standing in the region.
In light of the urgent need to mobilise substantial climate finance from diverse sources, Italy's Mattei Plan[9] could be a potential policy platform to support Ethiopia's transition to a low-carbon future – with a multiplier impact for sustainable development.Establishing a genuinely equal-to-equal partnership
Italian Prime Minister Giorgia Meloni has indicated that her presidency of the G7 will be characterised by a strong commitment to engage with African countries to "build a cooperation model based on mutually beneficial partnerships, away from paternalistic or predatory logics".[10] While this is an important starting point, the real test is how the Prime Minister matches rhetoric with action. Already, the Mattei Plan has been questioned by critics who describe it as another 'cash for migrants' initiative designed to stop African migrants from coming to Europe.[11] Italian policy makers should resist the temptation to reduce the Mattei Plan to a migration containment policy that effectively reduces African countries to the role of EU 'coastguards'. Instead, the Mattei Plan should position itself as a "partnership of equals" that opens windows of opportunities for a shared future with African countries.
In addition to mobilising public and private sector funding for infrastructure development in support of the continent's green transition, the Mattei Plan should also help African countries build institutional capacity and coordination skills to manage and deploy green finance effectively. This includes capacity-building programmes to help Africans meet the requirements set by international financial institutions to unlock climate financing. Training workshops and capacity-building programmes for government officials and civil society leaders will be key to enhancing Africans' skills to monitor and report on the impact of funded projects. This is crucial because as competition for international green finance intensifies, many African countries vying for a limited pool of resources are left out.Multilateralising the Plan
From a geopolitical perspective, Italy is not the only actor interested in exploiting opportunities that exist in Ethiopia's – and more broadly, in Africa's – renewable sector. Competitors like China, Russia, Iran, UAE, the US, and Germany have invested billions of dollars in renewable energy projects across the continent.
Italy's initial pilot funding of just 5.5 billion euros[12] will unlikely make an impression on Ethiopian policy makers. In addition, due to its limited fiscal space, Italy alone will not be able to bridge Africa's huge financing gap. To cement its position as a trusted development partner, Rome must leverage its global networks and rally Africa's major development partners, including the EU, to work towards reinforced multilateral and cooperative solutions to scale up financial flows and promote economic and political reforms that create the conditions for sustainable and inclusive growth benefiting African countries.
At the recent G7 Summit in Apulia (Italy), G7 leaders committed to accelerate investments in Africa's renewable sector by establishing the "Energy for Growth in Africa".[13] This initiative is expected to boost private financing and the flow of concessional finance to overcome barriers to the development of Africa's renewable energy sector. Building on this and other platforms, Italy can leverage its Presidency of the G7 to call on global financial institutions and EU member states to scale up their support and facilitate access to climate funds for countries like Ethiopia. Ein Gespräch über gute Hochschullehre zwischen Innovationsförderung und Grundfinanzierung – und die Arbeit einer Stiftung, die der Lehre zu mehr Anerkennung verhelfen soll.

Frau Raue, zu Anfang eine dumme Frage: Warum braucht Hochschullehre eigentlich "Innovation"? Haben gute Lehrende es nicht zu allen Zeiten verstanden, ihre Zuhörer zu packen und ihnen das
begreifbar zu machen, worauf es ankam? 



 



Das ist keine dumme Frage, es stimmt ja, was Sie sagen. Nur sollte ausgezeichnete Hochschullehre kein Zufall sein und nicht vom Talent einzelner abhängen. Gute Hochschullehre hat viel mit
Strategie und Handwerk zu tun, und das kann man entwickeln, lernen und weitergeben. Und auch wenn es einen dauerhaften Kern dessen geben mag, was gute Lehre ausmacht, so ändert der technologische
Fortschritt doch die Instrumente, die ihr zur Verfügung stehen. Es ändern sich das Wissen und die Fertigkeiten, die es zu vermitteln gilt, und der Wandel der Gesellschaft führt zu ständig neuen
Anforderungen an die Hochschulen. Immer mehr Berufe bedürfen einer akademischen Ausbildung, rund die Hälfte eines Altersjahrgangs studiert, wir erleben globale Krisen. Auf all das muss die
Hochschullehre reagieren, manchmal schnell reagieren, denken Sie an die Corona-Krise, denken Sie an Künstliche Intelligenz und ChatGPT, und dafür muss die Hochschullehre in der Lage sein, sich
ständig selbst zu erneuern.



 



Das heißt, Ihre Stiftung fördert neue Strukturen, Modelle und Ideen – und nicht Lehrpersönlichkeiten?



 



Wir fördern strukturelle Veränderungen durch Modellprojekte und Impulse. Am Ende werden aber Strukturen, auch an den Hochschulen, von Menschen gemacht. Darum heißt auch eine unserer drei
Programmlinien "Freiraum" und ist auf Personen zugeschnitten. So, wie vor zehn, 15 Jahren der Schlachtruf in der Forschung lautete, in die Köpfe zu investieren, kommt es auch in der Lehre
zunächst vor allem auf die Köpfe an. Durch die Förderung und Verbreitung ihrer Ideen entsteht dann etwas Neues, Hochschulübergreifendes. 



 



Das klingt nach Begeisterung, nach Aufbruch. Allerdings hat die Stiftung vergangenes Jahr mit ihrer ersten "Freiraum"-Ausschreibung gleich großen Frust verursacht. Gastautoren sprachen in
der ZEIT sogar von einem "Skandal". 



 



Sie sagen es: Das war unsere allererste "Freiraum"-Ausschreibung, wir hatten keine Referenzpunkte. Unser Ziel war, keine thematische und auch keine fachliche Vorgabe zu machen und all den Ideen,
die irgendwo da draußen in den Köpfen und Schubladen steckten, eine Chance zu geben. Wir haben die Zahl der Anträge auf die ersten 600 begrenzt und diese dann in einem wissenschaftsgeleiteten
Verfahren begutachtet. Da haben wir dann ziemlich viel Wind bekommen, das ist richtig – weil manche fanden, wir hätten unnötig Druck erzeugt. Man muss allerdings auch sehen, dass uns in der
Stiftung nur 34 Stellen zur Verfügung stehen, um tausende von Anträgen zu bearbeiten. Wie auch immer: Wir haben daraus gelernt und das Verfahren in der zweiten Ausschreibungsrunde geändert.

die Förderquote bei ein oder zwei Prozent liegt."



