Governance for the Implementation of the Sistema Integrado de Transportes (SIT) of Arequipa ; Gobernanza para la implementación del Sistema Integrado de Transportes (SIT) de Arequipa

Abstract

The study presented here aimed to identify the factors that influence the development of governance, in order to implement the Sistema Integrado de Transporte (SIT) with a focus on sustainable urban mobility (MUS) in Arequipa, the main dynamizing city of southern Peru. SIT studies began 19 years ago, and in 2010 the construction of the infrastructure and the bidding of routes began. Currently, several obstacles are being overcome in the face of the implementation of the SIT after the signing of the Pact for Mobility in Arequipa. For this qualitative research and case study, the opinions of the different representative actors, including transport users, have been analyzed. The conclusion of the study proposes (as an act of governance), to strengthen the city mayor's leadership, supported by a strong and validated institutional framework in a pact with the institutional, social, and corporate stakeholders involved. Additionally, the national government should enact policies and norms to encourage local initiatives, so that financing is guaranteed together with the three levels of government. Governance also requires exploring the cultural conditions for the empowerment of the SIT, identified as an emerging category. ; El estudio que se presenta aquí tuvo como objetivo identificar los factores que influyen en el desarrollo de la gobernanza, con el fin de implementar el Sistema Integral de Transporte (SIT) con enfoque de movilidad urbana sostenible (MUS) en la metrópoli de Arequipa, centro dinamizador del sur del Perú. Hace 19 años se empezaron los estudios del SIT, y en el 2010 iniciaron la construcción de la infraestructura y la licitación de rutas. Actualmente están superándose varios escollos frente a la implementación del SIT a partir de la firma del pacto por la Movilidad de Arequipa. Para esta investigación cualitativa y caso de estudio se han analizado las opiniones de los diferentes actores representativos, incluidos los usuarios de transportes. La conclusión del estudio propone, como parte de la gobernanza, fortalecer el liderazgo del alcalde, respaldado por una institucionalidad fuerte y validada en un pacto con los actores institucionales, sociales y empresas involucradas. Adicionalmente, deben desarrollarse políticas y normas desde el gobierno nacional para incentivar las iniciativas locales, de modo que se garantice el financiamiento junto con los tres niveles de gobierno. La gobernanza requiere, además, explorar las condiciones culturales para el empoderamiento del SIT, identificada como una categoría emergente.
