Operation Condor: Clandestine Inter-American System

Abstract

The origins, nature, & activities of Operation Condor, a clandestine, counterinsurgency parastatal system active in Latin America since 1975, are described, drawing on a wide variety of data. Condor's key members have been anticommunist military figures in Chile, Argentina, Uruguay, Bolivia, Paraguay, & Brazil. They share intelligence & resources to eliminate political opponents. Their methods are criminal. They ignore constitutional institutions & due process, & human rights abuses are rampant. Since the anticommunist goals of Condor were allied with US goals & European "stay-behind" projects of the Cold War, the US provided support to Condor in some instances. The evidence demonstrates that the organized state terrorism practiced by Condor targeted many beyond communists. The argument that the end can justify the means in the case of Condor is considered & rejected. 102 References. M. Pflum