 



Sie haben ein Losverfahren eingeführt.



 



Im Rahmen eines mehrstufigen Verfahrens, ja. Um an den Hochschulen nicht jede Menge unnötige Arbeit zu verursachen, reicht es jetzt, wenn die Antragstellenden erst einmal eine Interessenbekundung
abgeben. Rund 4500 sind bei uns eingegangen. Aus diesen haben wir, wissenschaftlich begleitet von Statistikern und Volkswirten, rund 500 ausgelost. Eine Zahl, die für uns bewältigbar ist im
Rahmen eines Auswahlverfahrens. Ich meine, das ist eine für beide Seiten, Stiftung und Antragstellende, faire und ressourcenschonende Lösung. Niemand kann Interesse haben an einem riesigen
Antragsaufwand, wenn dann die Förderquote bei ein oder zwei Prozent liegt.



 



Wie messen Sie, ob aus einem Antrag eine echte Innovation und ein Fortschritt für die Hochschullehre entsteht?



 



Die Projekte müssen eigene Kriterien entwickeln, wie sie ihren Erfolg messen wollen. Insofern habe ich da keine eindeutige Antwort für Sie. Es macht gerade den Reiz von "Freiraum" aus, dass da
ganz Neues erprobt wird. Daher gibt es auch nicht das Verdikt, das alle sofort erfolgreich sein müssen. Wir stehen als Stiftung dafür, dass man aus einem Scheitern lernen darf. Allerdings müssen
auch andere daraus lernen können, deshalb bauen wir eine Datenbank auf, die nachvollziehbar macht, welche Experimente und Verfahren sich als nicht geeignet erwiesen haben. Fehler sollen gemacht,
sie sollen aber nicht mehrfach von unterschiedlichen Projekten gemacht werden. Allerdings gehört zur Wahrheit dazu, dass Sie nicht von jedem einzelnen, teilweise kleinen Projekt eine allen
Ansprüchen genügende Wirksamkeitsforschung erwarten dürfen. 



 



Am Ende muss aber zumindest die Stiftung gegenüber der Politik und dem Steuerzahler plausibel nachweisen, dass sich das ganze Geld, immerhin 150 Millionen Euro pro Jahr, lohnt.



 



Das sehe ich genauso, bitte aber gleichzeitig um ein wenig Geduld. Im November feiert unsere Stiftung ihren dritten Geburtstag, das ist kaum ein Zeithorizont für eine belastbare Evaluation. Ich
halte es für einen ersten großen Erfolg, dass es uns gelungen ist, schon in den Aufbaujahren das uns zur Verfügung gestellte Geld vollständig und qualitätsgesichert an die Hochschulen zu bringen.
Mittelfristig kann man unsere Wirksamkeit als Stiftung zum Beispiel daran messen, ob die Einwerbung von Drittmitteln für Lehrinnovationen bei den Antragstellenden zu mehr wissenschaftlicher
Reputation führt, etwa bei der Verteilung von Hochschulgeldern im Rahmen der Leistungsorientierten Mittelvergabe. Ein weiterer Beleg, dass die Stiftung einen guten Job macht, wäre für mich, wenn
sie von der Politik genauso selbstverständlich als öffentliche Stimme der Wissenschaft wahrgenommen wird wie die Mitglieder der Allianz der Wissenschaftsorganisationen. Dafür müssen wir aber als
Stiftung erst vollkommen handlungsfähig werden.



 



Was meinen Sie damit?



 



Wir sind personell sehr knapp aufgestellt. Wir dürfen drei Prozent unseres Haushalts für eigene Stellen ausgeben, wir schaffen auch eine Menge weg, weil wir ein intrinsisch stark motiviertes Team
sind. Fakt ist aber: Anderen wissenschaftliche Förderorganisationen in der Wissenschaft wird eine Quote von zehn Prozent und mehr zugestanden. So weit will ich nicht gehen, aber wir müssen so
ausgestattet sein, dass wir unsere Aufgaben erfüllen können.

nicht nur Fördermittel ausgibt, sondern dass wir zugleich Impulsgeber für Transfer sind."



 



Für 2023 hatte das BMBF Ihnen sogar das Geld gekürzt. Im Haushaltentwurf für 2024 steht jetzt zumindest der volle Bundesanteil drin. Glück gehabt?



 



Ich bin Berufsoptimistin. Bund und Länder haben eine Verwaltungsvereinbarung abgeschlossen, damit haben sie viel Mut und Kraft bewiesen, denn solch ein Dokument hat fast schon Gesetzeskraft. In
den ersten Jahren hat der Bund uns allein finanziert, von 2024 steuern die Länder wie vereinbart ihren Anteil bei. Ich bin überzeugt: Beide Seiten wollen ihre Zusage einhalten. 



 



Sie fühlen sich mit den Ländern sicherer als zuvor allein mit dem Bund?



 



Wir waren in der Lage, dem Bund nachzuweisen, dass wir unser Geld brauchen, weil die Fördermittel schon gebunden waren. Das BMBF hat uns dann unterstützt, und die geplanten massiven Einsparungen
für dieses Jahr wurden zum Glück rückgängig gemacht. Am Ende blieb ein Minus von neun Millionen Euro übrig, das ist verkraftbar, wenn es sich nicht wiederholt. Mein Eindruck ist, wir müssen noch
klarer machen, dass die Stiftung nicht nur Projektträger ist, also Fördermittel ausgibt, sondern dass wir zugleich Impulsgeber für Transfer sind. Und dass unsere Vernetzungsaufgaben, ich habe das

Wir haben einiges in der Vorbereitung, auch neue, große Programme, aber für deren Umsetzung brauchen wir erstmal einen Wirtschaftsplan für 2024, und auf den warten wir noch.



 



Bei allem Respekt: Dient das, was die Stiftung da leistet, der Politik vor allem dazu, mit ein bisschen Glamour von der dramatischen Unterfinanzierung der Hochschullehre in der Breite
abzulenken?



