De la Universidad Obrera Nacional a la Universidad Tecnológica Nacional (1948-1959) : Organización, funcionamiento y "reformización" del modelo institucional

Abstract

La presente tesis doctoral tiene por tema la historia de la Universidad Obrera Nacional, cuya creación se remite a 1948, en el marco del primer gobierno de Perón y cuya desaparición formal se sitúa en 1959, con la creación sobre la base de la misma de la "Universidad Tecnológica Nacional" en el marco del gobierno de Arturo Frondizi. En este sentido, el objeto de estudio es el proceso de constitución, funcionamiento y transformación del proyecto político e institucional de la Universidad Obrera Nacional (UON) y su consecuente reconversión en Universidad Tecnológica Nacional (UTN) a lo largo del periodo 1948-1959. Se buscará dilucidar cuál fue el modelo de Universidad que el peronismo buscó instaurar a través de esta institución, en torno a su organización institucional, académica y política y de qué manera este modelo universitario constituyó un modelo disruptivo de Universidad respecto al modelo institucional hegemónico de las universidades tradicionales nacido bajo la "Reforma Universitaria" de 1918. Posteriormente, el trabajo buscará establecer cuáles fueron las transformaciones acontecidas en la institución en torno a los tópicos anteriormente señalados con el devenir tanto de la "Revolución Libertadora", como del gobierno de Frondizi, en el periodo comprendido entre 1955 y 1959 y qué procesos influyeron en dichas transformaciones. En este sentido, indagaremos sobre el alcance que tuvo el proceso de "desperonización" de la sociedad al interior de la institución y cómo transformó determinados aspectos de la misma, para luego pasar a analizar el proceso que los actores denominaron como la "lucha por la autonomía y jerarquización de la UTN", a través del cual la comunidad académica de UON buscó consolidar esta casa de estudios técnicos superiores. Asimismo, buscaremos establecer en qué medida dichas transformaciones de la Universidad constituyeron una modificación del proyecto institucional original, es decir, del modelo de Universidad instaurado por el peronismo; cuáles fueron los principios rectores que orientaron dichas transformaciones y qué idea o modelo de institución buscó configurar la comunidad académica de la UON, luego de 1955. Por último, buscaremos establecer cuáles fueron las características del modelo universitario representado por la "UTN", concretado en la sanción de la ley 14.855/59 y, en qué medida, este nuevo modelo universitario consagró las reivindicaciones de la comunidad académica de la UON. ; The subject of this doctoral thesis is the history of the National Workers University, whose creation dates back to 1948, within the framework of the first government of Perón and whose formal disappearance is located in 1959, with the creation on the basis of the same of the "National Technological University" under the government of Arturo Frondizi. In this sense, the object of study is the process of constitution, operation and transformation of the political and institutional project of the National Workers University (UON) and its consequent reconversion into the National Technological University (UTN) throughout the period 1948-1959. It will seek to elucidate which was the university model that Peronism sought to establish through this institution, around its institutional, academic and political organization and in what way this university model constituted a disruptive model of the University with respect to the hegemonic institutional model of the traditional universities born under the "University Reform" of 1918. Subsequently, the work will seek to establish what were the transformations that took place in the institution around the topics previously mentioned with the evolution of both the "Liberating Revolution" and the Frondizi government, in the period between 1955 and 1959 and what processes influenced in these transformations. In this sense, we will inquire about the scope that the process of "de-peronization" of society had within the institution and how it transformed certain aspects of it, and then go on to analyze the process that the actors called the "struggle for autonomy and hierarchy of the UTN", through which the academic community of UON sought to consolidate this house of higher technical studies. Likewise, we will seek to establish to what extent said transformations of the University constituted a modification of the original institutional project, that is, of the University model established by Peronism; what were the guiding principles that guided these transformations and what idea or model of institution sought to configure the academic community of the UON, after 1955. Finally, we will seek to establish what were the characteristics of the university model represented by the "UTN", specified in the enactment of Law 14.855/59 and, to what extent, this new university model enshrined the demands of the academic community of the UON. ; Facultad de Humanidades y Ciencias de la Educación
