From relief to rehabilitation, reconstruction and reconciliation: Developments and prospects for internally displaced populations in Western and Rift Valley Provinces. A report to the National Coordinating Committee for Displaced Persons

Abstract

During the period late-July to early-September 1993, the author undertook a study of the magnitude and needs of the internally displaced population in Kenya's Western, Nyanza and Rift Valley provinces. The inter-ethnic clashes, which had caused some 250,000 people to become displaced since late-1991, had by August 1993 begun to ameliorate, albeit sporadic incidents were still occurring and a general sense of insecurity and tension prevailed in almost all of the affected areas. The primary objectives of this report are basically twofold: (1) to update the data base on the prevailing conditions of the displaced and returnees as they vary from region to region; and (2) to more clearly define policies and strategies for rehabilitation and reconstruction which will address the urgent need to strenghthen the capacities of affected populations to rebuilt their livelihoods.