 



Ich teile Ihre Einschätzung, dass die Hochschulen gerade in der Lehre völlig unzureichend finanziert sind. Und auch, dass eine Stiftung mit einem Etat von 150 Millionen Euro überhaupt nicht in
der Lage ist, diese Situation zu heilen. Darum müssen wir uns fokussieren: auf Impulse, auf Modellprojekte, und denen dann die Verbreitung in die Hochschullandschaft hinein ermöglichen. 



Wichtig ist: Gute Lehre beginnt am ersten Studientag im Hörsaal und setzt sich fort im Seminar und im Labor. Dort finden die erste Wissenschaftskommunikation und der Transfer statt, nicht erst am
Ende einer anwendungsreifen Forschung. Was wir zu Beginn in der Hochschullehre verpassen, lässt sich am Ende des Prozesses nur schwer nachholen. Das ist wie mit dem Zähneputzen: Was in frühen
Jahren versäumt wird, lässt sich im Nachhinein nur schwer reparieren, auch nicht mit einem einzelnen Goldzahn.

Die Arbeit befasst sich mit staatlichem Machtverhalten gegenüber dem Internationalen Strafgerichtshof (IStGH). Es wird argumentiert, dass Staaten ihre Bekenntnisse zum IStGH 'maßschneidern' und 'einhegen', abhängig davon, inwieweit sie eine Möglichkeit sehen, internationale Kooperationsprobleme zu lösen. Aus politikwissenschaftlicher Sicht ist es erstaunlich, dass so viele Staaten das Römische Statut ratifizieren, obschon es einen massiven Eingriff in die eigene Souveränität bedeutet. Wenn man jedoch miteinbezieht, dass viele Vertragsstaaten die Kooperation verweigern, muss die Glaubwürdigkeit von Bekenntnissen in Form von reiner Ratifikation in Frage gestellt werden. Dementsprechend werden folgende Forschungsfragen aufgeworfen: Wie lassen sich Bekenntnisse zum IStGH messen, jenseits der Ratifikation des Römischen Statutes? Und: Was erklärt das Ausmaß umfassender Bekenntnisse zum IStGH? Konzeptionell wird die Annahme zugrunde gelegt, dass Staaten sich gegenüber dem IStGH in einem Delegationsdilemma befinden. Es gibt es starke Anreize, zu ratifizieren und ein Vertragsstaat zu werden. Gleichzeitig besteht die Sorge, dass der Gerichtshof entweder zu schwach sein könnte, um sich gegen Politisierungsversuche einzelner Staaten zu schützen oder gar so stark werden könnte, dass er das eigene Mandat überschreitet und sich damit der Kontrolle der Staaten entzieht. Damit ist die Ratifikation für die Staaten äußerst riskant und nichtsdestotrotz für viele Staaten unabdingbar. Um dem Dilemma zu entkommen, nutzen die Staaten die Strategien der 'Maßschneiderung' und 'Einhegung' der eigenen Bekenntnisse indem sie Vertragsstaat werden, aber bspw. Änderungsverträge nicht ratifizieren. Somit können Staaten die Vorteile der Mitgliedschaft nutzen und gleichzeitig einen strategischen Handlungsspiel- raum behalten. Das Ausmaß dessen hängt davon ab, inwieweit die Staaten Kooperationsprobleme des internationalen Rechts lösen können. Diese sind beispielsweise, dass es in Anbetracht des Fehlens einer globalen Exekutivmacht schwer ist einzuschätzen wer sich rechtskonform verhalten wird und wer nicht. Die eigene Rechtstreue kann damit zum strategischen Nachteil gegenüber anderen Staaten werden. Mit dem IStGH existiert ein internationaler permanenter Strafgerichtshof, der die Macht hat, Völkermord, Verbrechen gegen die Menschlichkeit, Kriegsverbrechen und das Verbrechen der Aggression zu untersuchen und zu ahnden. Die Schaffung eines solchen Gerichtshofes senkt die hohen 'Monitoringkosten' für Staaten, die anfallen, wenn diese dezentral oder nur in Institutionen für Einzelfälle mit zeitlich begrenztem Mandat überwacht werden. Darüber hinaus bietet die freiwillige Unterwerfung unter einen solchen Gerichtshof die Möglichkeit, die Glaubwürdigkeit bereits gemachter Bekenntnisse zu Verträgen der Menschenrechte und des Kriegsvölkerrechts zu erhöhen. In der Arbeit wird ein zweistufiges y-zentriertes Forschungsdesign umgesetzt. Dessen Ziel ist es, das Konzept der Einhegung und Maßschneiderung staatlicher Bekenntnisse nachzuweisen und die Erklärungskraft der Lösung von Kooperationsproblemen als theoretisches Argument zu überprüfen. Im ersten Schritt wird der Index of Commitment to the ICC zur Messung unterschiedlicher Ausmaße staatlicher Bekenntnisse entwickelt. Dadurch gelingt es die 'black box' der Vertragsstaaten zu öffnen, und Variation innerhalb der Gruppe der Vertragsstaaten zu erzeugen. Im zweiten Schritt wird der Index als abhängige Variable betrachtet und mit Hilfe von verschiedenen Regressionsanalysen überprüft, wie stark die Erklärungskraft der aus der Theorie abgeleiteten Hypothesen ist und wie sich diese im Vergleich zur Erklärungskraft in Bezug auf die reine Ratifikation als alternative abhängige Variable zeigt. Das zentrale Ergebnis der empirischen Überprüfung ist, dass tatsächlich nur sehr wenige Staaten einen hohen Indexwert erzielen und somit ein umfassendes Bekenntnis zum IStGH zeigen. Nur 26 von 195 Staaten haben keine oder kaum 'maßgeschneiderte' und 'eingehegte' Bekenntnisse, wie z.B. Deutschland, Belgien oder Kroatien. Die meisten der untersuchten Staaten weisen ein äußert hohes Maß an 'Einhegung' und 'Maßschneiderung' auf. Diese sind im Extremfall so stark (z.B. bei Bangladesch, Burundi oder Afghanistan), dass sie sich kaum von denen unterscheiden, die kein Vertragsstaat sind. Damit wird deutlich, dass sich das Delegationsdilemma gegenüber dem IStGH für die Staaten unterschiedlich stark zeigt. Zwar spielt der Grad an Demokratie eine wichtige Rolle in Bezug auf das Ausmaß der 'Eingehung' und 'Maßschneiderung' der Bekenntnisse, mindestens genauso entscheidend ist jedoch, welche Möglichkeiten für die Staaten bestehen, durch die Unterwerfung unter den IStGH, internationale Kooperationsprobleme in Bezug auf Humanitäres Völkerrecht und Menschenrechte zu lösen. ; The study deals with states' power political behavior towards the International Crim- inal Court (ICC). It argues that states constrain and customize their commitment dependent on their possibilities to solve cooperation problems of international law. From the view of political science, it is puzzling that so many states became a state party to the Rome Statute although this means a serious intrusion into their national sovereignty. However, as many states parties refuse cooperation (as e.g. in the case of Omar Al-Bashir who could travel unhindered through several states parties' territories, though there was an international arrest warrant) we have to scrutinize the credibility of those commitments. The questions arises as to how can we conceptualize and measure commitment to the ICC in a broader way, beyond ratification of the Rome Statute? And, how can we explain the extent of comprehensive commitment to the ICC? Conceptually, the study draws on the delegation dilemma to the ICC. On one hand, states have strong incentives to become a state party. On the other, there is reason to fear that the court could become either too weak to cope with trials of politicization or too strong and exceed its own mandate. Ratification is a risk but meanwhile necessary. In order to solve the dilemma states constrain and customize their commitments including not ratifying additional or amending agreements. Thus, they can become a state party and concurrently leave room for strategical behavior while being a state party to the ICC. The states' extent of constraining and customizing depends upon their possibilities of solving cooperation problems of international law with the ICC. The states (in the absence of a strong enforcement mechanism) do not know which of the other states will comply with the law and which will not. Their own compliance can become a strategic disadvantage in relation to states that don't comply. With the ICC a permanent international institution is provided that is able to inves- tigate and prosecute genocide, crimes against humanity, war crimes and the crime of aggression. The creation of such a court reduces monitoring costs that would occur when those norms were otherwise monitored by many different monitoring agencies. Moreover, the self-binding to such a court increases the credibility of commitment al- ready made to humanitarian law and human rights law. Making those theoretical arguments testable in an empirical analysis, the present study uses a two-step y-centered research design to measure and explain the states' compre- hensiveness of commitments to the ICC. In the first methodical step, the Index of Commitment to the ICC will be suggested as the measuring device for a comprehensive commitment to the court. In this way it becomes possible to open the black box of states parties and to show different levels of commitment to the court. In the second methodical step the explanatory power of the theoretical argument of solving cooperation problems with the ICC will be tested by means of regression analyses. Therefore, the hypotheses will be tested explaining the index positions compared to the mere ratification of the Rome Statute. The central empirical finding is that there are only very few states that reach a high index value; thus, they commit themselves comprehensively, such as Germany, Bel- gium or Croatia. Most of the states parties have constrained and customized their commitments. Those are in part so strong that their commitment behavior is almost comparable to those of non-party states, such as Bangladesh, Burundi or Afghanistan. The regression analyses point out that those states constrain and customize the com- mitments the least that have a high level of democracy and ratified a high number of treaties of humanitarian law and human rights law. This shows that states commitment to the court is not only related to the level of democracy but also to the states commitment to humanitarian law and human rights law, since the ICC is able to solve cooperation problems of international relations.

