Approximation of national legislation in the sector of electronic communications services as well as in the sector of postal services by the acquis communautaire of the EU and harmonization with the policy sector and mid-term strategies for the development of networks and electronic communications services and postal services constitute the first steps and important for inclusion and consideration of universal service in the two respective sectors, the electronic communications and postal services. The next important stage is their implementation in practice for defining the elements of universal service in both sectors, to assess their national circumstances, to identify the social groups and different categories of who should be the beneficiaries of universal service respective by sector considering a set of principles concerning the necessity of their endurance by all users in financial terms,regardless of their geographic location, have access to the services offered and in this regard, the need to be cost-oriented evaluating and monitoring their principles for the fees to be the same for the same services and the obligation for the provider / providers of universal service that the respective services together with their charging and non-discriminatory, in order not to harm its competitiveness and development of the postal sector. ; Fil: Aparicio, Miriam Teresita. The objective of this paper is to study Coping Strategies as explanatory variables of Job Burnout, in employees (University graduates vs. non-university graduates) working at government offices in Mendoza Argentina. In order to develop a more comprehensive approach to this issue, the methodology used includes quantitative techniques and qualitative techniques. The research entailed a comparative study. The results obtained from the quantitative data, show significant differences between "university" graduates – who use strategies that seem to be closer to action and problem solving; and "non-university" graduates – who use strategies linked to emotion. From an applied point of view, it is expected that the results may generate Ongoing Training Programs focusing on burnout and stress related to the development of positive Coping Strategies. ; El objeto de esta comunicación es indagar acerca de la influencia de las estrategias de afrontamiento como variables explicativas del desgaste laboral o burnout, en empleados públicos (universitarios vs. no universitarios) que se desempeñan en el Gobierno de Mendoza, Argentina. La metodología empleada amalgama técnicas cuantitativas y herramientas cualitativas a efectos de realizar un abordaje más integral de la problemática. La investigación realizada es de corte comparativo. Los resultados, obtenidos a la luz de análisis cuantitativos, muestran diferencias entre los sujetos "universitarios" –entre quienes predomina el uso de estrategias vinculadas a la acción y resolución de problemas– y los "no universitarios" –cuyas estrategias se hallan más bien ligadas a la emoción–. Desde un plano aplicado, se espera que los resultados deriven en programas de formación continua centrados en la prevención del estrés y el burnout a partir del desarrollo de estrategias de afrontamiento positivas.

This paper presents the findings of a research study carried out with those who educate educators (teachers). One of the themes addressed are the social representations (SR) that teachers have of the application of the legal bases that have sustained teacher training in Argentina throughout history and which continue to underlie this training in the present day. We look at both the changes and continuities and their link to current educational practice. The methodology used was qualitative (documentary analysis, lexicometric analysis, hierarchical evocations). We established Nodes, categories and subcategories of analysis that reveal which aspects make up the core of teachers' SR and which are peripheral. Our findings – which do not coincide with the devalued images of teachers presented by the media, clouded by frequent claims by society – could orient transformations from the political, decision-making sector that would seek to improve practices and recover, precisely, the legal bases and their evolution up to the present day. ; Fil: Aparicio, Miriam Teresita.
