Abstract
The paper assesses the extent to which the Cross River State Basin and Rural Development Authority (CRBDA) has succeeded in promoting regional development. Specifically, the paper seeks to identify the possible cognitive problems which may hinder the implementation of the Authority's objectives, as a basis for the formulation of a workable policy to ensure grassroots participation in, and maximum benefit from, the Authority's programmes. The paper identifies three groups of actors, whose attitudes are analysed to appraise the effectiveness of the CRBDA in development. (DSE)