Over the last half of the 20th century air pollution has become a political issue and a severe health problem in most of the developed economies of the world. The concentrations of toxic pollutants reached levels that pose risks to human health, together with overpopulation gathered in megacities and as an aftermath the massive industry activities. The potential for serious consequences of exposure to high levels of ambient air pollution was made clear in the mid-20th century, when cities in Europe and the United States experienced episodes of air pollution, such as the infamous London Fog of 1952 and Donora Smog of 1948 that resulted in large numbers of excess deaths and hospital admissions. In the last years, problems connected with air quality in great urban areas and with the stresses that the atmospheric pollution cause on the human health, have urged the European Community to create a framework to establish criteria for air quality data collection and analytical techniques with particular reference to the location and the minimum number of sampling sites. In particular, it has been proposed that air quality monitoring focused on the protection of human health, must be performed in areas where the exposition to the high levels of pollution is maximum for a significant period of time and that the areas chosen for monitoring should be representative of other similar areas. The re-design/optimization of an existing Air Quality Monitoring Network (AQMN) by excluding or relocating monitoring stations with specified methods and criteria is a complicated procedure. The present work attempts to examine and define some of these criteria together with an evaluation model developed using the method of multiple linear regression. In order to achieve this purpose, two air pollution episodes are going to be studied; the first is a photochemical ozone episode in the city of Athens and the second one is a Particulate Matter smog episode in the city of Istanbul. Both cities are in the east Mediterranean territory with more or less similar climate characteristics, typical for their specific geographic location. Each of these cities has also specific and unique cultural and topographic characteristics that have to be taken in account. Both of these areas are very important for studies which evaluating the relationships between monitoring sites in urban environments and their utility for environmental monitoring programs and epidemiologic studies. Most of the studies are trying to establish uniform criteria for classifying and designating locations for air monitoring stations. Sometimes these criteria are not applicable in such areas with certain particularities. The city of Athens has the unique particularity of the classical Antiquities scattered in the center of the city and the suburbs, facing the significant issue for their protection from various traffic and industrial pollutants. On the other hand the city of Istanbul is the largest city in the European territory with serious environmental problems due to heavy air pollution since the beginning of industrialization of the area. The protection of sensitive receptors in a very densely populated city without methodically arranged spatial planning until recently, is another particularity that has to be considered. The objectives of a new Air Quality Monitoring Station (AQMS) setup are presented here and we are trying to categorize the proposed Macro and Micro scale siting criteria for relocating an AQMS. Simultaneously, these criteria could be useful for a possible exclusion/elimination from the network of an AQMS in operation. An active AQMS should be a candidate for exclusion if it is characterized as "redundant". A redundant AQMS is a less "statistical representative" or a "least informative" one. The measurements of the specific site should not be representative according to its current classification and this is also studied with the assistance of the applicable evaluation model, during the aforementioned air pollution episodes at chapter 7. The initial classification of monitoring sites from the governmental authorities is another subject of the present work and it is discussed further in such cases, as we'll see in Athens AQMN, where the initial classifications of most of the stations had been done without future development predictions in the early 80's. A deficient classification or "a not further updated one" through the years reflects a poor representative site. The classification of those AQMSs from Athens' AQMN was preferred to be analyzed against Istanbul's sites because for the former there is additional information and historical data since 1984 and there is also significant information for the spatial structure and planning of the city of Athens. The necessities and objectives of an AQMN have been reported in literature (Liu et al., 1986; Liu et al., 1977; Modak, and Lohani, 1985; Ludwig et al., 1976) and can be summarized as: (1) Planning and implementing air quality protection and air pollution control strategies; (2) Ensuring that the air quality standard is achieved; (3) Preventing or responding quickly to air quality deterioration; (4) Evaluating the exposure population and other potential receptors; (5) Controlling emissions from significantly important sources. These objectives also cover the minimization of network cost. It is difficult to design an AQMN covering all the objectives stated above. Most of the reported methods applied to specific situations wherein one or two of the previous objectives are considered. The role of AQMNs in early warning systems is also discussed in this study and we will try to recommend a monitoring station as the most representative of the network as a "pilot" indication of a potentially evolving air pollution (PM10) episode. The assessment of how representative (for a specific pollutant) is a part of an active monitoring network (although it is difficult to assess using monitoring data only) in certain areas is also discussed. Finally at Annex I and Annex II of the present work, are referenced some case studies and the implementation of contingency plans. Annex III illustrates the international air quality real time information web-sites, with concentration levels for most of the public related pollutants, maps and in some cases pollution forecasts. The time-series raw data for ozone concentrations are officially provided from the web-site of the Greek Ministry of Productive Reconstruction, Environment and Energy. The Turkish Ministry of Environment and Urban Planning also provided the particulate matter time-series data from its website.

