Abstract

Розроблено показники та критерії до Комплексної методики оцінювання ефективності виконання за-вдань логістичного забезпечення військових частин (окремих підрозділів) Повітряних Сил Збройних Сил України у збройному конфлікті. Надані пропозиції щодо використання Комплексної методики з визначен-ням шляхів корегування запропонованих показників та відповідних критеріїв, які надають можливість про-водити глибокий чисельний і якісний аналіз для оцінювання ефективності системи логістичного забезпе-чення військ. ; Разработаны показатели и критерии Комплексной методики оценки эффективности функционирования перспек-тивной системы логистического обеспечения (ЛО) военных частей Воздушных Сил (ВС) Украины в вооруженном кон-фликте. Методика предусматривает: оценку показателей эффективности системы ЛО ВС Украины; анализ и обоб-щение показателей оценки эффективности для различных исследуемых вариантов построения системы ЛО та их проверку по соответствующим критериям; выработку предложений по выбору рациональной структуры органов управления силами и средствами ЛО ВС Украины на основании значений показателей и проверки критериев для различ-ных исследуемых вариантов построения системы ЛО. Показатели и критерии эффективности ЛО разделены на груп-пы (направления), которые применяются для: оценки временных показателей выполнения задач системой ЛО группи-ровки войск; оценивания необходимого ресурса; оценивания количественного и качественного привлечения личного со-става, вооружения и техники подразделений логистики группировки войск; оценивания ведения учета, организации поставок вооружения и других материальных средств, ремонта и восстановления вооружения и техники; оценивания организационно-штатной структуры. Методика используется при получении количественных оценок показателей с последующим использованием их при обосновании целесообразности рационального из вариантов построения системы ЛО. Источниками исходных данных для оценки показателей эффективности рассматриваются табели срочных доне- 51 сений, штаты подразделений логистики, нормативные (руководящие) документы. ; The indicators and criterias of the Comprehensive methodology of evaluation of the effectiveness of the functioning of the prospective logistics system of the military units of the Air Force of the Armed Forces of Ukraine in armed conflict have been developed. The methodology includes: an assessment of the performance indicators of the logistics system of the Air Force of Ukraine; analysis and generalization of performance evaluation indicators for various studied variants of logistics system con-tention and their verification using relevant criteria; development of proposals for the choice of rational structure of the man-agement elements of the forces and means of logistic support of the Armed Forces of Ukraine on the basis of the values of indica-tors and verification of criteria for various studied variants of logistics system construction. Indicators and criteria for the effec-tiveness of logistics system are divided into groups (directions), which are used for: assessment of temporary indicators of the accomplishment of tasks by the logistic support by the group of troops; evaluating the required resource; evaluating the quanti-tative and qualitative involvement of personnel, weapons and equipment of the logistics divisions of the group of forces; evaluat-ing accounting, organizing the supply of weapons and other materiel, repair and restoration of weapons and equipment; military evaluation of the organizational structure. The methodology is used in obtaining quantitative estimates of indicators, followed by their use in justifying the feasibility of a rational of the options for construction a logistics system Sources of baseline data for assessing performance indicators are considered time sheets of reports, staff of logistics units, regulatory (guidance) documents. The complexity of the organization, the maintenance of interaction and management in the armed struggle arises because of the participation in it of a large number of diverse forces and resources, the need to coordinate their actions on time, tasks and objects in a large space in a short time. From the various levels of government, careful planning and coordination of the issues of the preparation of the specified types of combat operations, forces and means of various types of troops, maintenance of con-stant communication, management and reliable coordination of actions, and, first of all, with logistic support (LR). Therefore, one of the topical problems of the theory of art in the world is the comprehensive scientific development of the basic provisions of the preparation and conduct of military operations, with the definition and substantiation of recommendations on the main com-ponents of the forms of armed struggle (the use of forces (forces)). One of these important components is the assessment of the effectiveness of the logistic tasks of providing various forms of use of troops (forces) in armed conflicts (operations).
