De l'articulation des pouvoirs législatif et exécutif : les comités de la Convention en matière de transports (1793-1795)

Abstract

International audience ; Through the study of the complementary activities of the two committees of the Convention—that of Bridges and Roads, which later became the Public Works Committee, and that of Transport, Posts and Couriers—the objective of this contribution is to understand the role of these institutions in the process of centralising, under the authority of the Assembly, questions relating to infrastructure and transport services. The institutionalisation of these two parliamentary committees effectively contributes to the empowerment of legislative competence in this field of political action under the thermidorian Convention. We will then see that the respective work of these two bodies takes place in the context of redefining the relations between the legislative and executive powers. Finally, a study of the activities of these two committees will show that they are working not only on the elaboration of the law but also on its implementation. ; À travers l'étude des activités complémentaires des deux comités de la Convention - celui des ponts et chaussées devenu par la suite Comité des travaux publics, et celui des transports, postes et messageries – l'objectif de cette contribution est de saisir le rôle de ces institutions dans le processus de centralisation, sous l'égide de l'Assemblée, des questions relatives aux infrastructures et aux services de transport. L'institutionnalisation de ces deux comités parlementaires participe de fait de l'autonomisation d'une compétence législative sur ce domaine d'action politique sous la Convention thermidorienne. On verra ensuite que le travail respectif de ces deux instances se situe dans un contexte de recomposition des relations entre les pouvoirs législatif et exécutif. L'étude de l'activité de ces deux comités permettra enfin de constater qu'ils œuvrent non seulement à l'élaboration de la loi mais aussi à son exécution.