Overseeing the Australian election campaign one could conclude that it truly was a battle to the very end, in which there was an unruly sense of tension and anticipation in the air as 14 million citizens were called to cast their compulsory vote on 21st of August, for the 27th Prime Minister of Australia. The true encounter held between the two traditional front running parties that possessed two flawed leaders.The ALP (Australian Labor Party) the centre left party, who held power from 2007- 2010, faced a recent internal crisis not seen since 1991, a party room coup. The previous Prime Minister Kevin Rudd sworn in, in 2007 was over thrown on the 23rd of June 2010 due to months of dramatic losses in public support and key factions required to sustain his leadership. Key decisions made by the leader such as the controversial resource super profits tax, the global emissions trading scheme, endless broken promises and extravagant spending, all contributed enormously in the decline of voter's approval towards the leader.Consequently this descending dissatisfaction caused severe instability within the party itself and resulted in communication of an internal leadership ballot that would be held by the Labor party caucus, forcing a choice to be made of whether to continue behind Rudd's reign as leader, or choose Deputy Prime Minister Julia Gillard as their representative. Rudd was beaten by a landslide and overnight Gillard replaced him, becoming the first female Prime Minister of Australia. She held this temporary role into the elections for eight weeks and three days while also holding the position of actual contender, representing the Labor Party for the honourable title. After this replacement she commented on various occasions that she could not truly consider herself Prime Minister until she was voted so democratically by the people.The LPA (Liberal Party of Australia) is the self proclaimed centre right party; who demonstrated far more stability as a whole during the campaign although its leader Tony Abbott was highly questioned. Abbott, a previous Minister for Employment Services, Minister for Employment and Workplace Relations & Minister for Health and Aging came to be leader of the Liberals in December of 2009. Voting took place between Malcolm Turnbull (ex Minister for Environment and Water Resource) and himself for the role, as the previous leader (ex Prime Minister John Howard) refused to go into another election. After Howard's departure and refusal to run for another election, Abbott won the previously mentioned internal elections by only one point and thus was chosen to lead the party into the 2010 elections.As the elections were called rather abruptly after the crumbling of the Labor Party, both parties were forced to present strong and structured strategies on their ideas for the growth and prosperity of the nation. The main issues on debate were climate change, economic management, taxation, population policy, asylum seekers, health, and the national broadband network.The Labor Party focused its agenda on "moving Australia forward" as their slogan stated by "talking to the Australian people in this campaign about how our nation can seize the opportunities of the future". Gillard and her team claimed this was possible through: a health reform, advancing the national health and hospital system; "a tax plan for our future" entailing the reinvestment of profits made in the commodities boom of non renewable resources; an enhanced superannuation plan; the creation of a national curriculum based on specific subjects and the building of "better regional cities".On the other hand, the coalition, apart from dictating their ideas on further productivity and positive changes for the country used scare tactics and the fact that Labour was unstable to their advantage. This worked to their benefit to a certain degree as many individuals were disappointed and confused with the decisions of the Labor Party. Leering closer to the election dates figures began to show that Gillard was mounting a strong campaign, and although coming in from behind she won many votes during the campaign. Labors transformation was working in its favour as it held a 42% approval rating as opposed to that of the Liberals a 38%. Gillard's personal approval rating was also many points higher than that of Abbotts, who has the lowest approval ratings since he became liberal leader. These percentages, when Gillard became contender, were entirely opposed as Labors change of leader was illustrated through a massive drop in support.On the 21st of August, voters headed to the polls but this was not even close to the end of this nail biting election. The results slowly began to illustrate that votes were tied as Labor possessed 73 seats and Liberal 72 of the 150 seats in the House of Representatives. No party held a majority (more than 76 seats) of which is required to guarantee a win. Labor needed to gain two votes and Liberal three from the independents in order to assure victory. This began a long and tedious negotiation period between the parties and the independents in order to certify their loyalty to either party that lasted weeks. It was the first hung elections in decades for the nation, as no party had majority over the opposition.Although voting is compulsory statistics post election showed that almost a million Australians decided not to vote and of those who did, around 730,000 chose to vote informally thus their vote was cancelled. Many questioned whether or not Gillard had made an error in deciding to set elections only five weeks after becoming the official candidate. Such prompt campaigns were not usual in Australian politics. Four vital independent votes were needed to reach the House of Representatives seats required. After 17 days of "political deadlock" the votes were locked, 76 for Labor and 74 for Liberal. The result: Julia Gillard was officially sworn in as the first female Prime Minister of Australia on the 14th of September.Gillard proudly stated after her win, "I have big ambitions for this country". There have been tremendous pressures in the 1990s to change the character and functions of the state in developed and developing countries alike. Multilateral financial agencies and neoliberal analysts question the state's nationalistic, hierarchical, redistributive and interventionist character, which they believe is partly responsible for poor service delivery and economic performance in many countries. They seek to transform the state into a market-friendly, lean, managerial, decentralized and customer-oriented institution. However, the core elements of reforms are sometimes contradictory as