Dynamiques clientelaires et transformation urbaine a Istanbul

Abstract

Le tournant neoliberal de la politique turque depuis l'arrivee au pouvoir de l'AKP en 2002 et les projets de transformation urbaine de ce gouvernement a Istanbul ne marquent pas la fin du clientelisme comme forme de dynamique politique, mais transforment profondement aussi bien ses moyens que ses fins. Notre hypothese est que longtemps les habitants des quartiers precaires ont pu influencer la structure du champ urbain et capter une partie de la rente de situation fonciere a l'aide des relations clientelaires. Mais desormais la dynamique s'est retournee et le clientelisme, recentre sur les politiques sociales, sert desormais de support a la pedagogie politique du parti dominant en faveur de sa politique urbaine neoliberale. Dans le present article, nous examinons cette hypothese dans le cas de Sahintepe, un quartier precaire de l'arrondissement de Basaksehir The neoliberal turn in Turkish politics following the rise of the AKP to power in 2002, and the urban transformation projects carried out by this government in Istanbul did not mark the end of clientelism as a political dynamic, but did bring profound changes both in its means and its ends. My hypothesis is that whereas inhabitants of informal neighborhoods had long been able to influence the urban environment and appropriate a portion of the economic rent attached to land through clientelist exchange, the dynamic has now reversed. Clientelism is now focused on access to social policies and serves chiefly as basis for the political pedagogy of the ruling party in support of its policy of neo-liberal urban transformation.