different social forces drive them in different contexts. There are tensions between, on the one hand, concerns for market efficiency and deregulation, and issues of accountability and equity, on the other. This paper provides an overview of the major issues, trends and problems in public sector reform. The Programme of Action of the World Summit for Social Development does not spell out concrete strategies of public sector reform for achieving the goals of poverty eradication, employment promotion and social integration. The state's capacity to produce the desired results was generally taken for granted. But will efforts to reform the state along pro-market lines facilitate governments' pursuit of development? Are states likely to assume and sustain their responsibilities in providing good, affordable services to their citizens? The paper addresses these issues in seven sections. The first section introduces the basic argument. Section II examines four global issues that are driving public sector reforms: financial globalization, fiscal deficits, the adjustment programmes of multilateral agencies, and democratization. Sections III to VI discuss the various components of public sector reform, which are fiscal stability, managerial efficiency, capacity building and public accountability. Reforms dealing with fiscal stability apply to all states, although they may vary across countries. In general, fiscal reforms are the most consistently pursued reforms, and have implications for public sector employees, state capacity and social development. They deal with issues of downsizing or expenditure reduction, privatization and tax reform. Public expenditure reforms reflect differences in expenditure patterns, with the reforms in industrialized countries focusing on welfare and social services and those in developing countries on capital expenditures and government administration. Privatization, a central component of downsizing, is now a global phenomenon. More than $300 billion worth of state assets were transferred to the private sector between 1988 and 1996 around the world. Governments are surely disengaging, even if unevenly, from direct ownership of public enterprises. There are however, welfare, unemployment, ethnic and nationalist problems associated with privatization. The data suggest that although governments grew, albeit slowly, up to the early 1990s, it seems that for some regions, central governments were beginning to shrink in the mid-to-late 1990s. The massive cuts in education and health provisioning suffered by low-income countries in the 1980s have not been sufficiently offset by the efforts of the 1990s, which seek to protect social sectors from state contraction. Reforms in the area of managerial efficiency focus on organizational restructuring and introduction of market or quasi-market principles in the delivery of services. They address three main issues: decentralized management and creation of executive agencies out of monolithic bureaucracies; performance contracts for employees; and contracting out of services to the private sector. The most comprehensive reforms in efficiency promotion are in OECD countries, with Australia, New Zealand and the United Kingdom as the lead reformers. However, aspects of these reforms are being applied in many developing and transition countries, especially those that are heavily donor dependent. As these reforms deal with institutional issues, there is often a wide gap between expressed goals and concrete outcomes. Pre-reform methods of work, weak capacity, and market failures constrain policy implementation. Capacity-building reforms are restricted largely to developing countries, especially the "least developed countries" most of which are in Africa. They address issues relating to the technical capacities of civil servants in policy analysis and implementation; management of recurrent costs to ensure sustainability of projects; and pay reforms to motivate staff. Despite their importance in promoting development and other reforms, capacity-building reforms have not received the sustained attention they deserve. Section VII concludes the paper by focusing on three issues that may help ensure that reforms are accountable to society and sensitive to the political realities of states, especially those with weak institutions. First, public sector reforms need sound political pacts or coalitions. The vast majority of countries that are implementing reforms are also grappling with complex programmes of democratization, which seek to lay the ground rules for the way their societies are governed. There are governance issues that have not been satisfactorily resolved in a large number of low-income countries, which raise serious questions about their capacities to implement far-reaching state reforms. In most cases, the drive for reform is more external than internal as governments are forced to meet conditions set by donors for loan disbursements. Market-oriented managerial reforms will be difficult to implement in countries that have not established a professional civil service. Without this, market reforms may further fragment the state systems of low-income countries and encourage more corruption therein. However time-consuming they are to promote, dialogue and coalitions, or social and political pacts, are essential elements of effective modern statecraft. They facilitate the establishment of sound and durable administrative systems. Second, reform governments and multilateral agencies should also try to understand and support some of the enduring missions of states, which are nation-building in multi-ethnic societies, rapid industrialization with an appropriate role for the state in facilitating the process, social equity and wealth distribution. Although costly mistakes were made in the past in many countries, these goals are at the heart of the aspirations of broad masses of people seeking to create developmental, humanistic and harmonious societies. The failure to pay sufficient attention to them in the last decade-and-a-half of market reforms may go a long way in explaining the high incidence of failed states, civil wars and stagnant development in large parts of the world today. Third, for reforms to be institutionalized and serve the public good, they must also allow pressures to be brought to bear on public managers in service delivery. Among the instruments that have emerged for the attainment of these goals are Citizens' Charters, Ombudsmen and service delivery surveys. Parliamentary plurality, press freedom, independent judiciaries, mass-based political parties and civic action are also central to public accountability.

First, social- science knowledge is crucial to understand and combat HIV/AIDS; second, integrated and engaged social-science is especially vital for such endeavor; third, integrated and engaged scholarship of HIV/AIDS has been prominent in Brazil (since 1990s) and South Africa (since 2000s); Fourth, Brazil's earlier use of social- science knowledge in HIV/AIDS policy accounts for its success in tackling the epidemic, and South Africa has only recently started making effort in this direction. The theoretical background of the present discussion consists in social-science approaches to problem-solving and policy-making within the debates about the role of social-science in modern states formation. It is about history and epidemiology of the social sciences, but the discussion goes beyond these instances and maintains a normative approach to academics social responsibility to contribute more directly and consciously to national development. In this sense, this is a matter of both cameral social-science (linked to public policy design and evaluation: John Goldthorpe) and public social-science (in support of to civil society for social justice: Alain Touraine, Michael Burawoy). The rationale and main objective of the thesis substantiates in three questions: first, why HIV/AIDS? second, why social-science? and, third, why Brazil and South Africa? In this regard, it is argued that: HIV/AIDS is a complex social problem that needs and allows comprehensive analysis; the role of social-science knowledge in HIV/AIDS interventions, as well as the impact of the epidemic on social-science, are understudied; and, finally, Brazil and South Africa are good examples to demonstrate how the use of social-science knowledge accounts for the success of health policy oriented to HIV/AIDS. Indeed, Brazil was far superior to South Africa until a decade ago (it is still the case, to some extent) in responding effectively to the HIV/AIDS epidemic by implementing a nation-wide comprehensive program of prevention, treatment and care. It is then suggested that this was partly due to a consistent use of social- science knowledge that helped the state to go beyond the concept of risk-groups. Based on these premises, it is here suggested that social scientists played a significant role in Brazil's National AIDS Program by infusing politics with the concept of social vulnerability to HIV/AIDS. This means that interventions need to go beyond risk-groups and information-based strategies (that characterized the initial HIV/AIDS studies and programs), as demonstrated by the global debate on the locus of behavioral change in HIV/AIDS studies and interventions. Following the shift of approaches from individual and information-based strategies to structural factors and holistic approaches (the latter being in vogue since the 1990s globally), social scientists in Brazil suggested that it was necessary to improve people's social, cultural and economic circumstances in order to create healthy supporting contexts. This was associated with Brazil state's political will to prioritize HIV/AIDS and to act collectively, which implied alliances between administrative levels (federal state, local states, and municipalities), civil society and academics. So, social scientists were great protagonists in the battle against the HIV/AIDS in Brazil within this climate of political will and collective action against the epidemic. The same cannot be said in the case of South Africa. This particularly explains the divergent policy outcomes: Brazil's low and concentrated HIV incidence rate (0.5%), and South Africa's generalized epidemic and high incidence rate of HIV infection (18%). This is despite the fact that by the HIV emergence the two countries were rather similar societies in terms of general state capacity, civil society involvement, Human Development Index, and epidemiological profile. The former point means that by the HIV outburst the initial risk-group in both countries was constituted by male middle-class homosexuals – as situation that radically and rapidly reversed more in South Africa than in Brazil, although pauperization, feminization and heterosexualization of HIV infection are aspects that characterize both countries today. Brazil's major political will and cohesiveness, with social scientists' participation, falsifies arguments according to which Brazil's superiority – compared to South Africa - in tackling HIV/AIDS is due to the countries' earlier democratization (1986 vs 1994), the role of World Bank's loans throughout the 1990s, and Brazilian elites' tradition of investment in public health. Indeed, first, Brazil's National AIDS Plan was already well established by the end of 1980s had already made progress towards a comprehensive program of prevention, treatment and care. Brazil's National AIDS Plan created early on an inter-ministerial body (compressing the ministries of health, education, labor and justice) and defined clear authorities responsible for HIV/AIDS policies. Second, South African elites' were equally prone to invest in public health, for Brazil was not superior in this field. Hence, the present work suggests that it was political will and collective action that permitted Brazil to act more promptly and aggressively against the HIV/AIDS epidemic until a decade ago. In turn, here's the core argument – this positive atmosphere facilitated the production and inclusion of massive use- inspired research that informed HIV/AIDS policy about the complexity of the epidemic and the most appropriate measures to reverse it. For example, social research helped Brazil to enlighten Brazilians' openness towards sex, sexuality and sexual diversity, whereby not only did prevention social actors find it easy to discuss those issues for the sake of prevention initiatives, but also permitted the government to involve gay groups, rather than stigmatizing them. Importantly, Brazil state's openness towards social-science was part of a general positive attitude towards science, whereby the use of biomedical measures (explanation of HIV-AIDS link and provision of antiretroviral drugs to infected persons) was an essential element in the response to the epidemic. By contrast, holistic and large-scale inquiries and, above all, their use in policy were late to emerge in South Africa (between the end 1990s and early 2000s). This contributed to HIV/AIDS policy being poorly informed by social-science until a decade ago. HIV/AIDS policy in South Africa was consequently characterized by negligence and inaction (in the initial phase), simplistic explanations (like the negative impact of poverty on vulnerability to HIV infection without the exploration of its link with cultural factors), and denial. The state had a hostile attitude towards orthodox biomedical professionals and civil society organizations who sought to combat the epidemic through mainstream science. Therefore, the state went through controversial policies that ultimately prohibited the provision of antiretroviral therapy in the public sector and was hostile to mainstream social theory of HIV/AIDS. This negative political scenario hampered the contribution of social scientists in the battle against the epidemic in South Africa. Contrary to Brazil, HIV/AIDS use-inspired research was not fomented and academics activism was not welcomed by South African state. The situation would only improve in mid-2000s when the state commenced providing public antiretroviral therapies and making progress in prevention programs. Relatedly, the state started then to work in concert with civil society and academics. This was partly a result of a series of high court instructions for the state to accomplish its constitutional duty to provide health services, following a case law-suited by Treatment Action Campaign, the leading civil society AIDS organization. More importantly, HIV/AIDS social-science which was carried out in South Africa until a decade ago relevant, nevertheless. The unfortunate story is that it was not used for policy design and evaluation. Social scientists in South Africa did seek to stress the concept of social vulnerability, warning against the impact of poverty and inequalities, misogyny, magical thinking and traditional healers, just to mention a few. But these insights found no support of the state. It is this early South African scholarship of HIV/AIDS that constitutes the basis for today's vibrant comprehensive and engaged social-science in the country, whereby South Africa is making-up with its delay. Besides reflection on the complexity of HIV/AIDS and the need for integrated interventions, we can single out some fields of research-action in which the history of HIV/AIDS scholarship materializes: public policy (cameral social-science), peer educators and teachers training, and harm reduction programs for injecting drug users (the latter characterizing especially Brazil). Both in Brazil and South Africa, integrated and engaged scholarship has boosted cross-disciplinarity and multidimensional approaches, as well as debates about academics social responsibility in terms of use-inspired research and research- action. Such debate is largely shaped by reflections on the timing of Brazil's and South Africa's responses to the epidemic - early in the former and late in the latter – and the related outcomes with regard to HIV incidence rates. It is to this debate that the present dissertation seeks to contribute by suggesting that the use of social-science knowledge made a difference in Brazil's success and South Africa's failure in tackling the HIV/AIDS epidemic until a decade ago. Furthermore, the thesis goes on, social-science engagement with HIV/AIDS, theoretically and practically, will continue to shape the way in which we conceive of the position and the role of social-science knowledge in society.

 I am not an international law specialist nor have I extensively studied the Israel-Palestine conflict, but I have written extensively about irredentism--the effort to enlarge one's country to include territories that are considered to be one's own by history and by blood.  So, when I see pictures like this, I get engaged:The river to the sea, used by either side, is an inherently irredentist phrase: that the lands between the Mediterranean and the Jordan River belong to just one side of this means seeking to get all of the territory of the other.  Palestianians and their supporters have been saying this, and so have Israelis and their allies.  Irredentism does not have to be this maximalist--Russia has claimed just a chunk of Ukraine.  But these claims and efforts are inherently violent--that any effort to change one's boundaries to include territories governed by others will produce war because no country (or quasi-state) surrenders inhabited territory without a fight.  Not Ukraine, not Taiwan, not Israel, and not Palestine.The thing is: all territory has been occupied by multiple groups, so there will always be competing claims pretty much everywhere on the planet except perhaps Antarctica.  Stuart Kaufman illustrated this nicely at the start of his book on Modern Hatreds:So, if irredentist claims are possible everywhere, then why isn't there violence everywhere?  Despite the news suggesting otherwise, ethnic violence, including irredentism, is rare.  Ethnic conflicts do end, people do find a way forward without fighting. Remember that the key grievance between Germany and France for ... at least three wars ... was Alsace-Lorraine.  Yet that is not an issue these days.  It is rare because irredentism is usually very self-destructive.  It didn't work out so well for Nazi Germany and not so well for 1990s Armenia, Croatia, or Serbia.  It has worked out well for China (Tibet), but Taiwan would be another story entirely.  Bill Ayres and I compared the irredentisms that occurred in the 1990s (the aforementioned Armenia, Croatia, and Serbia) and those that did not--Hungary, Romania, and Russia.  We confirmed that irredentism is very costly and self-destructive, but some countries do it anyway--when it benefits the politicians in power.  What is good for the politicians may not be good for the public, which produced our title: For Kin or Country.  Helping the kin abroad is often very bad for the country as war is bad.  Russia is paying a pretty high price for its irredentist campaign against Ukraine, but, thus far, Putin hasn't paid a price himself.  So, when I see what is going on in Israel and Palestine, my bias is to watch the strategies politicians use to stay in power and see how that intersects with the nationalism of the country. Politics is in part about shaping the nationalism, defining the us, the them, and whether the them can be tolerated.  A central irony we found is that the nationalisms that were more willing to include the thems, the others, in the state, the more able they are to engage in irredentism since any successful expansion will generally lead to more thems as well as us's in the larger state.  Indeed, why do folks often oppose irredentism--a successful campaign would produce the equivalent of a massive wave of immigration, upsetting the balance of domestic politics.  For example, a Greater Albania including Kosovo would likely weaken those who currently hold power in Albania since there are a lot of Kosovars.  And, yes, this gets to a key dynamic that the Hungarian case revealed--shades of identity, of us-ness.  That for Hungarians in Hungary, they identify with the Hungarians outside of Hungary (due to the Treaty of Trianon in 1920) but only up to a point.  Those Hungarians didn't experience post-1956 Hungary, so they don't have the same experiences and thus are not seen as quite the same.  So, Hungarians in Hungary want the Hungarians outside of Hungary to do well but to stay put--they don't want to share power or their welfare state with them.  Anyhow, irredentism varies over time and over targets based on who matters to the politicians in power.  Somalia's irredentism from 1960 to 1990 varied depending on who was in power and whose clans they needed for support.  So, Somalia sometimes targeted all three neighbors, despite that being profoundly unwise, because the clans with ties to those in Djibouti, Kenya, and Ethiopia all mattered in the domestic political game. At other times, only those in Ethiopia matters (1976-1977).  Back to Israel and Palestine: the irredentist efforts of Hamas (it aims to eliminate Israel and govern the entire space) and of Netanyahu (his coalition includes many parties that seek to incorporate the occupied territories, hence the support for the crazed settlers)* reinforce each other, giving each set of politicians more support from those who fear the other.  Not unlike Milosevic and Tudjman being each other's best allies as Tudjman could get Croats to support him because of the threat posed by Milosevic, and Milosevic could do the same to get Serbs to support him.  Have Hamas and Netanyahu delivered on other public policy issues?  No, they are utter failures, but they are hard to replace when the enemy is at the gates.  The coverage of this war has been quite clear that Netanyahu empowered Hamas to weaken the Palestinian Authority and perhaps also to keep the Israeli public focused on this than his own corruption.So, what is good for the politicians--war--is bad for the public, but the publics go along with it because they don't see any alternatives.  That people on both sides are talking about claiming territory from the river to the sea is understandable and horrifying, given what it requires--lots more bloodshed.

It empowers the worst leaders. It requires incredible leadership by alternative politicians to push in another direction. But until that happens, there won't be peace. BUT if that were to happen, you could have peace.

Alas, extremists have killed or marginalized the peacekmakers. So, things are going to be grim. We did cover this a bit in the book when we survey the world's irredentist hotspots including Ireland, Kashmir, Taiwan, etc.Anyhow, the focus should be on the politicians and their incentives. Irredentism is not inevitable, it can be sidelined.  But it can be really hard to stop once it gets started because of the media it generates, the fear it generates, and how the two sides can reinforce each other's worst instincts. *Yes, killing the two state solution is a key part of an irredentist strategy.  Never really thought about that before, but two state solution inherently recognizes limits on expansion, so one must do away with that if one wants to add the desired territories.
